Requests and Approvals for Excused Absences – Sabrina Ramirez was unable to attend the July meeting because her husband was in the hospital. Her request for an excused absence was approved. Motion – Melanie Gomez Second – Marshall Burns Motion Passed 5. Approval of Regular Meeting Minutes of 06.05.19 Motion – Anthony Navarrette Second – Dr. Anthony Zoccolillo Motion Passed 6. Public Comments Jack Gordy spoke to the Committee regarding blocked sidewalks in Corpus Christi and stated that the City had failed to comply with the ADA since October 1995. He encouraged the Committee to get involved and handed out the address, phone numbers and website for the Department of Justice. Gerald Sansing, President of the Corpus Christi Taxpayers Association, addressed the Committee regarding the blocked sidewalks and urged the Committee to contact Code Enforcement and the City Council. MOTION MOTION Page 2 of 7 Robert Flores said he was concerned about accessible seating on the first floor at the American Bank Center particularly at the Disney on Ice performance on May 4th. He stated that he had spoken with Sylvia Wilson and was told that the ABC Center is looking into his complaint. 7. Presentations (Limited to 10 Minutes) A. Billy Delgado, Emergency Management Coordinator – City’s Emergency Plan During Hurricane Season Mr. Delgado provided an overview of the City’s evacuation plan for those citizens needing assistance to leave the city in the event of a hurricane. He emphasized the importance of preparedness and good communication within the community. Sylvia Wilson stated that every city department has a trained ADA liaison to assist with accessibility issues. Improvements to the plan were discussed and Mr. Delgado answered questions from the commissioners. B. Janna Shoe, State of Texas Emergency Assistance Registry Ms. Shoe gave an overview of the 211 Texas and STEAR program which provides local governments with planning information on citizens who have disabilities and/or transportation needs and require additional assistance during an emergency event. Flyers were handed out and Ms. Shoe answered questions from the committee members. (Copies of the flyers are attached to the Minutes.) 8. Staff Reports/Comments A. Human Relations Division – Sylvia Wilson commented on the Performance Report for June 2019. Mrs. Wilson also stated that she is working with the ABC Center to establish a policy to address accessibility issues. B. Development Services Department – Gene Delauro reported on the June 2019 construction permits totaling $24.5 million. Mr. Delauro said he hopes to have an update on the residential ramp waivers at the next meeting. C. Engineering Services – Marisa Alaniz stated that the Ramsey Street project is close to completion and reported on current projects at Oso and Yorktown, Everhart from Holly to S.P.I.D. and the Crosstown to Ocean Drive. Ms. Alaniz gave an update on the status of the ADA Improvement Project List and answered questions from the members. D. Parks and Recreation Department – Lisa Oliver stated there is a pending meeting with the Parks and Recreation Director regarding the softball field for persons with disabilities. Ms. Oliver also advised the members that there has been a request to enhance the play area at Salinas Park with a splash pad. She stated that a revised C.A.S.T. event flyer would be sent to Sylvia Wilson to share with the members. Ms. Oliver informed the Committee of ongoing summer programs available to the community and answered questions from the members. E. CCPD Parking Control Department – ADA Citation Trend Update Alex Gonzalez provided the ADA Citation Count Report for June 2019 and answered questions from the members. (A copy of the report is attached to the Minutes.) Page 3 of 7 9. Subcommittee Reports A. Engineering Subcommittee – Mr. Balli stated he plans to schedule a meeting in the next few months. B. Public Service Announcement Subcommittee – No update C. Accessible Recreational Parks Subcommittee – Mr. Balli stated he is trying to set up a meeting regarding the softball field for the disabled and wounded warriors. D. Community Volunteer Involvement Subcommittee – Dr. Zoccolillo stated he would need volunteers for the upcoming C.A.S.T. and Walk ‘n Roll events in September. Mrs. Wilson stated the Human Relations Department would be participating in the July 27th Operation Safe Return event at the American Bank Center. 10. Chairperson’s Report A. Round table discussion - Mr. Balli stated he had attended the Governor’s Committee for Persons With Disabilities meeting on June 12th and gave a presentation on the events that the local Committee participates in. B. Committee Shirts Possible Design Change - Various options for new Committee shirts were discussed and the members agreed to leave the discussion on next month’s agenda. It was decided that any design suggestions should be submitted prior to the August meeting. C. Mr. Chadden’s request pertaining to inclusion of prayer and the pledge to the Texas flag - A motion was approved to leave the Moment of Reflection but not to include a prayer at the beginning of the Committee meetings. Motion – Marshall Burns Second – Anthony Navarrette Motion Passed A motion was approved to add the pledge of allegiance to the Texas flag at the beginning of the Committee meetings. Motion – T. C. Chadden Second – Mary Bustos Motion Passed 11. Identify Items to be placed on next Agenda • Sylvia Wilson – Process for Citizen’s Accessibility Grievance • Code Enforcement – how they address accessibility concerns • Committee shirts – possible design change 12.
