Summary of Minutes for November 5, 2014
1. CALL TO ORDER
Chairperson David Ramos called the meeting to order at 3:07 p.m.

4. Public Comments (Limited to 3 Minutes)
1. Rachel Harris, Costal Bend Independent Living Center (CBCIL), Mobility Project
Manager stated CBCIL has received grants by the United Way organization to be
able to assisting individuals enroll for the affordable care act beginning 11/15/14.
Assistance for enrollment will be located at 3765 S. Alameda Suite #315.
5. Presentations (Limited to 10 Minutes)
B. Announcement of Upcoming Public Events for Plan CC — The City's 20-year
comprehensive plan — by Annika Gunning, Senior Project Planner
Ms. Gunning invited the Committee to spread the word and attend the Plan CC open
house on 11/10/4-11/13/14 each date will be held at a different location. Ms. Gunning
invited the Committee to attend the Downtown Area Planning Workshop on 11/18/14
from 5:30-8:00 p.m. at the American Bank Center, Selena Rotunda Room. Brief
discussion ensued as Committee members had comments and questions.

A. City Website Accessibility — Norma Davison, E-Government Services
Ms. Davison provided an online presentation regarding the Browse Aloud application
that can be downloaded to a user's electronic devise. The application will read the
website for individuals with low vision impairment. The application also has the ability
translate the written language and enlarge the print. Further discussion ensued by
Committee member Marshall Burns who was concerned if the Browse Aloud
application is compatible with screen readers. Result of the discussion Mrs. Wilson

suggested a presentation form the City's MIS (Municipal Information System)
department.
6. Staff Reports/Comments
B. Human Relations Division — Performance Report
Sylvia Wilson reported the October 2014 monthly performance report.

A. Development Services Department— Department Overview
Gene Delauro reported updates on Residential and All Construction Summary
Reports for August 2014. Brief discussion ensued as Committee members had
comments and questions.

C. Engineering Services Development— ADA Projects Update
Mr. Bray provided current status on two (2) CDBG Projects; (1.) Accessible Routes in
residential area phase 3 (Dahlia Terrace neighborhood, Dahlia St. off of Ayers) and
(2.) ADA Improvements in CDBG Areas FY2013 (Portion of Brownlee Blvd), Mr. Bray
stated these two CDBG projects, are currently at 100% on the design phase. He also
provided information on the ADA project regarding, ADA facilities improvements at
the South Texas Art Museum and Barge Dock Parking lot is currently under
contraction — to build ADA access ramps to the entrance to the Art Museum, and to
the Barge Docks. The Art Museum ramp provides a shorter route from the parking
lot, and is nearly complete. The Barge Docks ramp will provide access next to the
existing staircase at the section of the seawall — materials have been purchased but
construction had not yet started.
D. Parks and Recreation Department— Department Overview
Mrs. Wilson stated Stacie would not be present due to work obligations.
E. CCPD Parking Control Department— ADA Citation Trend Update
No report due to Mr. Perez being absent.
7. Subcommittee Reports
A. Engineering Subcommittee — Update
Chairperson Ramos reported no update.
B. Public Service Announcement Subcommittee — Update
No update since Commissioner Alana Manrow is absent.
8. Chairperson's Report
A. Discussion/Action on Creation of Accessible Playground Subcommittee
Chairperson Ramos initiated discussion and suggestions regarding the request of
Parks and Recreation, for the CFPWD to create a subcommittee to provide input
towards the creation of an accessible playground for all individuals with cross
disabilities. Committee member Marshall Burns suggested the subcommittee be
called "Accessible Recreation Subcommittee". The Committee agreed to the title of
and the creation of the subcommittee. Chairperson Ramos selected the
subcommittee chairperson to be Richard Balli and subcommittee member Mary
Bustos to be permanent members of the subcommittee. The subcommittee will have
a total of three (3) members; the third member will be a rotating seat, only

Chairperson Ramos can select the Committee member who will sit on the rotating
seat. This will give every member the opportunity to provide their input to the
Subcommittee. Chairperson Ramos will be the first to sit in the rotating seat.
B. Schedule Plan for Offsite Meetings
Chairperson Ramos stated this topic will be further discussed when majority of
members are in attendance. For the mean time meetings will continue to be held at
City Hall.

Plan CC is the City's new 20-yeair,cltywide comprehensive plan.The purpose of
the comprehensive plan is to serve as a guide for decision-making about the city's
physical development over time.The comprehensive plan is based on community
input,analysis of existing conditions,markets,and future opportunities.n June,
the City field a series of public workshops to identify a vision for the City in 203,5
and to create the plan's guiding principles. Now,the City invites you to learn
more about Plan CC and to give input on three alternative growth scenarios by
attending any of eight public open houses scheduled November 10"'through 1P.
'The infornI gathered at these open houses will be used to further develop
the comprehensive plan,The draft plan,,which vA also be made avMll for
public review,will be completed in January/February 2015,
