Call to Order was at approximately 3:30 p.m. by the Chairperson, Abel Alonzo. A. Roll Call was taken, establishing a quorum. In Attendance CFPWD: Abel Alonzo, Thomas Dreyer, Herman Lee Jones, Irene Martinez, David Ramos, Harvey Salinas, Rosa Valdez STAFF: Leon Bazar, Patsy Garcia, (Human Relations) Billy Delgado (Parks & Recreation) Jamie Pyle (Engineering Services) Yvette Aguilar (Legal) Absent CFPWD: David Walker, Clifford Bost B. Requests for Excused Absences None 2. Approval of Minutes Chairperson, Abel Alonzo, called for approval of minutes. Motion to approve the minutes as MOTION written made by David Ramos and seconded by Irene Martinez. Motion passed. 3. Public Comments (Limited to 3 Minutes) None 4. Presentations A. TIBH, Industries Presentation (Texas Industries for the Blind and Handicapped) Rosa Valdez, TIBH Marketing Sales Representative for Region VII, presented a PowerPoint presentation to the Committee regarding the TIBH Works Wonders organization. The mission of TIBH is to develop and implement business and marketing initiatives which provide employment opportunities for individuals with disabilities. • TIBH Industries, Inc. - A Private CNA (Central Non -Profit Agency) appointed by the Governor. • In 1978, the Texas State Use Program was implemented by TIBH to increase employment and wages, and ultimately enhance the lives of Texans with disabilities. This initiative resulted from the efforts of the Texas Legislature, who created the State Use Program under Chapter 122 of the Human Resources Code. • TIBH helps provide employment, through the State Use Works Wonders Program, for Texans with blindness and other disabilities. • In 2007, there were over 7,000 people with various disabilities employed all over Texas, and TIBH contracts paid over $26 million in wages to these exceptional Texans. • Items available from the TIBH Catalog: Awards Items, Office/School Supplies, Medical Supplies, Janitorial Supplies, Outdoor Clothing & Supplies, Presentation/Media Supplies, Bed & Bath Items, Chairs, Food Items and Furniture. Del Mar College Richardson Auditorium ADA Accessible Parking Improvements No presentation due to Del Mar College representatives unable to attend the meeting. 5. Chairperson's Report A. Buccaneer Days Admission — The Buccaneer Days Commission approved a reduced fare for people with disabilities. B. Review and Approval of Resolution Supporting RTA's Transition Plan Efforts — MOTION Motion to approve a Resolution Supporting RTA's Transition Plan Efforts as written made by Rosa Valdez and Seconded by David Ramos. Motion passed. C. Airport ADA Review Update — A preliminary review was held last week. Leon Bazar, Abel Alonzo, Lee Jones, and Wanese Butler will be participating in a two hour review on Friday, May 23, 2008 from 9:30 a.m. to 11:30 a.m. [Harvey Salinas arrived at 4:15 p.m.] 6. Staff Reports/Comments A. Human Relations Department 1. Department Monthly Performance Report Leon Bazar provided the Committee members with copies of the April 2008 Human Relations Monthly Performance Report and spoke regarding the following: • EEOC Employment Discrimination Complaints — 8 cases closed • Intakes — 10 referred to EEOC • HUD/Fair Housing Complaint Resolutions — 6 closed • EEOC Charge Write -Ups — 15 completed and sent to SAFO in 8 or less days • EEOC Charge — 5 of 8 closed within 180 days • HUD Fair Housing Complaints — 3 completed within 100 days • Training Sessions and Community Meetings — 4 • ADA Citizen's Complaints (Accessibility) — 6 • Public Accommodation Requests 9 (ADA Trash Pick -Ups) — 6 • ADA Technical Assistance — 8 • Fair Housing Equality Forum — Renters and interested home buyers are invited to hear presentations by the Corpus Christi Housing Authority, LULAC Housing, City of Corpus Christi Housing Programs Funding and Your Protections under the Fair Housing Law. The forum is sponsored by the Corpus Christi Human Relations Commission, Del Mar College SBDC, LULAC Council #1, American G.I. Forum and NAACP. Date: May 17, 2008, Time: 8:30 a.m. — 12:00 noon, Location: Del Mar College Small