Call to Order was at 3:35 p.m. by Chairperson, Abel Alonzo. A. Roll Call was taken, establishing a quorum: In Attendance LCI APR Cry CFPWD: Abel Alonzo, Thomas Dreyer, Will Hinojosa, Dr. Candelaro Herman Lee Jones, Irene Martinez, Harvey Salinas, Rosa Valdez STAFF: Leon Bazar, Wanese Butler (Human Relations) Johnny Perales, Grace Gonzalez (Development Services) Jaime Pyle (Engineering Services) Deborah Brown (Legal) Absent CFPWD: Carlos Vargas STAFF: Billy Delgado (Parks and Recreation) B. Requests for Excused Absences None 1 of 3 OFF/CE 2. Approval of Minutes MOTION Chairperson, Abel Alonzo, called for Approval of Minutes. Motion to approve the 01/07/09 minutes made by Harvey Salinas and seconded by Thomas Dreyer. Motion passed. 3. Public Comments (Limited to 3 Minutes) None [Item #4 — Presentations, Wanese Butler stated Judge Tamez called to inform the Committee he was running late. Mr. Alonzo continued the meeting with Item #5] 5. Chairperson's Report A. MHMR 40th Anniversary Mr. Alonzo stated Irene Martinez is now employed by MHMR and he is a member of the Board of Trustees. Mr. Alonzo announced Carlos Vargas has been appointed to the Del Mar Foundation. Mr. Alonzo then recognized the `MHMR 40th Anniversary. B. Election of Vice -Chairperson Harvey Salinas nominated Lee Jones as Committee Vice -Chairman. Thomas Dreyer second the nomination. The vote passed. 6. Staff Reports/Comments A. Human Relations Department 1. Department Monthly Performance Report Wanese Butler stated Mr. Bazar was attending another meeting and would arrive soon. Wanese Butler provided the Committee Members with copies of the January 2009 Monthly Performance Report. Ms. Butler briefly highlighted EEOC, Fair Housing and ADA Accessibility cases and grievances. (A copy of the report is attached to the back of the minutes.) On behalf of the Committee, Ms. Butler welcomed the newly appointed Committee members Dr. Candelario Huerta and Will Hinojosa to the CFPWD. Mr. Alonzo asked Dr. Huerta and Mr. Hinojosa to introduce themselves to Committee. SCANNED Committee for Persons with Disabilities Summary Minutes — 02/u4/09 Page 2 of 3 B. Engineering Services Department 1. North Port Project Update Jamie Pyle provided a brief update on the Port project which includes four lanes and accessible routes on both sides of the street. Bids for the project have been advertised. 2. Staples St. Project Update Jamie Pyle also provided a brief update on the Staples St. project which includes 1.7 miles of non-compliant sidewalks, driveways and curb ramps. Both sides of the street will be reconstructed. [Mr. Alonzo continued the meeting with Item #4] 4. Presentations A. ADA Parking Violations Report (June -December 2008) Judge R. Tamez Judge Tamez provided the Committee members with several copies of Disabled Parking Violation Disposition Reports from 08/01/06 thru 01/31/09 indicating citizens who went to court to file no contest or attended a trial and were found guilty/not guilty of an offense. Judge Tamez explained different types of dismissals, fines, etc. and discussions continued. The following total violations were noted by year: 08/01/06 thru 07/01/07 - 893, 08/01/07 thru 07/01/08 - 520, 07/01/08 thru 01/31/09 - 402. [Mr. Alonzo continued the meeting with Item #6.C.] C. Parks and Recreation Department 1. ADA Parks Update Billy Delgado was absent at the meeting. Therefore, no report was provided. Leon Bazar stated the Parks and Recreation Department would report on the ADA Parks Update at the next meeting. D. Development Services Department 1. Department Transition and ADA Structured Program Johnny Perales stated he recently was appointed Interim Director of Development Services. Mr. Perales also reported Grace Gonzales has been assigned to represent the Development Services Department at the CFPWD monthly meetings. 7. Subcommittee Reports A. ADA Title I/Employment Comprehensive Subcommittee Leon Bazar stated Sylvia Wilson reported there have been several changes to staff in the Human Resources Department. Therefore, no job descriptions have been reviewed since the last Subcommittee meeting. [Leon Bazar continued with item 7.C.] C. Latchkey Subcommittee — No Report Leon Bazar stated there were no issues to report. Engineering Subcommittee — Summary of 01/22/09 Meeting Jaime Pyle reported there were discussions on priorities on upcoming ADA projects and the Transition Plan. [Meeting continued with Item 7.D.] D. ADA Recognition/Awards Rosa Valdez and Lee Jones provided a handout and overview of ADA Awards. (A copy of the handout is attached to the back of the minutes.) Ms. Valdez stated the first ADA Awards meeting was held on Monday, 02/02/09. Items discussed are listed on the handout. The Subcommittee is in the process of finalizing Award Categories and Nomination Form with Accessibility Checklist. Leon Bazar reported the Subcommittee plans to meet again and anticipate presenting a final package by the next monthly meeting. [Wanese Butler announced the Governor's Committee for People with Disabilities is accepting entries for artwork to be displayed on the statewide poster for National Disability Employment Month (October). The deadline to submit artwork entries is mid March. For more information, please contact Wanese Butler.] 8. Identify Items to be placed on next Agenda • None 9. Adjournment MOTION Motion to adjourn was made by Harvey Salinas and second by Irene Martinez. Motion passed. The meeting adjourned at 4:32 p.m.
