Introduction of New Members; Donnie Contreras and Dalia Gutierrez. Chairperson Balli introduced Dalia Gutierrez and Donnie Gutierrez. B. Chairperson Balli called the meeting to commence at 3:02 p.m. Committee Members Present: Richard Balli Mary Bustos Mary Wambach Marshall Burns Donnie Contreras Dalia Gutierrez Absent Committee Members: Abel Alonzo Bertha Romero Diana Ortega-Feerick Staff Members Present: Sylvia Wilson (Human Relations) Christina Aparicio (Human Relations) Will Bray(capital Programs) Gene Delauro(Building Official) Becky Perrin (Parks&Recreation) Juan Perez(Parking Control) Lisa Aguilar(Legal) 2. Request and Approvals for Excused Absences None. 3. Approval of Regular Meeting Minutes of 6110115 and 8126115 MOTION Motioned by — Donnie Contreras Second by — Marshall Burns Motion Passed 4. Public Comments (Limited to 3 Minutes) James "T.C." Chadden, Citizen expressed ADA concerns on City property and in his neighborhood near Broadmoor Senior Center. Mr. Chadden mentioned he has begun the complaint process with Human Relations. 5. Presentations (Limited to 10 Minutes) - None 6. Discussion/Action: Nominate to elect a new Secretary Chairperson Balli asked for nominations. Committee member Burns nominated Mary Bustos. Committee member Contreras second the nomination of Mary Bustos to be Secretary. Chairperson Balli announced Committee member Bustos as the new Secretary. Mrs. Wilson requested the minutes reflect, one of the responsibilities of the Secretary is to fill as Chair in the absence of the Chair and Vice-Chair. 7. Staff Reports/Comments A. Human Relations Division — Performance Report Mrs. Wilson provided and discussed her September 2015 monthly performance report to commissioners. (A copy of the report is attached at the end of the minutes) B. Development Services Department — Department Overview Mr. Delauro reported an update on Residential and All Construction Summary Page 1 of 9 Reports for September 2015. Mr. Delauro shared online information regarding the Elimination of Architectural Barrier (EAB) number and Registered Accessibility Specialist (RAS) process. Brief comments and questions ensued by Committee Members. (A copy of the reports is attached at the end of the minutes) C. Engineering Services Development —ADA Projects Update Mr. Bray reported the name of the department has changed from Capital Programs back to Engineering Service. He then reported CDBG 2013 project Fern @ Dalia project and the Brownlee projects are completed. The only thing left is to schedule the RAS and Final Inspection. Further discussion ensued between Mr. Bray and Committee members. Mr. Bray mentioned the 2015 CDBG grants he applied for were unfortunately not selected. Brief discussion ensued. D. Parks and Recreation Department — Department Update Becky Perrin, Interim Assistant Director of Parks and Recreation stated Mrs. Anaya was currently out of town. Committee member Contreras invited Ms. Perrin to attend the CFPWD. She stated she was not prepared to provide a report but was willing to answer questions. Committee members Contreras asked about indoor gym time for persons with disabilities. Further discussion ensued between Committee member Contreras and Ms. Perrin was asked to prepare a City-wide Adaptive Programs list. E. CCPD Parking Control Department —ADA Citation Trend Update Mr. Perez provided a report of citation counts for August and September 2015 not including the Municipal Court numbers of ADA Citations. Mr. Perez provided the Parking Control phone number (361) 826-3002, which may be used to file complaints. Further discussion ensued. Mr. Perez stated the department has had several staff resign, leaving the department short on staff. Mr. Perez introduced Mr. Bernardo Cantu who will take the place of Mr. Peres. Mr. Perez stated his last day will be on 11/1/15 as he will begin the CCPD Academy 11/16/15. (A copy of the report is attached at the end of the minutes) 7. Subcommittee Reports A. Engineering Subcommittee — No Update B. Public Service Announcement Subcommittee — Update; Need a volunteer Chairperson Balli appointed new Committee member Gutierrez to partake in the PSA subcommittee. Ms. Gutierrez accepted the appointment. C. Accessible Recreational Playground Subcommittee — Update; Need Volunteers No subcommittee meeting to