Call to Order was at approximately 3:30 pm by the Secretary, Abe Alonzo B. Roll Call was taken, establishing a quorum. Valdez Harvey Salinas, JUN 2008p' CPiy "+ OFFICE .; C. Requests for Excused Absences The Secretary called for any excused absences. To excuse Rosa Valdez and David Walker for March 5, 2008 meeting made by Harvey Salinas and seconded by Rosa Valdez. Motion passed. 2. Approval of Minutes Approval of Minutes was deferred until later in the meeting. Mayor Henry Garrett welcomed and thanked the members for their commitment and time to serve on the Committee. Mr. Garrett stated the board is very important, a high priority in the Mayor's Office and with the assistance of Leon Bazar, attendance and goals will be closely monitored. [Yvette Aguilar arrived at 3:33 pm] MOTION To approve the February 2008 minutes as written was made by Harvey Salinas and seconded by Thomas Dreyer. Motion passed. 3. Public Comments • Michele Thomas, Parks and Recreation Beach/Bayfront Event Manager, spoke regarding the Catch a Special Thrill (CAST) Youth Fishing Program held on Saturday, March 1, 2008. CAST is a National Youth Fishing Program which encourages children with disabilities to participate and enjoy fishing. Ms. Thomas provided the Committee with a set of photos of the event (Photos are attached to the back of the March 2008 minutes). Although 40 participants were registered to attend, approximately 30 local children participated in the event. There were over 60 volunteers from local organizations including Target, Wal-Mart, Parks and Recreation staff. The event began at 8:00 am and children began fishing by 9:00 am. Every child caught one fish, was served lunch and was allowed to keep their rod and reel, tackle box and shirt. Prizes and a plaque were presented to each participant at the end of the day (approximately 1:00 pm). The CAST program was a big success and organizers are looking forward to next year's event. Del Mar College Richardson Auditorium ADA Accessible Parking Improvements No presentation due to Del Mar College representatives unable to attend the meeting. 5. Chairperson's Report Chairperson (Vacant) and Vice Chairperson not present. No Report. 6. Staff Reports/Comments A. Human Relations Department 1. Department Monthly Performance Report Leon Bazar provided the Committee members with copies of the February 2008 Human Relations Monthly Performance Report and spoke regarding the following: • EEOC Employment Discrimination Complaints - 5 cases closed • Intakes - 6 referred to EEOC • HUD/Fair Housing Complaint Resolutions - 1 closed • EEOC Charge Write -Ups - 17 completed and sent to SAFO in 8 or less days • EEOC Charge — 2 of 5 closed within 180 days • HUD Fair Housing Complaints - 1 completed within 100 days • Accessibility Grievances - 7 complaints • Public Accommodation Requests (ADA Trash Pick -Up Service) - 4 requests • Entrance Ramp Requests - None • ADA Technical Assistance - 2 requests • ADA Accessibility Complaints — responded to 10 within 60 days. Mr. Bazar extended the following invitations to the Committee members: • Invitation from Judy Telge: Representatives of the Disability Policy Consortium will be in Corpus Christi on Friday, March 14, 2008 from 10:30 am - 1:00 pm at Nueces County MHMR Youth Services Building, 3733 South Port/Crosstown Expressway, (361) 883-8461. A showing of the film "Forgotten Lives" will be from 1:30 pm - 2:30 pm. The documentary film tells the story of Texans with developmental disabilities living in institutions. • Invitation from Rosa Valdez: TIBH Industries, Inc. Awards Recognition Luncheon. TIBH Industries, Inc. will recognize Customers and The Employee of the Year for each Community Rehabilitation Program (CRP), Thursday, March 13, 2008 from 12:00 pm - 4:00 pm at the Radisson Beach Hotel (across the bridge), 3200 Surfside Blvd., Corpus Christi, TX, (361) 883-9700. • Reminder: Election of Committee Members will be held in April 2008. Engineering Services Department Gerald Tyler provided the Committee with a brief report on the following: • ADA Marina improvements which were on hold as of February are now forthcoming • Marina, Shoreline/Buford, Cole Park, City Hall and West Guth Park Pool projects are under construction and/or issues are being addressed • Engineering Sub -Committee: Two projects will be reviewed and the Sub -Committee plans to meet prior to next month's Committee meeting • The Engineering Department continues to receive, investigate and propose resolutions for all ADA Grievances Committee for Persons with Disabilities Minutes — 03/05/08 Pate 3 of 4 C. Parks and Recreation Department Billy Delgado reported the following: • The Latchkey, Park Maintenance and Recreations Centers all participated in the Catch a Special Thrill (CAST). The event was a big success. • The department is working on three master plans 1. Latchkey Complaint Update Billy Delgado indicated that Sally Gavilk prepared a response; however, the copy of the response was left in Mr. Delgado's office. Mr. Delgado will provide an update at next month's Committee meeting. D. Development Services Department No report. 7. Subcommittee Reports A. ADA Title I/Employment Comprehensive Subcommittee No meeting. No report. B. Engineering Subcommittee No meeting. No report. C. Latchkey Subcommittee No meeting. No report. MOTION Committee to provide a Public Forum: RTA presentation to Committee regarding RTA's transition plan proposal. Motion made by Harvey Salinas and seconded by David Ramos. Motion passed. 8.
