CALL TO ORDER Chairperson Balli called the meeting to commence at 3:00 P.M. A. Roll Call Committee Members Present: Richard Balli (ARP) (ENG) Anthony Navarrette (CVI) Marshall Burns (PSA)(ENG) Sabrina Ramirez (CVI) Dalia Gutierrez (PSA) (ENG) Dr. Anthony Zoccolillo (CVI) (PSA) Absent Committee Members: Mary Bustos (ARP) Joe Angel DeLaGarza (ARP) James Chadden (ARP) Staff Members Present: Sylvia Wilson (Human Relations) Ginger Davis (Human Relations) Marisa Alaniz (Engineering) Lisa Oliver (Parks & Recreation) Luis Rocha (Parking Control) Staff Members Absent: Lisa Aguilar (Legal) Gene Delauro (Development Svc) 2. Requests and Approvals for Excused Absences – Excused absences for the January meeting were requested and approved for Mary Bustos, James Chadden and Joe Angel DeLaGarza. The absences were due to medical and work reasons. Motion – Anthony Navarette Second – Dr. Anthony Zoccolillo Motion Passed 3. Approval of Regular Meeting Minutes of 12.06.17 Motion – Dalia Gutierrez Second – Sabrina Ramirez Motion Passed 4. Public Comments – Miriam Maltinsky spoke to the Committee regarding Karen Rodriguez who suffers from schizophrenia and has been victimized. Mrs. Wilson suggested they come by the Human Relations Office after the meeting. 5. Presentations (Limited to 10 Minutes) A. Special Olympics Spring Games – Alice Fulton-Garza Ms. Garza gave an overview of the 35th Annual Special Olympics Spring Games scheduled for April 7, 2018, at the Flour Bluff High School Stadium and answered questions from the members. Ms. Garza provided contact information and Dr. Zoccolillo stated he would email her regarding the Committee’s participation at the event. MOTION MOTION Page 2 of 14 6. Staff Reports/Comments A. Human Relations Division – Performance Report – Sylvia Wilson reported on the statistics from the December 2017 Performance Report. She also advised that terms for four of the Members were expiring in February and asked if they were interested in seeking reappointment. Marshall Burns, Dalia Gutierrez and Anthony Navarrette stated they were interested and Ms. Wilson said she would contact Mr. Chadden to determine if he was also interested. The “Who’s Got Your Back? Life After Graduation” event on March 1st was discussed and the members were encouraged to attend. Mrs. Wilson said she would provide additional information as soon as it becomes available. Also, a flyer promoting a wheelchair basketball tournament, Bayfront Classic, was handed out to the members. (A copy of the Performance Report and the Bayfront Classic flyer are attached to the Minutes.) B. Development Services Department – Department Overview – No update C. Engineering Services – ADA & CIP (Community Improvements Projects) - Marisa Alaniz stated that she had no update. D. Parks and Recreation Department – Lisa Oliver provided a handout discussing the terms “accessible” and “inclusive”. An April Committee meeting at the Greenwood Senior Center from 12:00-1:00 PM was discussed and Mrs. Wilson said she would contact the absent members to determine the best date and time. Ms. Oliver stated that once the date is finalized, a flyer will be sent out. (A copy of the handout is attached to the Minutes.) E. CCPD Parking Control Department – ADA Citation Trend Update Luis Rocha provided the ADA Citation Count Report for December 2017 and answered questions from the members. (A copy of the report is attached to Minutes.) 7. Subcommittee Reports A. Engineering Subcommittee – Mr. Balli stated he had no update but hopes to schedule a subcommittee meeting soon. B. Public Service Announcement Subcommittee – Marshall Burns said he will try to schedule a meeting within the next two weeks and hopes to get the PSA on accessible parking out by Spring Break. Mr. Balli asked that the PSA be shown and discussed at next month’s meeting. C. Accessible Recreational Parks Subcommittee – Mr. Balli stated we are waiting for the approval of Phase 2. D. Community Volunteer Involvement Subcommittee – Dr. Zoccolillo stated he hopes Committee members will be able to attend the Special Olympics event in April. Mr. Balli encouraged involvement by the Committee at the National Night Out in October and it was agreed that participation by other organizations was also needed. 8. Discussion/Action – Change or Meeting Time – Following a discussion, it was agreed to leave the meeting time at 3:00-5:00 PM on the first Wednesday of the month. Round table information - Mr. Balli provided and reviewed a handout outlining the duties of Subcommittees and encouraged better communication among the members. He also stated that he would like to begin the meetings with the Pledge of Allegiance starting next month. 10. Identify items to be placed on next Agenda - Discussion on plans for National Night Out in October - Show PSA again and discuss ways to get it aired 11.
