HomeMy WebLinkAboutMinutes Committee For Persons With Disabilities - 04/05/2006 b V • CITY OF CORPUS CHRISTI-COMMITTEE FOR PERSONS WITH DISABILITIES Summary Minutes for the Meeting of April 5, 2006 I. The Chairperson called the meeting to order at 3:35 PM. A. Roll call: Present Committee Members: Linda Faliweli-Stover, Abel Alonzo, Eloy Soza, Brian Watson, Post Roll Call Arrivals: Toni Padilla, David Walker, James Duerr, Mary Saenz Absent Committee Members: Roberto Flores Present Staff Members: Leon Bazar, April Moffett, Lupe Rocha, Maureen Mahoney for Sally Gavlik, George Oresco for Alonzo Garza Public: none B. Excused Absences: Leon Bazar informed the Committee members that Robert Flores requested for this absence, (April 5, 2006), to be excused. MOTION: Eloy Soza moved to excused Robert Flores for today's, (April 5, 2006) meeting with a second by David Walker. The motion passed. II. Approval of Minutes: Meeting of March 1, 2006 MOTION: David Walker moved to approve the minutes as written with a second by Eloy Soza. The motion passed. III. Presentation and Public Comments: Presentation: Lupe Rocha, Engineering Department Texas Department of Transportation (TxDot)ADA Projects Mr. Rocha requested for his presentation on the TxDot ADA Projects to be tabled until the next meeting. Susan Cable, Director of E-Gov Services City Website Accessibility Ms. Cable informed the Committee of the Privacy/Accessibility Policy link on the City's web page giving the viewer information about the City's position on accessibility. Included on this page are links to other helpful sites that are relative to disability. She further informed the Committee that Alt Tags must be in the content management system on the web site. If this is not done, the City will not accept it. She also mentioned that the navigation bar is straight forward and not collapsible and the City follows the guidelines regarding fonts and colors that are on the webpage so that the page can be easy to read. It is for this reason also that the City refrains from using flash on the website. There is an option for the use of Translation at the bottom of the screen. One of the other features that Ms. Cable mentioned is the ability to download the SCANNED CFPWD040506 hr 411110 Adobe reader. She welcomed suggestions on ways to improve the City's web site and further informed the Committee that there will be an Open House in the City's Call Center on April 26, 2006. Public Comments: none IV. Chairperson's Report: (Discussion, with possible action): • The Chairperson shared with the Committee information that she read on audible signals purchased with CDBG funds and requested for Leon Bazar to research to see if the City of Corpus Christi can do the same. • The Chairperson informed the Committee that she will be attending the 2006 ADA Symposium on Disaster Planning in St. Louis, MO. V. Subcommittee Reports: (Discussion, with possible action): A. ADA Title I /Employment Comprehensive: Leon Bazar informed the Committee that the Human Resources contact person will be Joan McKaughan, Asst. Director of Human Resources. The Chairperson requested an update presentation on ADA Title I from the Human Resources Department at next month's meeting. B. Engineering Subcommittee - Lupe Rocha • Lupe Rocha informed the Committee that the Engineering Staff has been investigating more ADA complaints and they have discovered projects that have not been inspected by TDLR. • Leon Bazar recommended that he, Lupe Rocha and the Engineering Subcommittee revisit the curb ramp sites that were visited during the Special Meeting. The Chairperson readdressed the subject of audible traffic signals. Lupe Rocha stated that he would accept suggestions from the Committee on were the audible signals should be place in the City. VI. Staff Reports / Comments: (Discussion, with possible action): A. Non-Discrimination Ordinance: Leon Bazar The Human Relations Department has received 103 complaints from Mr. Black. Leon Bazar further informed the Committee that Mr. Black has met with the Mayor of Corpus Christi regarding these complaints. The Justice Department has also received these and assigns these complaints to TxDot. TxDot will have 30 to 60 days to review the complaints. B. Other Items: 1. Curb Ramp Projects — Individual Curb Ramp Guidelines and Prioritization Recommendations Update: Lupe Rocha tabled his report until next meeting. 2. Park and Recreation Outreach Marketing Effort: Maureen Mahoney informed the Committee that the Parks and Recreation's summer brochures will be available for the public the CFPWD040506 2 - r.► v • middle of April 2006 and that all of Parks and Recreation's facilities are accessible. This includes Solomon Coles' gym that has been refurbished and all City pools having pool lifts. She further informed the Committee that she is in need of an updated mailing list for her for schools, directors, and other places that may benefit from the brochures. The Chairperson responded and informed Ms. Mahoney that an updated list would be provided to her so that the Parks and Recreation Department would be able to provide information and remediation regarding their accessible services and programs that are currently be offered through Parks and Recreation. Lupe Rocha also informed the Committee that the Parks and Recreation Department and the Engineering Department will be teaming up to construct a Hike and Bike Trail by Grant Middle School on Yorktown. David Walker informed the Committee that the City's Marina Department's boat launch has been modified for accessibility. The Chairperson then requested for a representative from Peter Davidson, Marina Superintendent from the City's Marina Department to be present at next month's meeting. 3. Development Services Key Projects - Initiatives Update: George Oresco requested to table this report until next meeting. The Bazar Report: • Fair Housing Seminar and Luncheon will be held on Thursday, April 6, 2006. • Leon Bazar informed the Committee that the Youth Commissioners of the Corpus Christi Human Relations Commission will hold a press conference regarding Youth at Work. The press conference will be held April 27, 2006 VI. Old Business: • Employer Recognition 2006 The Chairperson will provide the Committee with more information on next month. • Disaster Planning On April 24 and 25, there will be a local event at the Center for Independent Living. This Symposium is for disaster planning. You can register on-line to attend this event. VII. New Business: Election of New Officers Vice Chairperson: MOTION: Toni Padilla moved to nominate David Walker as the new Vice- Chairperson for the Committee for Persons with Disabilities with a second from Mary Saenz. Eloy Soza called the question. The motion passed. David Walker is the new Vice-Chairperson of the Committee for Persons with Disabilities. Secretary: CFPWD040506 3 • �✓ rrU' • MOTION: Mary Seanz moved to nominate Able Alonzo as the new Secretary for the Committee for Persons with Disabilities with a second from Toni Padilla. Eloy Soza called the question. The motion passed. Able Alonzo is the new Secretary of the Committee for Persons with Disabilities. VIII. Committee Concerns / Request for Agenda Items: Concern: Able Alonzo voiced his concerns regarding the complaints that have been submitted by Mr. Ira Black. Agenda Items: • The Committee is requesting a presentation from the Human Resource Department regarding the ADA Title I /Employment Comprehensive Plan. • The Committee is requesting for Peter Davidson/Marina Department to conduct a presentation • The Committee is requesting a presentation from the Engineering Department • The Chairperson is requesting for nominations for Employer recognition be submitted. • The Chairperson requested for the Human Relations Director come up with some ideas for a council member exchange. X. Announcements: Toni Padilla informed the Committee that Aaron McCullough spoke at a function of the Deaf and Hard of Hearing and stated that he was very impressed with the dedication of Leon Bazar, Director of Human Relations to those who are disabled.
