1. Call to Order was at 3:30 p.m. by Chairperson, Abel Alonzo.

[Mr. Alonzo continued the meeting with Item #2.]
2. Approval of Minutes
Chairperson, Abel Alonzo, called for Approval of Minutes. Motion to approve the
MOTION September 3, 2008 minutes made by David Ramos and seconded by Thomas Dreyer.
Motion passed.
3. Public Comments (Limited to 3 Minutes)
The following citizens spoke during Public Comments:

B. Requests for Excused Absences
MOTION Motion to excuse Rosa Valdez for the October 1, 2008 meeting made by David Ramos
and seconded by Irene Martinez. Motion passed.

5. Chairperson's Report
A. Governor's Committee for People with Disabilities
The Governor's Committee for People with Disabilities sent out their Annual Survey.
Leon Bazar reported he is listed as the support staff contact. Mr. Bazar updated the
survey to include Mr. Alonzo as the Chair of Committee. Mr. Bazar also submitted Mr.
Alonzo's contact information. Mr. Alonzo will be included in all future correspondence
sent by the Governor's Committee.

B. Committee Vacancy Replacement
Leon Bazar reported Cliff Bost resigned from the CFPWD due to work commitments.
Mr. Alonzo appointed David Ramos (Chair) and Lee Jones to the Vacancy
Replacement Committee. Mr. Alonzo will also serve on the Committee. The
Committee will meet, review applications and submit a Committee member
replacement recommendation to the Mayor and City Council.
6. Staff Reports/Comments
A. Human Relations Department
1. Department Monthly Performance Report
Leon Bazar spoke regarding the September 2008 report:
• ADA Accessibility Complaints — 16
• Public Accommodation Requests — 9
• The department received a complaint regarding the economic situation regarding
people with disabilities and housing: The Housing Authority currently has over
300 citizens on a wait list. The average wait to move in to housing is fifteen to
eighteen months.
• ADA Trash Pick-up — 3 requests to start service and 2 requests to stop service
[Meeting continued with Item #6A3 and #6A2]
3. Legal Opinion on Conflicts of Interest
Does the filing of a lawsuit against the City of Corpus Christi by a member or
members of the Committee For Persons With Disabilities create a conflict of
interest? No.
2. Legal Opinion on Agenda Process
What is the Chairperson's role in setting the Committee For Persons With
Disabilities agenda? The Chair has no role in setting the agenda and cannot
prohibit an item from being placed on the agenda. The Chair may provide input and
work with staff to prepare the agenda.
[Harvey Salinas and Johnny Perales arrived at 3:52 p.m.]
Abel Alonzo temporarily stepped down as Chairperson to speak on the agenda item.
Mr. Alonzo asked David Walker to serve as Chairperson of the meeting. The following
Committee Members provided comments regarding conflicts of interest and the
MOTION agenda process: Abel Alonzo, Linda Fallwell-Stover, Harvey Salinas and Thomas
Dreyer. Mr. Walker then passed the Chair back to Mr. Alonzo. Motion to table the
opinions regarding the conflicts of interest and agenda process made by Harvey
Salinas and seconded by David Ramos. Motion passed.

4. Presentations
A. Special Needs Evacuation (Hurricane Ike): Randy Sijansky/Billy Delgado
Billy Delgado reported Randy Sijansky was meeting with FEMA; therefore, Mr.
Sijansky was not able to attend the Committee meeting. Mr. Delgado offered to

provide the Committee with a brief report. With the approval of the Committee, Mr.
Alonzo requested the item be placed on next month's agenda.
B. White Cane Day on October 15,2008: Molly Rodriguez
Ms. Rodriguez was unable to attend the meeting due to public transportation issues.

B. Engineering Services Department
1. Overview of ADA Related Projects
Gerald Tyler reported the following:
• The Engineering Department continues to monitor components and costs of ADA
related projects
• The department is also investigating ADA complaints received by the Human
Relations Department
• The department is working with James Camp (Engineering Services Contract
Coordinator for Residential and Commercial Sub -Division Inspection) and Johnny
Perales of the Development Services Department to identify and track ADA
elements as they relate to sub -divisions
• Mr. Tyler suggested the Engineering Subcommittee focus on the areas located
on the Bayfront

C. Parks and Recreation Department
1. Summer Programs Overview
Billy Delgado provided an update on the summer 2008 Latchkey Requests for
Accommodations:

• Latchkey Summer Camp was held at 5 elementary schools
• 1,937 youths participated in the 9 week program
• Latchkey staff members received 28 accommodation requests
[Mr. Alonzo asked Mr. Walker to continue the meeting as Chairperson. Mr. Alonzo and
Harvey Salinas left the meeting at 4:11 p.m.]
D. Development Services Department
1. Update on Projects and Ordinance Related Work
Johnny Perales reported the Development Services and Engineering Services
Departments are working together on construction inspection activities:
• Established ADA review as a separate reporting component within the
construction inspection and project acceptance checklist
• Incorporated ADA components within the plan review checklist for commercial
plans
• Four staff members will attend the Texas Department of Licensing and
Regulations (TDLR) Academy
• Continue to work on Development Services Chapter 14 Ordinance amendments
and revisions

A. ADA Title I/Employment Comprehensive Subcommittee
No meeting. No report.
B. Engineering Subcommittee
No meeting. No report.
C. Latchkey Subcommittee
No meeting. No report.
D. Transition Plan Priorities — Summary of September 25, 2008 Meeting
David Ramos reported Lee Jones, Thomas Dreyer David Ramos, Abel Alonzo and Leon
Bazar met on September 25, 2008 to review the Transition Plan Short -Range Outlook
Citywide Curb Ramps Priority list. Mr. Ramos also provided a handout which lists the
Priority Groups, Recommended Changes and Comments.

8. Committee Agenda Item Requests
• None
Irene Martinez provided brochures and spoke regarding the Disability Mentoring Day
(DMD) -Career Exploration for People with Disabilities event. Workforce Solutions will be
sponsoring the national event on Wednesday, October 15, 2008. Disability Mentoring Day is
a large-scale national effort to promote career development for students and job seekers
with disabilities through hands-on career exploration, on -sight job shadowing, and on-going
mentoring leading to internship and employment opportunities. An appreciation luncheon
will be held after the event at the Antonio Garcia Arts Center. Leon Bazar announced the
CFPWD and the Human Relations Department are co-sponsors for the luncheon and will
present a proclamation. The proclamation will be read by the Assistant City Manager
Margie Rose. The Human Relations Department and the Parks and Recreation Department
will sponsor a student or job seeker with a disability during this year's event.
