CITY HALL BASEMENT TRAINING ROOM 1201 LEOPARD ST., CORPUS CHRISTI, TX Members Present Members Absent Staff Roxana Arevalo Emily Figueroa Sharon Williams Chris Semtner Bobbe Cummins-Colbum Dick Leonard Rafael Alvarez Reba George Andrea Wafter Kimberly Rhodes Nelia Garcia Verla Varino CALL TO ORDER: Vice-Chair, Verla Varino, called the November 14, 2002 Special Called Meeting of the Community Youth Development Steering Committee to order at 5:30 p.m. Kimberly Rhodes arrived at 5:31 p.m. Roxana Arevalo arrived at 5:32 p.m. II. ROLL CALL: The Recording Secretary called roll and announced that a quorum was present. III. HEAR FROM THE PUBLIC: Bill Hoelscher reported that LEO'S CLUB/YACTION would be meeting December 15, 2002 at 4:00 p.m. The LEO'S CLUB has 15-20 active youth. They will be involved in a number of different activities for the months of November and December. IV. APPROVAL OF MINUTES FOR THE REGULAR CALLED MEETING ON OCTOBER 17, 2002: Bobbie Cummins-Colburn moved to accept as written the minutes of the Regular Meeting of October 17, 2002. Kimberly Rhodes seconded the motion. The motion carried. V. ACTION ON CURRENT MEMBERS: None. VI. DISCUSSION/ACTION - STEERING COMMITTEE OFFICERS: An amendment to the CYD Steering Committee's resolution was discovered that restricted the positions of Chair and Vice-Chair to 78415 residents only. Therefore, Dick Leonard cannot serve as Chair because he does not live in the 78415 ZIP Code. Mr. Leonard nominated Ms. Varino as Chair and Ms. Rhodes second the motion. Mr. Leonard also nominated Rafael Alvarez for Vice-Chair and Ms. Walter second it. Both motions carried. VII. DISCUSSION - RECRUITMENT OF STEERING COMMITTEE MEMBERS: Ms. George reported that Sharon Williams will be resigning as of the end of November. With her vacancy, the Steering Committee will not meet the 51% 78415 residents membership requirement. A 78415 resident must be recruited, formally apply and be appointed to the committee before the next Regular Meeting date, or the meeting will be cancelled. DISCUSSION - COMMUNITY NEEDS ASSESSMENT: Kimberly Rhodes volunteered to review the surveys conducted at the October 19, 2002 Weed and Seed Fall Festival and summarize the responses. In addition to this survey, updated community data on youth from the Social Science Research Center, presented by Maria Zambrano (scheduled for the December 19, 2002 Regular Meeting) will be used for community assessment information. IX. REPORT ON CYD WORKSHOP FOR POTENTIAL SERVICE PROVIDERS: Twenty-two representatives from 19 agencies and faith-based organizations attended the workshop led by Marla Miller with Texas Network of Youth Services and Reba George. Dick Leonard and Verla Varino also attended and reported that it was a success. X. DISCUSSION - FY2004 REQUEST FOR PROPOSAL: The FY04 Request for Proposal will be released in January 2003. A subcommittee to review the current RFP will meet to recommend any changes to the Steering Committee. Andrea Walter, Bobbie Cummins-Colburn, and Emily Figueroa volunteered for the subcommittee. XI. DIRECTOR'S REPORT: Chris Semtner reported that he and the future Project Coordinator would be attending the Prevention and Early Intervention Providers Conference in Austin November 20-22, 2002. XII. CURRENT CONCERNS: Verla Varino wanted to know if it was possible to have more names of candidates to choose from for potential youth members to serve on the Steering Committee. Mr. Hoelscher responded that they he and CIS staff had spent a lot of time recruiting the two youth already introduced to the Steering Committee at the October 17, 2002 regular meeting. According to Mr. Hoelscher, it had been difficult to find youth who were interested in serving on the Steering Committee and who also had the support of their parents. Veronica Trevino with CIS suggested a trial period for the 2 youth selected which would allow the Steering Committee to get to know the individuals as well as get familiar with having youth on the board. She said it would also give the YACTION feedback on the workings of the Steering Committee and allow for better recruitment of youth. Roxana Arevalo left at 6:08 p.m. XIII. ADJOURNMENT: Since there was no further business, Emily Figueroa moved to adjourn the November 14, 2002 Special Called Meeting of the Community Youth Development Steering Committee. Dick Leonard seconded the motion. Th motion carried. Chair Verla Varino adjourned the meeting at 6:10 p.m. / , Christopher B.
