Request and Approvals for Excused Absences Diana Ortega-Feerick requested an excused absence for the 11/5/14 regular monthly meeting. Approval of Regular Meeting Minutes of 11/5/14 MOTION Motioned by — Diana Ortega-Feerick Second by — Richard Balli Motion Passed 4. Public Comments (Limited to 3 Minutes) 1. Tom Brown, CCPD Volunteer Service Coordinator stated the policy and procedures for the ADA Parking Control program have changed. Mr. Brown stated the Holiday initiative program began 11/28/14 and will continue through 1/1/15, citizen volunteers will be assisting with parking areas to cite disabled parking violators to enforce the laws. Mr. Brown introduced Mack Marsh of Austin, TX where there is a program that allows citizens to partner with the police department and report accessible parking abuse by using a smart phone app that allows the individual to take three (3) photos, the average report time is 1 minute and 37 seconds. The app integrates with the City's data management so no extra person is needed to run the program. Mr. Marsh requested to participate as a presenter for the next regular monthly meeting for further discussion. Comments and questions were asked of Mr. Mash, however, was stopped by Chairperson Ramos stating questions and comments aren't allowed during Public Comments. 5. Presentations (Limited to 10 Minutes) A. City Website Accessibility with Screen Readers Compatibility & Sec. 508 Computer Accessibility — Kim Womack Mrs. Wilson stated MIS is no longer responsible for managing the City's website; it is now the responsibility of the Public Information Office, Kim Womack. Mrs. Wilson stated Mrs. Womack is currently in the process of hiring a vendor to redevelop the City's website and in doing so she came across information regarding Section 508 of Page 1 of 6 the ADA pertaining to website accessibility. Mrs. Wilson stated it would be best to table the presentation till January 2015. 6. Staff Reports/Comments A. Human Relations Division — Performance Report Sylvia Wilson reported the November 2014 monthly performance report. Brief questions ensued. (A copy of the report is attached at the end of the minutes) B. Development Services Department— Department Overview Gene Delauro reported updates on Residential and All Construction Summary Reports for November 2014. Mr. Delauro mentioned Chief Plans Examiner Gilbert Garza will be attending a RAS (Registered Accessibility Specialist) training class in April 2015 to become an official RAS. He then stated he will discuss the issue of having a RAS inspection done as a condition of Certificate of Occupancy with the Advisory board and the General Contractors Group and see what their opinions are on it. Brief discussion ensued as Committee members had comments and questions. (A copy of the reports is attached at the end of the minutes) C. Engineering Services Development— ADA Projects Update Mr. Bray reported brief information on several projects as he passed around oversized photos of the projects. He mentioned He had been asked if the Alameda project would have ADA components, he stated it would have full sidewalks and curb cuts. A smaller project also on Alameda (leading up to City Hall) will also have sidewalks and curb cuts where needed. The CDBG project for Brownlee and Dahlia neighborhood plan is at a 100% and will soon go out for bidding. La Retama Park is at 100% design, the entire park will be resurfaced so it will be accessible. The barge doc ADA ramp is currently under construction and the Art Museum ramp has been completed. H-E-B Tennis Center currently has an observation plat form and they will be adding a wheelchair lift so it can be accessible to all individuals. Further discussion ensued. D. Parks and Recreation Department— Department Overview Mrs. Talbert reported the Parks and Recreation Department has previously looked into wheelchair lifts for people ambulatory issues, to be able to enjoy city pools. The department has decided to look into ramps rather than the wheelchair lifts. A ramp will provide zero depth entry from the pool deck to a gradual ramp that allows access to the deepest part of the pool, with landing pads along the way just like an outside ramp. Collier Park pool will be the first City pool to have zero depth entry. Parks and Recreation are also working on adding a slash pad element to the Collier Pool, allowing individuals not comfortable with entering the pool to still enjoy the water. Mrs. Talbert then reported Michael Morris, Parks and Recreation Department Director submitted his resignation. Mr. Morris will be moving to work in the Parks and Recreation Department for Annapolis, Maryland. Mrs. Talbert stated she noticed the Accessible Recreational Playground Subcommittee on the Agenda, Chairperson Ramos stated Committee member Richard Balli would be Chairperson of the subcommittee. He then stated the subcommittee will have a total of three (3) members; the third member will be a rotating seat, only Chairperson Ramos can select the Committee member who will sit Page 2 of 6 on the rotating seat. This will give every member the opportunity to provide their input to the Subcommittee. Chairperson Ramos will be the first to sit in the rotating seat. Mrs. Talbert stated since it is still early in the planning stages that maybe the subcommittee and Parks and Recreation Department can meet on a quarterly bases. Mrs. Talbert stated she has prior commitment for the January 2015 regular monthly meeting and request if she can provide a paper report regarding the ADA accessibility parks projects, Chairperson Ramos agreed to Mrs. Talbert's request. E. CCPD Parking Control Department— ADA Citation Trend Update Mr. Perez reported on the graph handout for the sidewalk and disabled parking citations trend for January 2014 through October 2014. He mentioned the report doesn't have any Municipal Court citation numbers due to lack of communication with the Municipal Court Director. Mr. Perez then reported the Parking Control Department has teamed up with the Citizens Volunteer Program during the Holiday Initiative between 11/28/14-1/1/15. Committee Member Diana Ortega-Feerick requested an update in January 2015 of the number of ADA violation citations during the Holiday Initiative. Brief comments and questions ensued. (A copy of the report is attached at the end of the minutes) 7. Subcommittee Reports A. Engineering Subcommittee — Update No Update. B. Public Service Announcement Subcommittee — Update No update. Chairperson Ramos requested Mrs. Wilson email Commissioner Alana Manrow, Subcommittee Chairperson an appointment to meet regarding a possible ADA parking PSA. C. Accessible Recreational Playground Subcommittee — Update Update was previously discussed under the Parks and Recreation Staff Report (Item D). 8. Chairperson's Report Chairperson Ramos thanked the present committee members for attending and being able to meet as a quorum. He mentioned that previous discussion in months prior there had resulted in the request for offsite meetings. He asked Committee members to set up locations possible meeting at their place of employment; such as Del Mar College or DARS...etc. for the 2015 calendar year. 9.
