CALL TO ORDER Chairperson Abel Alonzo called the meeting to order at 3:30 p.m A. Valdez Carlos Vargas (Excused) Becky Perrin (Parks & Recreation) Courtney Domel (Legal) REQUESTS FOR EXCUSED ABSENCES MOTION Motion to excuse Will Hinojosa, Dr. Candelario Huerta, and Carlos Vargas for the October 7, 2009 meeting made by Harvey Salinas and seconded by Herman Lee Jones. Motion passed. 2. APPROVAL OF REGULAR MEETING MINUTES OF 09/02/09 MOTION Motion to approve the Regular Meeting Minutes of 09/02/09 made by Harvey Salinas and seconded by Irene Martinez. 3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) • Irene Martinez — Nueces County MHMR — Stated there are custodian job vacancies that need to be filled as soon as possible. If anyone is interested or may know someone interested in applying for employment may contact her at 886-6955. • Stephen Draper — Mr. Draper is the new City of Corpus Christi Development Services Department Building Official. Mr. Draper introduced himself and asked if anyone has any questions or concerns to contact him at 826-3246. [Jamie Pyle arrived at 3:35 p.m.] • Eddie Ortega — Mr. Ortega is the new City of Corpus Christi Neighborhood Services Department Director. Mr. Ortega introduced himself and asked if anyone has any questions or concerns to contact him at 826-3234. [Rosa Valdez arrived at 3:37 p.m.] 4. PRESENTATIONS A. Human Relations Annual ADA/Non-Discrimination Presentation to City Council Leon Bazar reported he went before the Council to present the Human Relations Annual ADA/Non-Discrimination report. Mr. Bazar provided a brief overview of the presentation to the Committee members. (A copy of the presentation is attached to the back of the minutes.) SCANNED Page 1 of 3 5. CHAIRPERSON'S REPORT A. Committee Retreat — October 24th, 8:30 a.m. to 1:00 p.m., Central Library, La Retama Room (Use Side Door) Mr. Bazar stated he will contact each Committee member to confirm attendance. A quorum is required in order to proceed with the retreat. 6. STAFF REPORTS/COMMENTS A. Human Relations Department 1. Department Monthly Performance Report Leon Bazar provided the Committee members with copies of the September 2009 Monthly Performance Report. (a copy of the report is attached to the back of the minutes.)Highlights Highlights included: • Completed EEOC contract at 102% of target — perfected charges completed at 100% • HUD Fair Housing closures at 66.6% within 100 days to -date — oldest aged case closed in September • ADA Technical Assistance — creative ADA parking solution for Bayfest; established coordination effort with Texas Lottery Commission for ADA site compliance • Public Accommodation — reached resolution of citizen with visual impairment and use of RTA bus services exclusion • Outreach — Annual ADA/Non-Discrimination Update to council; participated in Special Needs Evacuation Exercise [Mr. Bazar skipped to Item #3.1 3. Texas Lottery Commission ADA Accessibility Compliance Mr. Bazar reported when a store sells a winning ticket, before the store receives their part of the money, the store will be subject to an ADA inspection. If the Texas Lottery Commission finds the store is not ADA compliant, the store will not receive their share of the money until the store is ADA compliant (parking spots, accessible doors, etc.). [Mr. Bazar continued with Item #2.] 2. Disability Employment Awareness Month Activities Wanese Butler announced October is National Disability Employment Awareness Month. On Tuesday, October 13th a proclamation will be read by the Mayor at the City Council meeting. DARS is sponsoring the 1 St Annual Coastal Bend Walk 'n Rol Celebration on Saturday, October 17, 2009 on Shoreline Blvd. Registration is from 7:00 a.m. — 7:45 a.m. and the Walk begins at 8:00 a.m. For more information call 361-878-3029. On Monday, October 26th is the Annual Employer Symposium. B. Development Services Department 1. Introduction of Stephen Draper, Building Official Johnny Perales reported the department's current project is to work closely with EOC and gather information from the 211 database. The information obtained will be shared with the Engineering Service and RTA. Page 2 of 3 C. Engineering Services Department 1. ADA Master Plan Update Jamie Pyle thanked the Committee, Leon Bazar and Lupe Rocha for helping make the Master Plan a reality. Ms. Pyle reported the following: The Master Plan will... • Be a planning tool that will help expedite projects • Identify citywide areas of non-compliance • Prioritize and develop a plan of execution for future projects • Aid in obtaining funding through grants and other sources • Show progress made • Be a living document and will be updated every three years • The Committee will be approached for input to ensure needs of the community • Use the priorities which are dictated by the ADA Transition Plan (transportation routes, buildings, places of public accommodation, schools, shopping centers and residential neighborhoods) • The plan status: negotiating with an Engineering Consulting Firm and expect to have them under contract by November 2009 — a portion of the Master Plan will be funded through a grant from the Community Development Block Grants D. Parks and Recreation Department 1. National Inclusion and Recreation Institute Becky Perrin reported she had a wonderful opportunity last month to attend a four day National Institute on Recreation Inclusion. Ms. Perrin attended a session entitled "Inclusion You" and was certified as an Inclusivity Assessor. Ms. Perrin also reported she and Staci Talbert worked on a grant from the NRPA for fishing, sailing and surfing workshop. A MobiMat will be purchased to provide wheelchair access in the sand and other terrain. The department also has plans in the future to hire a Therapeutic Recreation Coordinator. 7. SUBCOMMITTEE REPORTS A. ADA Title I/Employment Comprehensive Subcommittee — No Report B. Engineering Subcommittee — No Report 8. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA • Parks and Recreation Presentation — New Concession Stand Project 9. ADJOURNMENT MOTION Motion to adjourn made by Harvey Salinas and seconded by Lee Jones.
