CALL TO ORDER Chairperson Balli called the meeting to commence at 3:07 P.M. A. Marshall Burns led the Pledge of Allegiance B. Roll Call Committee Members Present: Richard Balli (ARP) (ENG) James Chadden (ARP) Marshall Burns (PSA)(ENG) Dr. Anthony Zoccolillo (CVI) (PSA) Mary Bustos (ARP) Absent Committee Members: Dalia Gutierrez (PSA) (ENG) Anthony Navarrette (CVI) Joe Angel DeLaGarza (ARP) Sabrina Ramirez (CVI) Staff Members Present: Sylvia Wilson (Human Relations) Ginger Davis (Human Relations) Marisa Alaniz (Engineering) Gene Delauro (Development Svc) Lisa Oliver (Parks & Recreation) Luis Rocha (Parking Control) Staff Members Absent: Lisa Aguilar (Legal) C. Reappointment Update - Sylvia Wilson stated that the four reappointments submitted to the City Council and Mayor had been approved, including Dalia Gutierrez, James Chadden, Anthony Navarette and Marshall Burns. 2. Requests and Approvals for Excused Absences – Excused absences for the March meeting were requested and approved for Anthony Navarette, with a work conflict, and Dalia Gutierrez, with a family emergency. Motion – Marshall Burns Second – Mary Bustos Motion Passed 3. Approval of Regular Meeting Minutes of 1.03.18 Motion – James Chadden Second – Mary Bustos Motion Passed 4. Public Comments – Brittany Johnson with the Purple Door of South Texas, formerly the Women’s Shelter, requested to be added to a future agenda so she could discuss the services they offer. Mrs. Wilson said she would contact Ms. Johnson regarding a possible presentation in May. MOTION MOTION Page 2 of 24 5. Presentations (Limited to 10 Minutes) A. James Hall, National Alliance on Mental Illness (NAMI) – James and Diane Hall spoke to the Committee about the goal of NAMI to raise awareness and provide free education, advocacy and support programs for people in the community who are living with mental illness, their families and friends. Mr. Hall stated that May is Mental Health Awareness Month and discussed the classes and workshops available to individuals and families living with a mental health condition. Handouts were provided to the members. (Copy of the handouts are attached to the Minutes.) B. Deaf & Hard of Hearing Center – Beth Schlueter, Executive Director Ms. Schlueter stated that the DHHC serves 23 areas below San Antonio and works to educate and empower people in the deaf community. She discussed the various services available and handed out related flyers and brochures. Jaime Lugo, Deaf and Hard of Hearing Access Specialist, discussed his role in assisting those with hearing loss to determine what their access needs are and he also provides sensitivity training. C. 3rd Annual Life After Graduation: Who’s Got Your Back? – Christa Rasche Ms. Rasche provided an update on the March 1st and 2nd event sponsored by CCISD Special Education Department where 28 community partners participated and shared their information. The purpose of the event was to provide students with disabilities the tools needed to be successful in life after graduation. The next event will be in October 2018 which is Disability Awareness Month. 6. Staff Reports/Comments A. Human Relations Division – Performance Report – Sylvia Wilson reported on the statistics from the February 2018 Performance Report. Wednesday, April 11th from 10:00-11:00 AM was agreed upon for the April monthly meeting at the Greenwood Senior Center. Mrs. Wilson stated she would contact the other members to ensure that there would be a quorum present at the meeting. (A copy of the Performance Report is attached to the Minutes.) B. Development Services Department – Department Overview – Gene Delauro reported on the February 2018 new construction and remodeling permits issued by the City. He stated that the department is currently working with a group called Skills USA where students compete in building small shelters that could possibly be used as temporary housing. There are also some initiatives the City is exploring to encourage builders to construct affordable housing in some targeted areas. C. Engineering Services –- Marisa Alaniz provided information on a grant program with the RTA to address some of the current curb ramp and sidewalk needs. She stated that she will know in a couple of months if CDBG funds will be available for two street projects. D. Parks and Recreation Department – Lisa Oliver reported on the status of the shade structure at Salinas Park and informed the Committee of a hurricane Page 3 of 24 preparedness conference scheduled for the first week of May at the Richard Borchard Fairgrounds. Ms. Oliver said she would email related information as it becomes available E. CCPD Parking Control Department – ADA Citation Trend Update Luis Rocha provided the ADA Citation Count Report for February 2018 and answered questions from the members. (A copy of the report is attached to Minutes.) 7. Subcommittee Reports A. Engineering Subcommittee – Mr. Balli referred to the update from Marisa Alaniz. B. Public Service Announcement Subcommittee – Sylvia Wilson commented that the City’s PIO had been given the PSA on accessible parking and it is being shown on the City’s public access channel, CCTV. Mr. Balli stated they plan to visit the local television stations to get the PSA aired and Marshall Burns said he will try to schedule a meeting within the next month. Lisa Oliver suggested showing the PSA on the City’s Facebook page and Mrs. Wilson said she would get the flash drive to Ms. Oliver. C. Accessible Recreational Parks Subcommittee – Mr. Balli referred to Lisa Oliver’s update on the canopy for Salinas Park. He inquired about the possibility of adding a cool down station for the visitors and Ms. Oliver said she would check on it. D. Community Volunteer Involvement Subcommittee – Dr. Zoccolillo reminded the members of the Special Olympics event on April 7th at Flour Bluff High School and the 12th Annual Walk for Autism on April 21st. He stated he would need volunteers for the events and would send out an email with more information. 8. Chairperson’s Report – A. Round table information - Mr. Balli stated he attended the Life After Graduation event on March 1st. He also commented on two flyers that had been passed out to the members, one discussing possible changes to the ADA, and the other, an invitation to free webinars pertaining to ADA parking issues and concerns. (Copies of the flyers are attached to the Minutes.) 9. Identify Items to be placed on next Agenda (April meeting to be held at the Greenwood Senior Center, April 11th, 10:00-11:00 AM) 10.
