CALL TO ORDER: Verla Varino called the March 20, 2003 Regular Called Meeting of the Community Youth Development Steering Committee to order at 5:45 p.m. II. ROLL CALL: Monica Corona called roll and announced that a quorum was present. III. HEAR FROM THE PUBLIC: None IV. APPROVAL OF MINUTES FOR THE REGULAR CALLED MEETING ON FEBRUARY 27, 2003: Dick Leonard moved to accept as written the minutes of the February 27, 2003 meeting. Cynthia Rodriguez seconded the motion. The motion carried. V. ACTION ON CURRENT MEMBERS: None VI. DISCUSSION: COMMUNITY YOUTH DEVELOPMENT STATEWIDE CONFERENCE: Ms. Varino distributed handouts that she received at the Statewide Conference, to Steering Committee members. The handouts contained information pertaining to the roles and responsibilities of Steering Committee members. Ms. Varino requested that members read the information on their own time. vii. DISCUSSION: BUILDING YOUTH AND ADULT PARTNERSHIP FOLLOW UP: Ms. Corona distributed handouts that asked questions pertaining to the training that Steering Committee members received last month, by Marla Miller with TNOYS. Ms. Miller informed members that the information on the handouts came out of the training, and that it would help members to determine if their needs are being met. VIII. DIRECTOR'S REPORT: Ms. Corona reminded Steering Committee members that they should be recruiting a new member who resides in the 78415 zip code, H\PR-DIR\SHARED\MonicaC\78415 CYD\FY2003\Steering Committee\Minutes\032003.doc PN \ ED to replace Rafael Alvarez, who recently resigned due to his parents illness. Ms. Corona distributed Steering Committee Membership applications. Kimberly Rhoades left at 6:25 p.m. IX. CURRENT CONCERNS: Ms. Varino requested that Steering Committee members not talk and whisper when it is time to review proposals. She stated that she did not want any distractions, and that she wanted to hear everybody's comments when RFPs are being reviewed. Therefore, Ms. Varino discouraged any side talking. Additionally, Ms. Varino asked Ms. Corona and Mr. Semtner if there was a policy in place regarding Steering Committee members being tardy to meetings. Ms. Varino stated that when members are late, valuable time is lost because the tardy member has to be filled in with what was previously discussed. Mr. Semtner informed Ms. Varino that although the Committee did not have a policy, he was unclear whether the City had one. Mr. Semtner indicated that he would find out if the City had a policy, and that we would revisit the issue at next months meeting. Mr. Semtner advised the Steering Committee members that they should start thinking about what would be an appropriate course of action for members that are consistently tardy. X. TRAINING: CONSENSUS SCORING: Marla Miller with Texas Network of Youth Services, conducted the Consensus Scoring Training for Steering Committee members. Prior to the training, Ms. Corona distributed packets to the Steering Committee members, which consisted of: Statement of Confidentiality & Conflict of Interest, General Guidelines for Evaluating Proposals, Request For Proposals for FY 2004, and Proposal Evaluation Tools. Ms. Corona informed the Steering Committee members that she and Mr. Semtner would be meeting with the two youth, Katie Childs and Vanessa Reynolds on March 26, 2003 and April 2, 2003, to assist them in reading the proposals. Xl. ADJOURNMENT: Since there was no further business, Dick Leonard moved to adjourn the March 20, 2003 Regular Called Meeting of the Community Youth Development Steering Committee. Andrea Walter seconded the motion. The motion carried. Chair Verla Varino adjourned the meeting at 7:50 p.m. Christopher B.
