CALL TO ORDER Chairperson Balli called the meeting to commence at 3:01 P.M. A. Roll Call Committee Members Present: Marshall Burns (PSA)(ENG) Anthony M. Chadden (w) Absent Committee Members: Richard Balli (ARP)(ENG) Joe Angel DeLaGarza (w) Dalia Gutierrez (PSA)(ENG) Staff Members Present: Sylvia Wilson (Human Relations) Ginger Davis (Human Relations) Gilbert Garza for Gene Delauro (Building Official) Luis Rocha (Parking Control) Lisa Oliver(Parks&Recreation) Marisa Manning (Engineering) Staff Members Absent: Lisa Aguilar(Legal) 2. Introduction of new members: James Chadden and Anthony M. Navarrette 3. City Council approves reappointments for: Richard Balli, Mary Bustos, Donnie Contreras, Joe Angel DeLaGarza and Dr. Anthony Zoccollilo. 4. Requests and Approvals for Excused Absences — Excused absences for the February meeting were requested and approved for Richard Balli for medical reasons, Donnie Contreras for a work conflict and Dalia Gutierrez for a family emergency. Public Comments - None 7. Presentations (Limited to 10 Minutes) A. ASL Interpreters at City Emergency Press Conferences — Memo by Kim Womack, Director of Communication, Media Relations & E-Government - Sylvia Wilson advised that she had received an email from Kim Womack stating she did not have the memo to send at this time but that they are still working on after action recommendations and implementation plan. The ASL interpreters were just one issue being addressed and steps are being taken to make accommodation. Ms. Wilson said she would provide the Committee with the memo when completed. Page 1 of 8 B. ADA parking spaces at City Hall — Edgar Leonard, Director of Facilities - Mr. Leonard explained how the calculation is made to determine the number of ADA parking spaces required at City Hall based on current regulation and discussed the possibility of adding some additional spaces in the Lipan Street parking lot. Mr. Leonard answered questions from the members and provided a handout. (The handout is attached to the Minutes.) 8. Staff Reports/Comments A. Human Relations Division — Performance Report— Sylvia Wilson reported on the statistics for January 2017. (A copy of the report is attached to the Minutes.) B. Development Services Department— Department Overview Gilbert Garza reported on behalf of Gene Delauro and stated that in December there were 115 permits issued, 90 residential and 15 commercial. Mr. Garza said he recently met with Judy Telge of the Coastal Bend Center for Independent Living regarding reduced permit fees for ADA ramps. Questions from the members were answered and it was suggested that further discussion pertaining to the ramp fees be placed on the agenda for a future meeting. C. Engineering Services —ADA & CIP (Community Improvements Projects) Update - Marisa Manning with Engineering Services stated that the Housing & Community Development Department reported there were no CDBG funds available for 2017. She also mentioned that Engineering Services hopes to get a number of the bond street projects underway in the next few months, including one project that has bike lanes behind the curbs. Ms. Manning offered to send out an email with a schedule of all of the bond streets. D. Parks and Recreation Department— Lisa Oliver passed out flyers advertising the grand opening of the Play-for-All Playground at Salinas Park on February 4, 2017. She encouraged the members to attend. Sylvia Wilson stated an ASL interpreter would also be present at the event. (A copy of handout is attached to the Minutes.) E. CCPD Parking Control Department—ADA Citation Trend Update Luis Rocha provided the Parking Control Report for January 2017 and answered questions from the members. (Copy of report attached to Minutes.) 9. Subcommittee Reports A. Engineering Subcommittee — Mrs. Wilson stated that at the last meeting there was an update on the pending projects and the completed project on Lantana Street. B. Public Service Announcement Subcommittee — Marshall Burns reported that the Committee had received approval from Kim Womack to air the two PSAs dealing with accessibility. He also stated that there was a need for at least one more member for the subcommittee. C. Accessible Recreational Playground Subcommittee — Update given previously by Lisa Oliver. D. Bylaws Subcommittee — Mrs. Wilson stated that she would send the draft of the bylaws to the two new members and Marshall Burns would be sent the document in Word format. The Committee will discuss the draft of the bylaws at the March meeting and hopefully adopt them at that time. Page 2 of 8 E. Community Volunteer Involvement Subcommittee — Dr. Zoccollilo encouraged participation at the Special Olympics event scheduled for April 8th, 2017 and the members approved. He also stated he would share more details as they become available. Lisa Oliver said she would forward information about a veteran's event at the Nueces County Courthouse on February 25th. 10. Chairperson's Report 1. Round table information — Mrs. Wilson announced the various subcommittees and the new members, Mr. Navarrette and Mr. Chadden, were appointed to the Community Volunteer Involvement subcommittee. 11. Identify Items to be placed on next Agenda Draft a resolution requesting lower permit fees for ramps. A presentation from Kelly and Sherry Sells regarding ADA issues in the City.
