Summary Minutes for the Meeting of July 5, 2006

David Walker informed the Committee members that Linda Fallwell-Stover
would be absent from this meeting and has requested today's absence, (July
5, 2006), to be excused.
MOTION: The Committee for Persons with Disabilities moved to excuse Linda
Fallwell-Stover's July 5, 2006's absence and second in unison. The motion passed.

MOTION: David Walker moved to excuse James Duerr's June 7, 2006 absence with
a second by Mary Saenz. The motion passed.

MOTION: Brian Watson moved to excuse Mary Saenz's June 7, 2006 absence with
a second by Toni Padilla. The motion passed.
II. Approval of Minutes:
June 7, 2006
MOTION: Eloy Soza moved to approve the minutes of June 7, 2006 as written with a
second by Abel Alonzo. The motion passed.
III. Presentation and Public Comments:
Presentation:
Peter Davidson-Parks and Recreation's Marina Division
Peter Davidson spoke on the 7.5 Million-dollar of improvements that are
currently taking place on the City's T-Heads. The funding for the
improvements have come from grants and borrowed money. He further
informed the Committee that 160 new boat slips are currently p g¢y on

the marina and that all of the docks and bathrooms with showers will be ADA
compliant. Mr. Davidson informed the Committee that Marina Patrol will be
responsible for the maintenance of the Marina's bathrooms and clean up the
bathrooms two to three times a day. The work at the Marina should be
completed by December 2006.
Rick O'Brian and Mr. Meredith from Christus Spohn Development Foundation
SAIL Away Program also spoke to the Committee members about the current
success of the SAIL Away program. They informed the Committee that the
program is designed to encourage sailing for all persons. Forty-four
scholarships have been issued to children who can not afford the program.
They further informed the Committee that an accessibility ramp will be built.
The SAIL Away Program's Day Camp and Five Day Program is for ages 9-
14, the camp is all day, and cost$199.00 (Scholarships are available). There
are plans to purchase two more boats for more participation.
Acting Police Chief Bung—Volunteer Parking Program
Acting Police Chief Bung informed the Committee that of the Citizen's Police
Academy Alumni 20 volunteers have targeted the"hot spots'in town and
have written 60 citations for accessible parking violations. The training for the
academy has taken place at the American Bank Plaza. Due to safety
concerns regarding aggressive offenders, Acting Police Chief Bung stated
that he is still monitoring the program so that volunteers with disabilities will
be able to issue citations. Persons with disabilities are apart of the program
but have not started issuing citations.
Brian DeVaney and Billy Delgado— Miracle Field
Brian DeVaney, Rotary Club and Billy Delgado, City's Park and Recreation
Department informed the Committee that the Miracle Field was created for
children with disabilities, The field is made of rubberized turf, a four-foot
fence, and everyone has a buddy to assist them only when necessary. The
field is also equipped with other amenities such as an umpire, restroom
facilities and a concession stand. He further informed the Committee that the
field sits on two acres of land and there is enough space to build a parking lot.
Leon Bazar informed the Committee that the Miracle Field project will be
presented to City Council on July 25, 2006 and he asked the Committee to be
at that Council meeting to show support for the field.

IV. Chairperson's Report: (Discussion, with possible action):
Mr. Walker stated that he had nothing to report and he was glad to be able to
fill in for Ms. Linda Faliwell-Stover.
V. Subcommittee Reports: (Discussion,with possible action):
A. ADA Title I I Employment Comprehensive:

