Summary of Minutes for January 8, 2013
1. CALL TO ORDER
Chairperson David Ramos called the meeting to order at 3:07 p.m.

Public Comments was opened; no comments made.
5. PRESENTATIONS
a. ADA Concerns on Mansheim Boulevard/Sunnybrook Road — by Corey Elizondo,
CCHRC Youth Commissioner
Ms. Aparicio stated she had not heard from Mr. Elizondo regarding the presentation.
Chairperson Ramos stated due to the presentation being on the agenda consecutively
the past few months without the presentation being able to be given, the presentation
will be removed and no longer tabled. Chairman Ramos stated when Mr. Elizondo is
ready to give the presentation he may request it to be added on the next meeting
agenda.
b. 2014 Statewide Independent Living Council Conference — Richard Palacios,
Projects Advisory Committee
Committee member Marshall Burns stated that Mr. Palacios would not be present to
give the presentation, however, Committee member Mary Wambach and he would be
able to give a verbal presentation on Mr. Palacios behalf. Mr. Burns and Ms. Wambach
proceeded stating the conference would be held from March 31st — April 1, 2014 at the

Bayfront Omani Hotel. There will be various workshop sessions and keynote speakers.
Administrative staff Stacie Talbert, of Parks and Recreation, stated the committee had
requested she provide information regarding beach access pertaining to the conference
and requested if she may provide her information at this time due to a 4:00 p.m.
meeting she will have to leave early to attend. Chairperson Ramos allowed the
information to be given.
Ms. Talbert stated the Gulf Beach is considered accessible because, anyone can drive
right up to the water however; there is a $12.00 parking permit fee for any vehicle that
goes out on the beach. She then mentioned she has not heard back from the Nueces
County Beach Parks department; however she will continue to contact them regarding
the beach accessible wheelchairs. Ms. Talbert also mentioned the City currently has
one mobi-mat available at Dolphin Park in Corpus Christi Beach (North Beach) on the
north end of the walkway, the City has purchased another mobi-mat however delivery
date is unknown at the moment and McGee Beach has an ADA ramp which allows
access directly to the beach. Further discussion ensued between committee members
and administrative staff. Chairperson Ramos requested Stacie Talbert provide an
update at next meeting regarding possible temporary location of the mobi-mat.
c. Sidewalk Concerns/City Ordinance — by Veronica Ocanas, Senior Assistant City
Attorney
Ms. Ocanas was not present due to not properly being informed of her presentation.
This presentation has been tabled for the 02/05/14 monthly meeting.
6. STAFF REPORTS/COMMENTS
a. Human Relations Division — Monthly Performance Report and Division Highlights
Wanese Butler on behalf of Sylvia Wilson provided and discussed her December 2013
Monthly Performance Report to commissioners. Committee member Alonzo requested the
Human Relations Division utilize the Engineering Subcommittee to participate in any future
ADA or Public Accommodation onsite having to do with accessibility issues.

b. Development Services Department — Update
Mr. Speights was not present to provide a department update nor did he provide
department representation on his behalf due to not properly being informed of the
meeting taking place on the first business Wednesday of the month after a holiday.
C. Engineering Service Department— Update
Will Bray discussed ADA project at La Retama Park and Shatzle St. regarding the
steep curvy roadway connecting lower and upper Broadway St. without any sidewalk or
ramp. Further discussion ensued. Mr. Bray stated the project will be brought to the
attention of the Council members in March 2014, Chairperson Ramos requested the
Committee members be present during the particular Council meeting to show their
support and to speak during the public comments regarding the issue.

d. Parks and Recreation Department— Beach Accessibility Update
Ms. Talbert provided her report earlier during meeting under Item# 5 Presentations,

e. Corpus Christi Police Department Parking Control — ADA Citations Trend Update
Mr. Perez was not present to provide a department update nor did he provide
department representation on his behalf due to not properly being informed of the
meeting taking place on the first business Wednesday of the month after a holiday.
7. SUBCOMMITTEE REPORTS
b. Public Service Announcement Subcommittee — Update
MOTION Committee member Alana Manrow presented a logo to represent the CFPWD and to
be used on the committees PSA's and Face Book page. Further discussion ensued
regarding the two topics. Mrs. Manrow then suggested using the logo on shirts and
each member would purchase their own shirt to be used for outreach events.
Chairperson requested for a motion to be made to allow Mrs. Manrow to proceed with
PSA's, creation of facebook page and for the committee to accept the logo. Committee
member Mary Wambach stated her concerns with the facebook page. Brief discussion
ensued. Motion — Marshall Burns Second — Abel Alonzo Motion Passed
a. Engineering Subcommittee — Update
Chairperson Ramos stated the engineering subcommittee had no report as they had
not met. Mr. Ramos then stated the engineering subcommittee was invited to meet with
the Human Relations Division and the Engineering Department regarding their quarterly
meeting on ADA Individual Curb Ramp Request list. He then stated the subcommittee
would soon be meeting to give an update by next regular meeting. Committee member
Abel Alonzo requested to be a part of the engineering subcommittee. Brief discussion
ensued. Chairperson Ramos stated Mr. Alonzo would be a new member of the
engineering subcommittee.
8. CHAIRPERSONS REPORT
b. Retreat Update
Mrs. Butler informed the Committee of the "Save the Date" for January18, 2014 from
8:OOa.m. till 1:00 p.m. at the Ben McDonald Library previously known as the
Greenwood Library is for the 2014 Retreat for the Corpus Christi Human Relations
Commission (CCHRC), Committee For Persons With Disabilities (CFPWD) and the
RTA Committee on Accessible Transportation (RCAT). Ms. Wambach requested to
have two interpreters present as her accommodation request. Brief discussion ensued.
a. Community Involvement
Chairperson Ramos requested the Committee members be present for the March 2014
Council meeting to show their support of the Engineering departments request on the
ADA project at La Retama Park and Shatzle St. Mr. Ramos also stated it is very
important the Committee get involved with the community by participating with the forth
coming PSA's and events. Brief discussion ensued. Mrs. Manrow stated the South
Texas Lighthouse for the Blind purchased a booth for the 2014 Statewide Independent
Living Council Conference and requested a brochure be created if not already made to
place on her booth to provide attendees information regarding the Committee. Mrs.
Manrow also asked Marshall and Mary if they would need any volunteers from the
committee to assist with the conference in anyway. Mr. Burns requested if he could
have a brochure, push card or flyer with information on the Committee to possibly be

placed in the bags that will be given to all attendees. Further discussion ensued.
