Summary of Minutes for August 7, 2019

A. Requests and Approvals for Excused Absences – Mary Bustos was out of town
and unable to attend the August meeting. Mr. Chadden and Dr. Zoccolillo were ill
and unable to attend the August meeting. Their requests for excused absences were
approved.

6. Public Comments
Marty Knowles of Riviera, Texas, introduced himself and his miniature horse, Sugar
Ray. Mr. Knowles explained that his goal is to make the community more aware of the
use of miniature horses as service animals to assist those with disabilities.
Jose Flores with the CC Rimz asked the Committee for assistance in finding a
basketball court or gym where the members of the team can practice.

7. Presentations (Limited to 10 Minutes)
A. Berardo Cantu, Compliance Officer with Code Enforcement
Mr. Cantu provided an overview of the City’s Code Enforcement Division and its
efforts to keep all properties in compliance and to strengthen neighborhoods by
preventing the deterioration of housing and commercial properties. Residents are
encouraged to keep the community free from health and safety risks to reduce
related criminal activity and preserve property values.
B. Sylvia Wilson, Human Relations Administrator – Citizen Accessibility
Grievance Process
Mrs. Wilson explained the process involved in submitting a Citizen Accessibility
Grievance and discussed the City app where citizens can submit complaints. The
Citizen Accessibility Grievance Form was handed out and Mrs. Wilson answered
questions from the members. (A copy of the form is attached to the Minutes.)
8. Staff Reports/Comments
A. Human Relations Division – Sylvia Wilson commented on the Performance Report
for July 2019 and the Operation Safe Return event on July 27th.
B. Development Services Department – Gene Delauro reported on the July 2019
construction permits totaling 294 for $67 million and gave an update on the status
of the fee waivers for accessible ramps. He stated that the ordinance would go to
the City Council on September 10th and asked that someone from the Committee
and the Human Relations Commission be present.
C. Engineering Services – Marisa Alaniz stated that signage is needed for the
Ramsey Street project before it is completed. Ms. Alaniz comment that there will
be a public meeting on August 8th at King High School for the reconstruction of
Everhart from Holly to S.P.I.D.
D. Parks and Recreation Department – Lisa Oliver gave an update on the request for
a proposed softball field for persons with disabilities. Ms. Oliver met with Mr. Balli
and Mrs. Wilson on July 31st to discuss the use of a field located at Greenwood
and Horne Road.
E. CCPD Parking Control Department – ADA Citation Trend Update
Alex Gonzalez provided the ADA Citation Count Report for July 2019 and
answered questions from the members. (A copy of the report is attached to the
Minutes.)
9. Subcommittee Reports
A. Engineering Subcommittee – Mr. Balli stated he plans to schedule a meeting soon
and hopes to have an update at the next meeting.
B. Public Service Announcement Subcommittee – Vanessa Nisbet commented that
she hopes to schedule a meeting within the next few weeks. Mr. Balli gave Ms.
Nisbet the thumb drive with the accessible parking PSA.
C. Accessible Recreational Parks Subcommittee – Mr. Balli referred to the previous
update from Lisa Oliver regarding the proposed softball field for persons with
disabilities.

D. Community Volunteer Involvement Subcommittee – Anthony Navarrette shared an
update from Dr. Zoccolillo concerning the upcoming Walk ‘n Roll and C.A.S.T.
events in September.
10. Chairperson’s Report
A. Round table discussion - Mr. Navarrette asked the Committee to follow up on Joe
Flores request for assistance in locating a place where the CC Rimz can practice.
Mrs. Wilson suggested that perhaps Mr. Flores could give a presentation at next
month’s meeting explaining their specific needs. Additional information was also
requested on service animals. Marshall Burns offered to give a presentation on
service animal training. Mr. Burns also announced that he has taken a new
position with Health and Human Services as a blind children specialist.
B. Committee Shirts Possible Design Change – Vanessa Nisbet showed a couple of
designs a friend had suggested and it was decided to discuss the designs at next
month’s meeting. (Copies of the designs are attached to the Minutes.)
11. Identify Items to be placed on next Agenda
• Presentation on service animals by certified trainer
• Jose Flores on CC Rimz need for basketball court or gym to practice
• Committee shirts – possible design change