Leon Bazar informed the Committee that the Human Resources
Department is in the process of reorganization and he will inform the
Committee who will be their representative at the next meeting.
B. Engineering Subcommittee—Guadalupe Rocha
• North Beach Area Improvement Project
Guadalupe Rocha informed the Committee that the plans for the North
Beach Area Improvement Project have been rejected due to ADA
issues that had not been properly addressed. New plans will be drawn
up for the project and will be reviewed before construction begins.
• Path of Travel for the Downtown Area
He also informed the Committee that Angel Escobar, Director of
Engineering has requested a bigger path of travel for the downtown
area. A consultant will view the downtown area.
VI. Staff Reports I Comments: (Discussion,with possible action):
A. Non-Discrimination Ordinance: None.
B. Other Items:
1. Curb Ramp Projects— Individual Curb Ramp Guidelines
• Memorial Hospital Area
Lupe Rocha informed the Committee the City was able to connect
the sidewalk and the curb ramp in the Memorial Hospital area's
parking section. Mr. Rocha stated that Lee Jones was able to
assist with this project.
• HEB—Saratoga
Lupe Rocha reported that the ramps have been redesigned in the
area of HEB at Saratoga and the accessibility route from the bus
stop to HEB will be reviewed.
2. Park and Recreation Outreach Marketing Effort:
• Maureen Mahoney informed the Committee that American Sign
Language is being taught through the Parks and Recreation
Department.
• "Beat Ball°Tournaments will be held at the end of this summer.
Toni Padilla stated that she was pleased to see that the Parks and
Recreation Department has continued to sponsor summer movies in
the park with close captioning.
3. Development Services Key Projects - Initiatives Update:
• Alonzo Garza informed the Committee that the Committee
should be included in the discussion pertaining to the draft of
the Unified Development Code.
• Alonzo Garza is currently working on the ADA checklist that
was provided to him by this Committee. He will bring updates

from the items on the checklist to the Committee before
approval of the projects.
• Alonzo Garza informed the Committee that before a Certificate
of Occupancy is acquired by a place of business, a Registered
Accessibility Specialist must approve it before the facility,
(public or private), is built.
Leon Bazar informed the Committee that he, Wanese Butler, and Doyle Curtis
attended the HUD Fair Housing Conference in Anaheim, California. He stated the
focus of the conference was affordable, accessible housing. Mr. Bazar further
informed the Committee that representatives from HUD will be conducting random
calls to ensure that discrimination is not taking place.
Doyle Curtis also spoke to the Committee and informed them that HUD is actively
and aggressively filling lawsuits relating to housing discrimination.

Nomination of Committee for Persons with Disabilities Representative
on Blue Ribbon Committee for the Unified Development Code
After discussion among Committee members regarding the nomination for a
representative on the Blue Ribbon Committee for the Unified Development
Code, the Committee members nominated David Walker as its Committee
representative. There were no other nominees.
MOTION: Mary Saenz moved to nominate David Walker as the Committee for
Persons with Disabilities representative on the Blue Ribbon Committee with a
second by Toni Padilla. The motion passed.
Nomination of Community Representative on Blue Ribbon Committee
representing Cross Disability for the Unified Development Code
After discussion among Committee members regarding the nomination for a
representative on the Blue Ribbon Committee as a representative for cross
disability for the Unified Development Code, the Committee members
nominated Crystal Lyons as its community representative.
MOTION: Mary Saenz moved to nominate Crystal Lyons as the Community
Representative for the Blue Ribbon Committee as a representative for cross
disability for the unified development code with a second by Toni Padilla. The
motion passed.
After discussion among Committee members and upon the suggestion from
Doyle Curtis, the Committee members agreed to motion for Eloy Soza and
Brian Watson to be alternate representatives on behalf of David Walker for
the Blue Ribbon Committee for the Unified Development Code.
MOTION: Mary Saenz moved to nominate Eloy Soza and Brian Watson to be
alternate representatives on behalf of David Walker for the Blue Ribbon Committee

passed.
VIII. Committee Concerns I Request for Agenda Items:
Concerns:
• Brian Watson express a desire to work as an Ad Hoc to for the college
campuses and bring reports back to the Committee regarding mental
health issues and concerns.
• Mary Saenz suggested name tags for all Committee members.
Request for Agenda Items: None.
IX. Announcements: None.
X. Adjournment:
MOTION: Mary Saenz moved to adjourn the meeting with a second by all of the
Committee members in unison. The motion passed. The meeting adjourned at 5:33
PM.
