Call to Order was at 3:34 p.m. by Chairperson, Abel Alonzo. 29 30.37 [Mr. Alonzo continued the meeting with Item #1.B.] r B. Requests for Excused Absences None. [Mr. Alonzo continued the meeting with Item #2.] Q�6,e 9t. qt V- 2. Approval of Minutes Chairperson, Abel Alonzo, called for Approval of Minutes. Yvette Aguilar, requested items MOTION #5 - #10 of the August 6, 2008 minutes omitted from the minutes. No quorum, therefore, no minutes are to be documented. Motion to approve the minutes with revisions listed above made by Harvey Salinas and seconded by David Ramos. Motion passed. [Mr. Alonzo continued the meeting with Item #1.A.] A. Roll Call was taken, with a quorum of eight as follows: In Attendance CFPWD: Abel Alonzo, David Walker, Thomas Dreyer, Herman Lee Jones, Irene Martinez, David Ramos, Harvey Salinas, Rosa Valdez STAFF: Leon Bazar, Patsy Garcia, (Human Relations) Billy Delgado (Parks and Recreation) Johnny Perales (Development Services) Gerald Tyler (Engineering services) Yvette Aguilar (Legal) Absent CFPWD: Clifford Bost [Johnny Perales arrived at 3:38 p.m.] 3. Public Comments (Limited to 3 Minutes) The following citizens spoke during Public Comments: Ira Black and Judy Telge. 4. Presentations A. C.C. Metropolitan Planning Organization (MPO) Projects/Initiatives Update Tom Niskala (Transportation Planning Director) and Brigida Gonzalez (Regional Transportation Coordinator) provided the Committee with valuable information on the roles and projects of the Metropolitan Planning Organization: • There are MPO's in counties with more than 50,000 in population; 25 in Texas • The Corpus Christi Metropolitan Planning Organization covers portions of Nueces, San Patricio and Kleberg counties • The local MPO Transportation Policy Committee consists of a seven member committee including the Chairperson of the Regional Transportation Authority (RTA) Board, the Chairperson of the Port of Corpus Christi Authority (PCCA) Board, the District Engineer of the Texas Department of Transportation, Mayor of Corpus Christi, Mayor of Portland, Nueces County Judge and San Patricio Judge • Staff provides a series of reports that cover from two to twenty years on the transportation issues of Nueces and San Patricio Counties Committee for Persons with Disabilities Summary Minutes — 09/03/08 Pate 2 of 4 • The Transportation Improvement Program (TIP) is a program funded by the Federal Government and all improvements completed must comply with Federal Regulations to include accessible pathways for citizens with wheelchairs, bicycles, etc. For more information, visit www.corpus-christi-mpo.org. • The Transportation Coordination Network of the Coastal Bend (TCN) was created by state mandates and is grant funded. Brigida Gonzalez is the Regional Transportation Coordinator. Ms. Gonzalez's position is funded by the Coastal Bend Council of Governments and housed at the MPO office. TCN offers transportation service providers for citizens in the twelve county Coastal Bend Area including Corpus Christi, Alice, Beeville and Kingsville. For more information, visit www.tcncb.org. B. CFPWD Audit Team Training — Wanese Butler Mr. Bazar mentioned Wanese Butler was scheduled to make the presentation/training during the CFPWD Workshop on Saturday, August 23, 2008. However, due to time constraints, she was unable to do the presentation. Wanese Butler presented a PowerPoint presentation to the Committee entitled "The ABC's of ADA." Mrs. Butler's presentation highlighted information regarding Accessibility, Barrier and Barrier Removal, Compliance for Cross -Disabilities, Employee Awareness and People First Language. 5. Chairperson's Report [Mr. Alonzo proceeded with item 5.13. then 5A.] B. CFPWD Workshop Mr. Alonzo thanked everyone who took the time to attend the CFPWD Workshop. Leon Bazar provided handouts and spoke briefly regarding the Workshop Agenda, Meeting Processes, CFPWD — Mission, Goals and Objectives from August 2007 to August 2008, Title II Transition Plan — Review and Recommendations. A. Committee Appointment — Transition Plan Street Prioritization Mr. Alonzo appointed David Ramos (Chairman), Lee Jones and Thomas Dreyer to the Transition Plan Street Prioritization Committee. 6. Staff Reports/Comments A. Human Relations Department 1. Department Monthly Performance Report Leon Bazar provided the Committee members with copies of the August 2008 Human Relations Monthly Performance Report and spoke regarding the following: • EEOC Contract Year Closures — 13, YTD 87, 93.5% • Total Intakes referred to EEOC — 11, YTD 89, 98.8% • EEOC Charge Write-ups completed/sent to San Antonio Field Office in 8 or less days — 19/19, 100% • EEOC Charges Closed within 180 days — 11/13, YTD 57.5% • HUD Fair Housing Complaints completed within 100 days — 1/2, 50% • Number of training sessions, community meetings — 2 • ADA Citizen's Complaints (Accessibility) — 4 • Public Accommodation Requests (including ADA Trash) — 1 • ADA Technical Assistance — 5 Committee for Persons with Disabilities Summary Minutes — 09/03/08 Page 3 of 4 • Mr. Bazar is working on a Transition Plan Presentation for the September 30, 2008 Council Meeting. B. Engineering Services Department 1. Port Ave. Project Review Jamie Pyle was going to provide the Committee with the Port Ave. Project Review. However, due to a family emergency, Ms. Pyle was unable to attend the meeting. Mr. Tyler provided a large document which indicated all of the Port Ave. ADA improvements. Mr. Tyler highlighted the following: • Some areas on the document were not color coded due to those areas already ADA compliant • TXDot is placing curb ramps at all intersections on Leopard Street Project, RTA is placing launch/receiving pads on Leopard Street Project, CDBG and MPO are working to connect those curb ramps and launch/receiving pads; collaborative efforts by those entities is crucial in making the area ADA compliant. • The total cost of the Port Ave. project (whataburger Fiend to 1-37) is $3,578,247.00 Utilities -storm sewer, gas, water: $718,454.00 City contribution: $1,259,793.00 Federal contribution: $1,600,000 C. Parks and Recreation Department 1. Summer Programs Overview Billy Delgado apologized for not providing a report to the Committee. Due to an injury, he had been out for approximately eight weeks. Mr. Delgado will prepare a report for the October 1, 2008 meeting. D. Development Services Department 1. Commercial Development(s) ADA Overview Johnny Perales reported: Based on comments and input from the Committee, the Development Services Department has completed a thorough review and audit of the work processes associated with new construction and development. The department has implemented the following changes: • Identified accessibility review as a separate component within their plan review process • Requiring an accounting of the accessibility related improvements at new subdivision and larger projects; requiring the designers to provide a breakdown of new curb ramps and other related improvements • Incorporated accessibility improvements as a separate item in the construction inspection project acceptance workflow • The department has also completed a thorough review comparing the City's Code of Ordinances for Adult Services Building Codes and Texas Accessibility Standards; weaknesses were identified within the existing ordinances; the department is working on amending the Code of Ordinances to give the department authority to request additional information as part of the plans process 7.
