1. Presentation
RTA Americans with Disabilities Act (ADA) Self -Evaluation and Draft Transition Plan
A. Introduction and Overview
Lamont Taylor, RTA ADA Coordinator
Mr. Taylor provided the Committee with an overview of the Transition Plan process.
The RTA hired a legal firm and consultant to assist in creating a Title I Assessment
and Title II Assessment. Once completed, the Title I Assessment and Title II
Assessment were presented to the RTA Board for review.
B. Executive Summary, Self Evaluation, RTA Action Plan and Milestone Timeline
Judy Telge and David Ramos, RTA Transition Plan Consultants
Judy Telge and David Ramos reported the following:
• Organization is composed of a team of people with various types of disabilities,
technical expertise and who are familiar with the RTA
• An area of interest in the Transition Plan regarding physical barriers is that only 6%
of bus stops are in full compliance with ADA Title II
• Prioritizing and identifying which bus stops will be addressed first
• Examples of public entities covered in the plan (ADA Title II): City Hall, RTA, State
Government Agencies, Work Source and places where people will go for public
assistance
• Examples of public entities covered in the plan (ADA Title III): Doctor Offices,
Pharmacies, Grocery Stores, etc.
• Short Term Plan includes: 87 bus stops, landing pads and compliance to be
completed in the next three years. Costs and sites have been identified.
• Mid Term Plan includes: 118 bus stops have been identified which need to brought
to ADA compliance. In the year 2011 — 2015, 208 curb cuts will be constructed.
• Short Term and Mid Term improvement funds will come from the RTA Capital
Program and will cost $520,000.
• Long Term Plan includes: Twenty year plan (2008 — 2028) identifying the remaining
non-compliance landing pads, curb cuts and approximately 855 bus stops.
• Currently there are 1,400 stops within the city limits
• All new stops and improvements meet ADA compliance

passed. The meeting adjourned at approximately 5:57 p.m.
