Meeting Minutes •
I. Call to Order: Meeting was not called to order.
II. Roll Call of Members
Adoption of Minutes: Regular Meeting held May 20, 2010
IV. Action on Absent Members: Regular Meeting, May 20, 2010
V. Public Comment: Not public was available for comment
VI. Business for Discussion and Possible Action:
A. Discussion and possible action on contract extensions for FY2011 —No meeting was held at
this time but a vote was held for this action time through email. The state is allowing the
Fiscal Agents to seek new contracts for FY11 with those subcontractors that were
competitively reprocured for FY 10. Celina Pulcher sent an email to all members asking for
a vote on their position. Seven members voted for Option A which was to allow for the Fiscal
Agent to negotiate direct, non-competitive contracts with local CYD contractors for the same
program services that were being provided for FY10.

Hello Everyone-
First let me say I am so sorry for not being able to attend Thursday's meeting.You don't know how badly I tried to rearrange
things,but in the end,everything worked out.It was great to spend some time with five of the YAC youth and attend the
youth summit. It gave me the opportunity to really talk to them and learn lots of new things.
So with that,we have some business we need to attend to for the future of CYD.
On Thursday you guys were unable to vote because of lack of a quorum.There is an issue at hand that I need you guys to
I vote on that can be done by way of email.
Because of a new contract term with DFPS,they are allowing us two options for renewal for FY11 which starts Sept 1st,
2010 and ends August 31,2011
Option A-allows us to negotiate direct, non-competitive contracts with local CYD contractors for the same program services
provided under their competitively procured FY10 contracts. If negotiated in this manner then they must be finalized to
ensure as short a service gap as possible and no later than September 30,2010.If this route is taken,a new procurement
for FY12 will be released no later than March 1,2011 with contracts awarded no later than June 1,2011,services beginning
on Sept 1st, 2011.
Option B-is to move forward with an all new competitive procurement but we must propose an expedited timeline for
completing a local procurement and ensure that services are in place as soon as possible, but no later than November 1,
2010.This would involve releasing an RFP to the public and review of the proposals which could take approx 4 months.
We are suggesting Option A for several reasons-
This will allow us an opportunity to streamline our process and give us time to re-evaluate the review process.Including a
renewal system that will allow for a quicker turnaround of the contracts.
• , This will allow us to meet the deadlines for the current FY2011 renewal and get our contracts started on time.
The providers will be able to move forward with their programs and begin to recruit for the early start of the school year
offering a smooth transition for FY11.
We have had a banner year and should reach our target goal of 2,150.This will offer an opportunity to reward the providers
for a job well done.
We would release the RFP for FY12 in March and have our contracts in place by June,giving the providers plenty of time to
plan for FY12.
If Option B is chosen,we will have to work extremely hard to reach the deadlines to have contracts in time.This would also

• cause an influx with the providers not knowing whether or not they have been funded for the new year.It will also cause
difficulties in reviewing as this would have to be sped up in order to meet the deadlines and during the start of the new
school year.
I believe there was a question about funding and the changes that we did for the rest of this year.This means we would
award based on the changes that were approved because it is based on their actual performance.So some providers will be
reduced by money and by youth and that money would be readjusted in other areas,their services however would remain
the same.

What I need from you all now is an email back stating which option you would like to go with. In order to not break any
open meetings rules,all information needs to be routed through and from me(Celina)and not between members. So
