I. CALL TO ORDER: Verla Varino called the January 16, 2003 Regular Meeting of
the Community Youth Development Steering Committee to order at 5:35 p.m.
II. ROLL CALL: The Recording Secretary called roll and announced that a quorum
was present.
III. HEAR FROM THE PUBLIC: None
IV. APPROVAL OF MINUTES FOR THE REGULAR CALLED MEETING ON
DECEMBER 19, 2002: Dick Leonard moved to accept as written the minutes of
December 19, 2002 meeting. Emily Figueroa seconded the motion. The motion
carried.
V. ACTION ON CURRENT MEMBERS: None
VI. DISCUSSION: COMMUNITY NEEDS ASSESSMENT-Adult Survey: Discussion
continued from last month's meeting, regarding possibly rewording or revising the
Adult Survey that was conducted at the annual Weed and Seed Festival. It was
decided that a subcommittee be assigned 3 months prior to the Fall Festival, so
that the survey can be looked at in more detail, and changed if need be. Chris
Semtner informed the Steering Committee members they have been provided
with an adequate amount of data to determine what the community needs are.
Monica Corona confirmed that the information provided to them from the Adult
Survey, Christina Zambrano with Youth Opportunities United (YOU), and Robin
West, would be a good source to determine the community needs.
VII. PRESENTATION: COMMUNITIES IN SCHOOLS PROGRAM: Ms.Veronica
Trevino, Executive Director for Communities In Schools (CIS) discussed the
services that they provide to youth living in the 78415 area. There are 5 school
sites, which are funded by CYD. Ms.Trevino stated that CIS has a new program
at Carroll High School, however it is not funded by CYD. CIS started at Baker
and South Parker Middle School, and they have now set up a feeder for Ray

High School. The youth, who participate in the CYD program from Baker Middle
School, can continue to participate from Ray High School. CIS is set up at Travis
Elementary, Sam Houston Elementary, Lexington Elementary, Baker Middle
School and South Park Middle School. CIS also provides services to other
schools that are not located in the 78415 area, however they obtain other
sources of funding to provide services to those schools.
VIII. PRESENTATION: PARK AND RECREATION DEPARTMENT: Ms. Linda
Hodge, Assistant Director, with Corpus Christi Park and Recreation Department,
discussed the Summer Youth Recreation Program. It is a recreation program
held during the summer and this program is for youth ages 6 — 12. It is held
Monday through Friday, 11 a.m. to 4 p.m. Youth are provided with various
activities. The Summer Youth Program allows children to go on field trips,
participate in special events, arts and crafts, and listen to guest speakers. The
Park and Recreation Department works with various agencies in order to provide
services to the children. The parents of the children, who attend the Summer
Youth Program, have expressed their gratitude for the Summer Youth Program.
They feel that their children benefit from the program because they go home
learning new skills, while also having fun.
IX. DISCUSSION/ACTION: FY 2004 REQUEST FOR PROPOSAL: Mr. Semtner
went over the changes that had been suggested by the RRP subcommittee and
the additional proposed changes the Steering Committee addressed at the last
meeting. The RFP was examined in detail, and Steering Committee members
made some suggestions regarding services that they wanted included in the
RFP. Steering Committee members included a "Teen Pregnancy Program" and
"Coping Skills," under the Educational Component. Furthermore, they also
included "Interviewing Skills," under the Employment Component. Mr. Leonard
moved to incorporate the changes and Ms. Figueroa seconded the motion. The
motion carried.
X. DIRECTOR'S REPORT: Ms. Corona reminded the Steering Committee
members that comments made during the meetings should be substantiated with
facts. The meetings are open to the public and are also recorded. Ms. Marla
Miller with TNOYS will be coming to Corpus Christi during the month of February
to conduct the Youth/Adult Partnership Training for the Steering Committee
members. The training will be approximately 2 1/2 to 3 hours. Ms. Corona
reminded the Steering Committee members that she, Ms. Varino, and Mr. Bill
Hoelscher (YAC Coordinator) would be in Austin from February 19th to the 21st
for the Statewide Conference. Ms. Corona informed the Steering Committee
members that the regular meeting in February would be rescheduled due to the
conference in Austin.

XII. ADJOURNMENT: Since there was no further business, Ms. Rodriguez moved to
adjourn the January 16, 2003 Regular Meeting of the Community Youth
Development Steering Committee. Mr Leonard seconded the motion. The
motion carried. Chair Verla Varino adjourned the meeting at 6:50 p.m.
