COMMUNITY YOUTH DEVELOPMENT STEERING COMMITTE
THURSDAY, DECEMBER 19, 2002 — 5:30 P.M.

I. CALL TO ORDER: Dick Leonard called the December 19, 2002 Regular
Meeting of the Community Youth Development Steering Committee to order at
5:30 p.m.
II. ROLL CALL: The Recording Secretary called roll and announced that a quorum
was present.
Verla Varino arrived at 5:35 p.m.
III. HEAR FROM THE PUBLIC: Veronica Trevino, Executive Director with CIS
(Communities In Schools) and is currently a subcontractor for the CYD
(Community Youth Development). Ms. Trevino informed the Steering Committee
Members that a small portion of her program consists of mentoring activities. She
emphasized that criminal background checks are conducted on mentors in order
to insure the safety of the children receiving services through CIS. She indicated
that the criminal background checks were not only done local or state, but also
national. The Juvenile Justice Department is providing criminal background
checks for CIS, free of charge. Penny Grochow, from the Juvenile Justice
Department offered to share a sample of the background check forms, to the
Steering Committee Members. Roxana Arevalo requested to look through some
of the background checks.
IV. APPROVAL OF MINUTES FOR THE SPECIAL CALLED MEETING OF
NOVEMBER 14, 2002: Mr. Leonard moved to accept as written the minutes for
the Special Called Meeting of November 14, 2002. Andrea Walter seconded the
motion. The motion carried.
V. ACTION ON CURRENT MEMBERS: The new Steering Committee member,
Cynthia Rodriguez was introduced. The two youth from YACTION, Katie Childs
(current President of the Leo's Club at South Park) and Vanessa Williams (Ray
High School student) were invited to participate in discussion.

VI. PRESENTATION: YOUTH OPPORTUNITIES UNITED — DELINQUENCY RISK
FACTORS: KRISTINA ZAMBRANO, MPA, BS, PROGRAM MANAGER WITH
THE SOCIAL SCIENCE RESEARCH CENTER AT TEXAS A&M UNIVERSITY-
CORPUS CHRISTI: Ms. Kristina Zambrano distributed a handout regarding risk
factors among juveniles. She went over the handout and discussed some
statistics involving juveniles.
VII. PRESENTATION: WEED AND SEED SURVEY RESULTS — KIM RHODES:
Kim Rhodes discussed the results of the Weed & Seed survey from October 19,
2002. Chris Semtner emphasized that participants from the Weed and Seed
survey felt that their community had become a better place to live. He attributed
this to community programs, which participants felt they had benefited from. Mr.
Semtner's conclusions were drawn from questions 1 and 5 of the Weed and
Seed survey results. Ms. Rhodes felt that some participants were confused on
some of the questions asked in the survey. She suggested re-wording some of
the questions. A subcommittee was suggested to review and possibly revise the
Weed and Seed survey.
VIII. DISCUSSION/ACTION: FY2004 REQUEST FOR PROPOSAL: Mr. Semtner
informed the Steering Committee of changes that were made to the RFP by the
subcommittee. Mr. Semtner asked for any suggestions regarding possibly
changes to the RFP.
Roxana Arevalo left at 6:54 p.m.
IX. DIRECTOR'S REPORT: Steering Committee Members received a copy of the
Self-Evaluation Report. Reba George explained that the Self-Evaluation Report
is a contract requirement by the state and it is an overview of each of the
programs, and questions and answers regarding the programs. Monica Corona
informed the members that there would be a statewide Conference in Austin on
February 19-21, 2003.
X. CURRENT CONCERNS: Ms. Varino suggested that the youth participate in the
monthly meetings on a trail basis so that the committee can better know the
youth that are going to be on the committee and so the youth can better
understand what the committee is about and why they are here.
XI. ADJOURNMENT: Since there was no further business, Mr. Leonard moved to
adjourn the December 19, 2002 Regular Meeting of the Community Youth
Development Steering Committee. Ms. Figueroa seconded the motion. The
motion carried. Chair Varino adjourned the meeting at 7:00 p.m.
