Committee For Persons With Disabilities Summary of Minutes for March 4, 2015 1. CALL TO ORDER Vice-Chairperson Alana Manrow called the meeting to order at 3:00 p.m. Committee Members Present: Alana Manrow Bertha Romero Diana Ortega-Feerick Mary Wambach Richard Balli Abel Alonzo Mary Bustos Absent Committee Members: David Ramos Marshall Burns Staff Members Present: Christina Aparicio (Human Relations) Sylvia Wilson (Human Relations) Lisa Aguilar(Legal) Gene Delauro(Building Official) Will Bray(Capital Programs) Juan Perez(Parking Control) Absent Staff Members: Stacie Anaya (Parks&Recreation) 2. Request and Approvals for Excused Absences Mary Bustos and Diana Ortega-Feerick requested an excused absence for the 2/4 /15 regular monthly meeting. Public Comments (Limited to 3 Minutes) No public comments were made. 5. Confirmation of Re-Appointments: Mary Bustos, Alana Manrow, Richard Balli, Abel Alonzo and Diana Ortega-Feerick Mrs. Wilson stated the information was for informational purpose that all were approved for reappointment by Council at the February 7, 2015 Council Meeting. 6. Presentations (Limited to 10 Minutes) A. Del Mar Interpreter Preparation Club — Margarita Velasquez Ms. Velasquez introduced the Del Mar Interpreter Preparation Club members as; Valarie Vela, President; Abigail Gurrola, Vice president; Margarita Velasquez, Secretary; Frank Padilla, Treasurer and Lolin Rodriguez, Historian. Ms. Velasquez provided a PowerPoint presentation to the Committee. The presentation was based on the clubs mission statement: Del Mar Interpreter Presentation Club allows students to develop communication skills to be used with persons who are deaf; and prepare students for careers working with persons who are deaf or hard of hearing. Comments and questions ensued by various Committee members. (A copy of the PowerPoint is attached at the end of the minutes) Page 1 of 8 B. Texas Lions Camp — Lynde Todd Mrs. Todd introduced herself as Lion Lynde Todd of Portland TX. Mrs. Todd stated the Texas Lions Camp is a nonprofit organization that provides a camp site in Kerrville, TX. Texas Lions Camp is a summer camping facility dedicated to serving children with various disabilities from the State of Texas. The children eligible to participate in the summer camp program must be between the ages of seven (7) and sixteen (16) and have a qualifying disability. Children with Type 1 diabetes must be between the ages of eight (8) and fifteen (15), Down Syndrome must be between twelve (12) and sixteen (16) years old. The Texas Lion Camp Mission is to provide without charge to any campers who are eligible for a one (1) week stay at the Camp in Kerrville. The Campsite is a 500 acer piece of property that has numerous activities for the campers. It's a place where children with disabilities can experience living a "normal life". The Lions Camp provides no charge to campers or the families regardless of race, religion or national origin. The camp has a "CAN DO" policy. While Mrs. Todd presented a DVD video to Committee members she also provided folders filled with Texas Lions Camp information. Comments and questions ensued by various Committee members. (A folder with camp information is available in the Human Relations Office) 7. Staff Reports/Comments A. Human Relations Division — Performance Report Sylvia Wilson provided and discussed her February 2015 performance report. (A copy of the report is attached at the end of the minutes) B. Development Services Department — Department Overview Mr. Delauro reported updates on Residential and All Construction Summary Reports for February 2015. Mr. Delauro stated the next Building Advisory Committee meeting is to be held on 3/19/15 and mentioned one of the items on the agenda to be discussed if to move up the timeline for a RAS inspection to be done on projects. Currently state laws require a RAS inspection be completed 12 months after the building has been completed. The department is also in preparation of implementation for new building code later this year, which is a revision on local building code amendments regarding home ramp permits. Brief discussion ensued. (A copy of the reports are attached at the end of the minutes) C. Engineering Services Development —ADA Projects Update Mr. Bray reported the Brownlee St. and the Dahlia St. 2013 CDBG projects should be completed by August 2015. The four projects Mr. Bray was applying CDBG grant funds for will be turned in by the deadline sometime next week. The Barge Doc ramp shipment has been delayed due to weather and is expected to be completed by 5/1/15. Mr. Bray then provided an update regarding Committee member Abel Alonzo's request on further information regarding the construction site on Bear Ln @ Old Brownsville Rd. Mr. Bray stated the construction will be ADA compliant and will have curb cuts. He then stated this construction of the City does not extend past North Padre Island (NPID). Mrs. Wilson stated Mr. Alonzo was requesting Page 2 of 8 information regarding the construction in front of the Regional Transportation Authority (RTA) Building. Mr. Alonzo requested if Mr. Bray can find out who is in charge of the particular construction site and if it will be ADA accessible. Mr. Bray stated he will provide information at the next month's regular meeting 4/2/15. D. Parks and Recreation Department — Department Overview No report was provided as Mrs. Anaya was not present. E. CCPD Parking Control Department—ADA Citation Trend Update Mr. Perez provided a report of citation counts for January and February 2015. He stated the department has been short staffed and are currently working on filling more positions. A Neighborhood Initiation will be taking place from 3/16/15-3/18/5 throughout the city, an estimated 18 police offices will be assisting with the Parking Control Department with the initiation. Committee member Abel Alonzo thanked Mr. Perez and the Parking Control Department for providing awareness to the community by citations for blocking sidewalks and misusing accessible parking spaces. Comments and questions ensued by various Committee members. 8. Subcommittee Reports A. Engineering Subcommittee — Update No Report. B. Public Service Announcement Subcommittee — Update No Report. C. Accessible Recreational Playground Subcommittee — Update No new report. Mr. Balli provided a brief overview of the initial meeting that was discussed at last month's meeting. Mrs. Wilson asked where the location of the park will be. Mr. Balli stated last discussed the Salinas Park would be the prospective location of the park. 9. Chairperson's Report No report. 10.
