CALL TO ORDER Chairperson David Ramos called the meeting to order at 3:05 p.m. a. APPROVAL OF ABSENCES FOR 1/8/14 Diana Ortega-Feerick for the 1/8/14 monthly meeting. MOTION Motion — Carlos Vargas Second — Bertha Romero Motion Passed 3. APPROVAL OF REGULAR MEETING MINUTES OF 1/8/14 MOTION Motion — Carlos Vargas Second — Alana Manrow Motion Passed Mrs. Wilson stated she would like the minutes to reflect that Committee is in full attendance of all Committee members and staff. She then reminded everyone to please use their mics, speak slower and to state their name when speaking so everything is appropriatly interpited for Committee member Wambach. 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) Public Comments was opened; no comments made. 5. PRESENTATIONS a. Introduction of new City Attorney Roxann Pais Cotroneo Mrs. Wilson requested this item be tabled for the next monthly meeting due to further investigation. b. RTA's Proposed Service Improvements — by Jane Haas, RTA's Marketing Director Ms. Haas, Wes Vardeman and other RTA staff provided a PowerPoint presentation regarding the Long Range System Plan Phase 1 Implementation Proposed Service Changes. RTA staff also showed big poster size pictures of the rout plans spread out in the Council Chambers for Committee members to go around the room and look at. (A copy of the PowerPoint presentation is attached at the end of the minutes) Page 1 of 10 c. Sidewalk Concerns/City Ordinance — by Veronica Ocanas, Senior Assistant City Attorney Mrs. Wilson reminded the Committee members that this presentation request stemmed from an issue that was brought to the committee regarding a woman who received a citation for parking on her side walk because it was the only way she could get her disabled daughter in and out of the vehicle to and from doctor appointments because of the broken sidewalk. Ms. Ocanas reviewed Chapter 49-31 Code of Ordinances / Street and Sidewalks, stating the maintenance of the sidewalks are the responsibility of the owner of the adjacent or property owner. Brief discussion ensued. Committee member Burns requested the particular ordinance be re-reviewed and updated to include more enforcement capabilities upon the City. Ms. Ocanas stated it is a matter of property law, that a person is required to maintain their own property. Ms. Ocanas the stated easement law with in the property deeds states the responsibilities of both properties. Brief questions and comments ensued by various committee members and staff. d. 2014 Statewide Independent Living Council Conference — by Marshall Burns Via a Conference call, Christina Goebel and Regina Blye of the State Independent Living Council (SILC) provided a PowerPoint presentation on the upcoming Texas State Independent Living Conference — B.E.A.C.H. which stands for Building*Expanding*Abilities* Capacities*Horizons. Ms. Goebel stated the Conference would be in Corpus Christi from March 30 — April 1, 2014. Brief questions and comments made by various committee members and staff. Chairperson Ramos requested Mrs. Wilson contact Ms. Goebel and Ms. Blye by email to answer any other questions by email regarding accessibility. (A copy of the PowerPoint presentation will be at the end of the minutes) 6. DISCUSSION/ACTION FOR CFPWD TO PARTICIPATE IN THE 2014 STATE WIDE MOTION INDEPENDENT LIVING CENTER Chairperson Ramos requested Ms. Wilson and Ms. Talbert meet with Christina and Regina of SILC regarding any accessibility issues and clarifications of what is and isn't accessible. Mr. Ramos then mentioned this item was placed on the agenda for discussion and action on how the Committee can participate in the conference. Mrs. Wilson stated the Human Relations Division will purchase a booth but would need confirmation of Committee members who would be willing to assist in manning the booth. Manning the booth would consist of handing out brochures and flyers of information on the Committee For Persons With Disabilities along with information regarding the services of the Human Relations Division. Brief discussion ensued regarding attendance of the SILC conference. Motion for the CFPWD to participate and take turns manning a booth for the SILC conference made by Diana Ortega-Feerick Second — Bertha Romero Motion Passed 7. STAFF REPORTS/COMMENTS a. Human Relations Division — Monthly Performance Report and Division Highlights Sylvia Wilson provided and discussed her January 2014 Monthly Performance Report to commissioners. Mrs. Wilson also reported Patsy Garcia, ADA Compliance Officer has Page 2 of 10 reestablished the City ADA departmental liaisons. Brief discussion ensued. (A copy of the report is attached at the end of the minutes) b. Development Services Department — Update Mr. Speights provided and discussed the Residential Construction, All Construction and Building Permits Issued Reports for the month of January 2014. Brief discussion ensued. (A copy of the reports is attached at the end of the minutes) C. Engineering Service Department— Update Will Bray stated the Engineering Department has submitted four proposals for CDBG Grants and according to the calendar the City Council public hearing will be held on April 13th and April 20, 2014 which is the next step in the process. The CDBG Grant projects applied for: (1) Upper and Lower Broadway on Shatzle St (2) South Marlin Dr. Addition Part 4 of the already in progress project (3) Various ADA Curb Ramps (4) Accessible Sidewalks for; Matlock St. (Flour Bluff) and Sunnybrook Rd. (between Ayers and Kostoryz). Committee member Alonzo stated Committee members should be present during the mentioned Council dates in support of the anticipated projects.. d. Parks and Recreation Department— Beach Accessibility Update Ms. Talbert stated the Mobi-Mat would be moved to McGee Beach the week of the conference and mentioned a beach sweep would be done at North Beach on the beach walk also. Brief discussion ensued. e. Corpus Christi Police Department Parking Control — ADA Citations Trend Update Mr. Perez provided reports for December and January citation numbers. Mr. Perez introduced Marc Denson, Parking Control Operations Manager. Mr. Denson stated he is in charge of the ADA program, neighborhood enforcement program and the taxi inspector office. Mr. Denson discussed and explained the issues regarding blocking of a sidewalk which is an accessible right away as well as the issues of making transportation vehicles regulated. Brief discussion ensued. Committee member Wambach stated she didn't want to be rude or dismissive of anyone but the interpreter had been interpreting for two hours without a break and most interpreters won't accept jobs more than 45 minutes long. Ms. Wambach stated she is respectfully requesting to table the rest of the meeting until the next session. Chairperson Ramos stated the meeting was already towards the end of the session and approved to table the remainder of the meeting, moving on to Item 10, Identify Items to be placed on next agenda.
