CALL TO ORDER Chairperson David Ramos called the meeting to order at 3:04 p.m. a. Roll Call Committee Members Present: David Ramos Abel Alonzo Mary Bustos Alana Manrow Bertha Romero Marshall Burns Mary Wambach Richard Balli Absent Committee Members: Diana Ortega-Feerick Staff Members Present: Sylvia Wilson (Human Relations) Christina Aparicio (Human Relations) Will Bray (Engineering) Johns Speights(Building official) Absent Staff Members: Juan Perez (Police:Parking Control) Stacie Talbert (Parks&Recreations) Lisa Aguilar(Legal) 2. INTRODUCTION OF NEW COMMITTEE MEMBER, Mary Bustos Mrs. Bustos stated she has worked with DARS a vocational rehabilitation agency for persons with disabilities. She is also the secretary for TRAN sub chapter which is also an agency that advocates for persons with disabilities. Members and staff introduced themselves to Mrs. Bustos. 3. CONFIRMATION OF RE-APPOINTMENTS: DAVID RAMOS, MARY WAMBACH, BERTHA ROMERO Mrs. Wilson reported the Mayor and City Council has re-appointed David Ramos, Mary Wambach and Bertha Romero to the committee for another two (2) years. 4. APPROVAL OF ABSENCES FOR 4/2/14 Bertha Romero, Alana Manrow and Richard Balli requested excused absences. Motion —Abel Alonzo Second — Marshall Burns Motion Passed 5. APPROVAL OF REGULAR MEETING MINUTES OF 4/2/14 MOTION Motion — Richard Balli Second — Alana Manrow Motion Passed 6. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) David Ramos announced Abel Alonzo's "I Believe In Me" foundation would be hosting a 5k mile run/walk/roll event against gangs, drugs and violence on Saturday, 5/31/14 beginning at 8:00 a.m. at the Manuel 0. Salinas Park, 1354 Airport Road. Mrs. Wilson stated the Human Relations Division would have a booth at the event. Mr. Alonzo stated nonprofit organization fee will be free, just bring your own table. 7. PRESENTATIONS a. Rubber Duck Round Up — Alana Manrow Mrs. Manrow showed a commercial for the Rubber Duck Round Up event hosted by South Texas Lighthouse for the Blind held at Cole Park on Saturday, 5/24/14 beginning at 8:00 a.m. Handouts were also provided. Committee member Abel Alonzo asked Mrs. Page 1 of 8 Manrow to give a brief update regarding the Easter Eggstravaganza hosted by the South Texas Lighthouse for the Blind. Brief discussion ensued. (A copy of the handouts are attached at the end of the minutes) 8. STAFF REPORTS/COMMENTS a. Human Relations Division — Monthly Performance Report Sylvia Wilson provided and discussed her April 2014 monthly performance report to Commissioners. Brief comments/questions by Committee members. (A copy of the report is attached at the end of the minutes) b. Development Services Department— Department Overview Mr. Speights provided an updates on Residential and All Construction Summary Reports for April 2014. Brief comments/questions by Committee members. (A copy of the reports is attached at the end of the minutes) c. Engineering Services Department — ADA Projects Update Mr. Bray stated the Community Development Block Grant (CDBG) has revised its schedule; Publications will be June 8 &22, 2014; Public hearing will be on June 10, 2014 and Adoption will be on June 24, 2014. Mr. Bray then announced the Matlock sidewalk project has been dropped due to future Storm Water gutter and ditch project in the next year. Chairperson Ramos stated the public hearing would be a good time for committee members to attend and give their opinion. Mr. Bray then continued brief update regarding other ongoing projects and mentioning previous construction projects closed. d. Parks and Recreation — Quarterly ADA Parks Improvement/Projects Update Due to Mrs. Talbert's absence, Chairperson Ramos tabled this item. e. CCPD Parking Control Department— ADA Citation Trend Update Ms. Aparicio stated per Mr. Perez was unable to attend due to taping a commercial with CCPD. Ms. Aparicio mentioned Mr. Perez did however provide his ADA Citation report along with the Municipal Court citations numbers from February-April 2014. Due to Mr. Perez's absence, Chairperson Ramos tabled this item. (A copy of the reports will not be attached to the minutes due to confidentiality) 9. SUBCOMMITTEE REPORTS a. Engineering Subcommittee — Update Mr. Alonzo stated the Subcommittee hasn't meet. Mrs. Wilson stated there is a current meeting scheduled for Friday, 5/9/14 from 11:30-1 p.m. in the Human Relations Division Conference room. Chairperson Ramos stated the subcommittee will have an update next month regarding the ADA Transition plan, funding for curb cuts and street improvements. b. Public Service Announcement Subcommittee — Update Mrs. Manrow stated due to the Rubber Duck Round Up, Beeping Eggstravaganza and personal unforeseen issues hasn't meet. Mrs. Manrow then stated letters have been sent out to TV stations and PSA's should be seen by June 2014. She then stated any events the committee wants to promote may do so by informing her of the information to place on the CFPWD Face Book page. Brief discussion ensued. CFPWD Projects and Supported Events Calendar on Human Relations Website Mrs. Wilson stated she and Chairperson Ramos had decided to place a live calendar of events on the Human Relations website page. Events to be placed on the calendar will be regarding meetings and events the Committee for Persons with Disabilities (CFPWD), Human Relations Commission (CCHRC), Human Relations Division and RTA Committee on Assessable Transportation (RCAT) will be participating in.