Business Development Center, 3209 South Staples. • The Corpus Christi Museum hosted a tour for people with visual impairments. The Museum provides audio technology near the exhibits and maps that highlight all the exhibits in Braille. • Coastal Bend TOP Basketball Registration — Is a basketball sports program that allows children with a disability to play team sports with children of their same abilities. Registration Dates/Times: May 1St 6:00 p.m. — 7:30 p.m., May 3rd 9:00 a.m. — 11 a.m., and May 15th 6:00 p.m. — 7:30 p.m., Location: First Baptist Church Recreation Center, 3115 Ocean Drive, The Recreation Center/Gym is located in back parking lot. Committee for Persons with Disabilities Summary Minutes — 05/07/08 3 of 4 Opening the Door for ALL Children Inclusion Workshop — The workshop focuses on basic disability law and best practices, plus techniques to help organizations and businesses become successful in meeting youth needs. Topics: ADA Federal Laws for Providers, Awareness/Glossary of Special Needs, People First Language, Facility Regulations, Health and Safety Issues and Tips for Success. Date: May 23, 2008, Time: 8:30 a.m. — 2:30 p.m., Location: City Hall - Basement Training Room. The Public Information Office continues to work on the Public Service Announcement on accessibility issues. Leon Bazar hopes to present it at the June 4t" CFPWD meeting. B. Engineering Services Department 1. Dodd ridge/Everhart Update • Jamie Pyle and Gerald Tyler provided the Committee members with two handouts and updated the Committee on the Dodd ridge/Everhart Update. (Copies of handouts are attached.) • The City of Corpus Christi and the RTA have had two meetings (and will continue to meet once a month) concerning their efforts of coordinating construction efforts for accessibility of bus stops and pathways. • Ms. Pyle also reported she attended the three day Texas Department of Licensing and Regulations (TDLR) Academy. [Billy Delgado arrived at 4:33 p.m.] C. Parks and Recreation Department 1. Summer Recreation Brochure Billy Delgado and Stacie Talbert reported the following: • Summer activities begin the second week of June. • The Summer Recreation Brochure/Guide was produced and distributed by the Corpus Christi Caller Times. An inclusion statement was added and the font was increased to make it easier to read the brochure. The Catch a Special Thrill (CAST) program was featured on Page 3 and the Latchkey Summer Camp Program was featured on Page 6. • Clear Channel donated $3,000.00 for the Miracle Field. • Billy Delgado attended the two day simulated training exercise on evacuation and recovery for people with special needs. RTA, Fire, Animal Care and approximately thirty-five Oveal Senior Center seniors volunteered during the training exercise. D. Development Services Department 1. Commercial Development(s) ADA Overview Christina Fratilia was unable to attend the meeting. She provided Leon Bazar with a summary of commercial permits that had been issued. Mr. Bazar spoke briefly and assured the Committee members that additional information will be provided in the near future. 7. Subcommittee Reports A. ADA Title I/Employment Comprehensive Subcommittee Committee Members: Irene Martinez (Chairperson), Rosa Valdez, Abel Alonzo and Sylvia Wilson. Engineering Subcommittee Committee Members: Lee Jones (Chairperson), David Walker, David Ramos and Thomas Dreyer. Next Meeting: Monday, May 19, 2008, 4:00 p.m., Human Relations Conf. Rm. Gerald Tyler reported the Subcommittee has met and reviewed several projects and gave a brief overview to the Committee. C. Latchkey Subcommittee Committee Members: Harvey Salinas (Chairperson), Billy Delgado, Clifford Bost and Abel Alonzo. Nominating Committee: Rosa Valdez (Chairperson), Lee Jones and Abel Alonzo. 8. Committee Education and Goals Workshop The Committee agreed to meet on Saturday, May 31, 2008, 9:00 a.m. — 12:00 p.m. Location: To be announced. 9. Committee Agenda Item Requests - Office of Emergency Management - Human Relations Public Service Announcement - Greenwood Street Project 12.