report. Chairperson Balli appointed new Committee member Contreras to partake in the ARP subcommittee. Mr. Contreras accepted the appointment. Chairperson Balli then shared the Stake Holder letter. (A copy of the Stake Holder letter is attached at the end of the minutes) 8. Chairperson's Report A. Professionalism and respect for others during meetings Chairperson Balli provided a "Professionalism" letter by him to all CFPWD members. Mr. Balli read out the letter for all CFPWD members. (A copy of the letter is attached at the end of the minutes) Page 2 of 9 B. Attendance Chairperson Balli provided an "Attendance" letter by him to all CFPWD members. Mr. Balli read out the letter for all CFPWD members. (A copy of the letter is attached at the end of the minutes) C. Bylaws Chairperson Balli introduced a few of the Corpus Christi Human Relations Commissioners (CCHRC): Mickey Kramer, CCHRC Chairperson; Commissioner Dr. Stock; and Youth Commissioner Robert Bonilla. Mr. Balli also mentioned Commissioner Mumphord would be the alternate for the CCHRC. Mr. Balli asked who from the CFPWD would like to volunteer to partake in the new Bylaws Subcommittee. The subcommittee would consist of 2 Committee members and 2 Commissioners, both the CFPWD Chairperson and the CCHRC Chairperson, along with an alternative from each entity in case a member is not able to meet. CFPWD members chosen were: Marshall Burns; Mary Bustos; and Donnie Contreras as alternate. D. Adaptive Programs Chairperson Balli turned over the Adaptive Programs line item to Committee member Contreras. Mr. Contreras asked how many City sponsored adaptive programs are available to individuals of all ages. Mrs. Wilson stated this would be something that can be asked of Parks and Recreation to provide for as part of their Department Update. Further discussion ensued. 9. Subcommittee Reports C. Accessible Recreational Playground Subcommittee Accessible Recreational Parks Subcommittee City of Corpus Christi To who it may concern: Ladies and Gentlemen: The Accessible Recreational Parks Subcommittee is working in conjunction with the City of Corpus Christi Parks and Recreation Department to create a fully accessible playground park for the disabled community to be located at the Manuel Salinas Park at 1354 Airport Road near Miracle field. The City of Corpus Christi currently does not have a fully accessible playground where a person or child with special needs can use a swing,ride a merry-go-round,or even go down a slide. While the city is pursuing grants to assist with the construction of this playground we as committee members are reaching out to the community to support this worthwhile project.The committee is partnering with the Parks,Arts,Leisure and Senior(PALS)organization in the hopes of collecting donations for this project.PALS is a 5016 organization that supports the development and programmatic efforts of the Corpus Christi Parks and Recreation Department. This will be the first inclusive playground park in Corpus Christi and will provide wonderful opportunities for youths of all abilities and their families to play together. We are providing you with a sample of recreational equipment to be used at this park. Professionalism and respect for others during meetings PROFESSIONALISM WE ARE ALL PROFESSIONALS IN EVERY ASPECT OF BUSINESS, WHEATHER IT IS IN CITY GOVERNMENT OR ANY OTHER TYPE OF BUSINESS, AND WE NEED TO CONDUCT OURSELVES AS SO. THERE FORE AS IN OUR CFPWD WE NEED TO BE MORE AWARE OF OUR CONDUCT TO OUR GUESTS AND CITY STAFF. WE HAVE HAD A FEW ISSUES IN THE PAST OF MIS CONDUCT AND RUDENESS TO OUR GUESTS LEAVING A BAD IMPRESSION ON OUR COMMITTEE. WE ARE THE AMBASSADORS FOR THE CITY OF CORPUS CHRISTI AND THE DISABLED COMMUNITY. THAT IS WHY I SAY WE NEED TO CONDUCT OURSELVES IN A MORE PROFESSIONAL MANNER. Page 8 of 9 B. Attendance ATTENDANCE AS YOU HAVE ALL HAVE NOTICED IN THE PAST SEVERAL MONTHS WE HAVE NOT HAD OUR MEETINGS DUE TO NOT HAVING THE AMOUNT OF COMMITTEE MEMBERS TO HAVE A QUARUM. I CAN UNDERSTAND AS A COMMITTEE MEMBER THAT TIME OFF DUE TO SICKNESS, FAMILY ENERGENCIES, OR EVEN WORK RELATED ISSUES CAN CAUSE US NOT TO ATTEND THE MEETING. ALL I ASK FROM OUR COMMITTEE MEMBERS IS THAT WHEN THESE ISSUES DO ARISE TO PLEASE CONTACT MS. APARICIO AND LET HER KNOW THAT YOU WILL NOT BE ATTENDINGTHE MEETING.
