Summary of Minutes for June 10, 2015
1. CALL TO ORDER
Abel Alonzo Motioned Mary Wambach to chair the meeting as interim. The motion was
second by Mary Bustos. Ms. Wambach called the meeting to order at 3: 19 p.m.

7. Staff Reports/Comments
D. Parks and Recreation Department — Department Overview
Mrs. Anaya briefly reported on the Accessible Recreational Playground and the sales
of park land. The request for CDBG funds for the accessible grounds at Salinas Park
have been officially submitted. There are 15 parks that are being considered for
sale, appraisal of the properties will be done over the summer. Further information
on both projects will be provided upon information received. Brief discussion ensued.
3. Approval of Regular Meeting Minutes of 4/1/15

4. Public Comments (Limited to 3 Minutes)
1. Linda Fallwell-Stover of Coastal Bend Center for Independent Living Center thanked
Committee and Staff members for being a part of the ADA 25 Partnership. Mrs.
Stover invited the Committee to participate in the 25 anniversary planning efforts on
7/24/15 at the Citizens Bayfront Bistro for a Dutch lunch. Mrs. Stover then discussed
the handout provided to committee members. The Texas Civil Rights Project
presents a seminar "The Americans With Disabilities Act" will be held 6/16/15 at 1:00
p.m. at the Coastal Bend Center for Independent Living, 1537 7t" Street. For further

2. Dr. Roy Stock, Citizen briefly discussed the challenges of being a person with a
disability who depends on public transportation or who elects to walk from place to
place. Mr. Stock mentioned the Airline at Williams Dr. construction and how it has
affected him in his daily routines walking to the post office and back home.
5. Introduction of Claudia Rosalez, Fair Housing Compliance Officer, Human
Relations Division
Mrs. Wilson stated this item was tabled last month, as there was no quorum, however
Ms. Rosalez is currently out of town on training for her new position with the department.
This item was requested by Interim chairperson Mary Wambach to be placed on the
next month agenda. Mrs. Wilson briefly provided information of Ms. Rosalez to the
Committee.
6. Presentations (Limited to 10 Minutes)
A. Parking Mobility App Update — Marcus Denson, Parking Control Meter
Supervisor
Mr. Denson stated he and Mr. Brown personally worked on the app for about 6
months. They were told due to budget cuts for next year and no revenue it would be
impossible to support a $30,000 app on a yearly bases.
B. Procedure on Enforcing Ordinances — Tracey Cantu, Zone/Code Enforcement
Administrator
No presentation was provided.
C. Everyone Can Work With The Right Support— Paula J. Beaton-Forbus,
Supported Employment Specialist of Behavioral Health Center of Nueces
County
Mrs. Forbus was to provide her presentation during last month's meeting, due to no
quorum the presentation was tabled and placed on this month's meeting agenda.
Mrs. Forbus requested the presentation be tabled till August 2015.
7. Staff Reports/Comments
A. Human Relations Division — Performance Report
Mrs. Wilson provided and discussed her May 2015 monthly performance report to
commissioners.

B. Development Services Department — Department Overview
Gilbert Garza, Plan Development Coordinator reported on behalf of Mr. Delauro the
update on Residential and All Construction Summary Reports for May 2015. Mr.
Garza also discussed they are currently in discussion with TDLR regarding the
jurisdictions of single family dwellings. Once the Certificate of Occupancy is provided
the contractor has 1year before the property needs to be inspected by a Registered
Accessible Specialist (RAS). Brief discussion ensued.

C. Engineering Services Development —ADA Projects Update
Mr. Bray reported the CDBG 2013 project Fern @ Dalia construction contracts were

approved by Council 6/9/15, the construction is expected to be completed by
September 2015. The three (3) other CDBG grant projects being; 1) Lantana; 2)
Sunnybrook; 3) Matlock— are expected to go to council on 6/23/15 for consideration.
Brief discussion ensued by Committee member Abel Alonzo.
E. CCPD Parking Control Department—ADA Citation Trend Update
Mr. Perez provided a report of citation counts for April & May 2015 not including the
Municipal Court numbers of ADA Citations. Mr. Perez announced three (3) new
parking control officers have been hired and this makes the department fully staffed.
Brief questions by committee members ensued.

5. Subcommittee Reports
A. Engineering Subcommittee — Update
No report. Mrs. Wilson added in the last subcommittee meeting it was discussed,
Subcommittee members would attend Council meetings to speak on behalf of the
requested projects. The first reading will be held on June 23rd, second reading will be
held on July 14th.
B. Public Service Announcement Subcommittee — Update
No report. Committee member Marshall Burns stated the subcommittee will have to
regroup since Alana Manrow and David Ramos have resigned. A request was made
to place an action item on the next agenda to fill the two vacancies on this
subcommittee.
C. Accessible Recreational Playground Subcommittee — Update
Richard Balli stated the subcommittee did meet and are currently working on a
stakeholder letter, which was provided to committee members for review. Brief
discussion ensued between Mr. Balli and Mr. Alonzo.

6. Chairperson's Report
Ms. Wambach briefly discussed the newspaper article "Prepare for aging of America".

a. Accessible Recreational Playground Subcommittee — Update
To whom it may concern:
The city of Corpus Christi parks and Recreation Department in partner
with the Committee For Persons With Disabilities is approaching your
organization in the hopes of certain funding for a project that we as
committee members are trying to get here in Corpus Christi,Texas.
This project of which we are working on,is to create a park for people
of all and or special needs and abilities.
Nowhere here in the City of Corpus Christi is such a park where a child
can use a swing or a merry go round or even a slide.
In the packet that we are introducing to you is a sample of pictures and
information on the recreational equipment that is available for use to the
disabled community.
This will be the first inclusive playground in Corpus Christi and will
provide wonderful opportunities for both youth and adults of all ages to
play together.
Again therefore we as committee members are approaching your
organization for assistance on this worthwhile project for the disabled
community here in Corpus Christi,Texas.

The Committee For Persons With Disabilities in partnership with
the City of Corpus Christi Parks and Recreation Department is
approaching your organization in the hopes of acquiring funding for a
fully accessible playground project at the Manuel Salinas Park located
at 1354 Airport Blvd.
The City of Corpus Christi currently does not have a hilly
accessible playground in a park where a person with special needs can
use a swing,ride a merry go round or even go down a slide.
In this packet,please find sample pictures of recreational
equipment available that could be utilized in this playground for
disabled individuals.
This will be the first inclusive playground in Corpus Christi and
