OFFICE Sixth Floor Conference Room, City Hall, 1201 Leopard, Corpus Christi,Texas 78401 MEETING MINUTES Call to Order:Meeting was called to order at 5:45pm II. Roll Call of Members:Absent Members Include Anne Cortez, Mary Ann Rojas, Erica Mora, Venessa Santos-Garza III. Adoption of Minutes: Meeting minutes from November 20,2008 and December 10, 2008 were approved and adopted as written. - IV. Action on Absent Members:Motion to excuse Vanessa Santos-Garza was passed.The absences of Anne Cortez, Mary Ann Rojas and Erica Mora stand as unexcused. V. Hear from the Public: Amanda Stukenberg,Director of Planned Parenthood was present to address the committee. She addressed the program's past performances and having met the annual goals. She wanted to remind the Committee on their role with CYD and to demand more from the Fiscal Agent.She felt the issue of excluding Planned Parenthood violated the contract with the state and she felt they should raise the issue with City Counci.She also raised concerns about not being able to speak to the Council and tell her side of the story and asked the Committee to advocate for CYD and raise the issue to Council. Veronica Trevino, Director of Communities in Schools also spoke in praise of the Planned Parenthood program and their positive role in the community.She spoke that she felt the issue would not stop hem as she was visited by a group of indMduals and was asked about her relations with the Planned Parenthood program. She stated that these issues when they affect one agency, it affects them all. The Committee asked to further this subject at a later date with the inclusion of Sally Gavlik, Director of Parks and Recreation. VI. Business for Discussion and Possible Action: A Discussion of quarterly meetings with providers—Celina Pulcher spoke to the committee about having the providers at each monthly meeting. She stated the providers are mandated by the state to only attend four meetings a year and if the providers could only be made to attend those.Linda Moyer motioned to have the providers only attend quarterly meetings but to still tum in reports to Celina for report each month. Diana Mesa seconded the motion. Motion was unanimously passed. B. Decision of time and place to hold CYD Festival—Celina spoke to the committee about the Annual CYD Spring Festival. In the past the festival had been held in March and at South Park Middle Schools. There were some suggestions on having the festival during the summer to Z promote the new school year.Committee members discussed the advantages and disadvantages. Father Peter Martinez made a motion to still hold the March Festival but at a -Zeroes smaller scale and build up a Festival in August. Linda Moyer seconded the motion.Motion was unanimously passed. O VII. Service Provider's Report: Reports on September,October and November Programs A. Boys&Girls Club—Anne Baker handed out newsletter from the Boys&Girls Club.She stated the Volleyball League recently had 250 girls with 22 teams participate. B. Communities In Schools—Veronica Trevino stated that since the start of the program they had registered 276 students.They had 272 active youth participating in morning groups, character building,essay contests and Family Night Out They have also had the Ballet -- -- - Folkiorico sponsored so this is an additional program that is not charged to CYD. C. YMCA/VAC Coordinator—Lindy Bums stated they had 50 youth registered.On December 6w,the youth competed in Austin in Youth Government. In January,they would be competing for state.The youth groups are doing well and continue to grow. D. YWCA—Mickela Hernandez reported they had approx. 143 girls registered.Their Leadership Camp was going to be underway soon and they also had been doing Holiday shopping with the youth.Additional activities included swims,seeing the Ballet and conducting a Reading Rally. E. Youth Odyssey—Corrie was present at the meeting, but had to leave early. Celina Pulcher read the report for Youth Odyssey. They reported having a great start with attaining about 50%of their CYD goal. The next few months,efforts will be concentrated on other programs, but they will pick up their numbers in the summer months when they attain most of their 78415 clientele.They ran two ropes courses in November and three weekend trips. A backingpacking trip to Pedernales Falls,one to the Nueces Delta and a rock climbing trip to Enchanted Rock. For the next few months they will be at 5 Middle schools and two high schools,some of which are 75415 schools. F. Nueces County MHMR—Dr. Charles Smith reported the program was doing fairly. He feels the holidays may have slowed his numbers but used the month to recruit at the PTA's.They are gearing the program up for January where he is hoping the numbers will increase. H. SERCO of Texas—Nancy Bonilla reported they have already registered 400 youth.The Middle schools are meeting weekly with the Career Club.They are bringing in speakers and , taking the youth out on field trips.They featured oneday where Candi High School Alumni came in to speak to the youth about their career choices and where it had lead them.They were encouraging them to continue with school and go on to college. Nancy also said they were adding two elementaries with a lunch mentoring program. VIII. Fiscal Agent's Report: A. Discussion on City Council's recommendations and the Review Committee's decision on distributing CYD funds—Celina reported the City Council had turned down the funding as was presented by disallowing funding to Planned Parenthood.They had spoken to the state about the situation and the state agreed to let the City move forward with the contracts that were awarded and to redispurse the money. The Review Committee met on December 10,2009 and divided the money between the two of the larger providers, Communities In Schools and SERCO of Texas with the addition of serving 150 youth each.She also stated she would be working with the city to work on amendments to the contracts. Linda Copad0-Rincon stated she was upset about the Council's decision and she praised the work that Planned Parenthood has done with the CYD program.She said their program was a wonderful addition for the community and they provided outstanding service and in no way was this decision a reflection of their program. B. Inclusion of YAC report on November's activities—Celina reported that each month she would include a report from the YAC to the Committee to get their voice heard. Either the VAC representatives on the Committee or other VAC members may give a report on their progress or other issues they would like addressed. IX. Identify Items to be placed on next month's agenda—The Committee requested to have Sally Gavlik attend the next meeting in order to address Council's decision on the CYD Grant. X.
