REGULAR MEETING
THURSDAY. NOVEMBER 18, 1999

CALL TO ORDER: Due to the Chair and Vice-chair being absent, Sylvia Martinez called
the meeting of the Community Youth Development Steering Committee to order at 5:43 p.m.
ROLL CALL: The roll was called and a quorum was present.
APPROVAL OF THE MINUTES: Oscar Martinez was selected to chair the meeting. Mr.
Martinez called for approval of the minutes for the regular meeting of October 21, 1999.
Belinda Cisneros moved to accept the minutes for the October 21, 1999 meeting of the CYD
Steering Committee. Richard Medina seconded and the minutes were approved.
DISCUSSION ON REQUESTS FOR PROPOSALS FOR FY 2001: Discussion was held
on how to proceed with reviewing the current request for proposal (RFP) process. It was
decided that staff would mail a copy of the current RFP packet to committee members, include
a form for members to write their recommendations, and members would return the completed
form to staff before the next steering committee meeting.
Mrs. Martin suggested that staff survey five other CYD sites to determine how they select their
programs.
DIRECTOR'S REPORT: Sylvia Martinez stated that a self-evaluation report for the FY
1999 CYD programs was due at the end of November to the Texas Department of Protective &
Regulatory Services (PRS). Reba George is currently working on the report.
A Group Facilitation Training sponsored by PRS is to be held in January. Reba George gave a
brief presentation about the program.
CURRENT CONCERNS: Oscar Martinez asked when the local CYD programs were
scheduled for monitoring by PRS. Staff indicated that PRS was planning on monitoring
Corpus Christi in May 2000.
HEAR FROM THE PUBLIC: Veronica Trevino, Director of Communities In Schools
(CIS), discussed how Communities In Schools tracks youth participating in their programs and
what statistical data can be generated from their information system. She stated that CIS is
now a part of the Texas Department of Protective& Regulatory Services.

ADJOURNMENT: Anita McFarland moved to adjourn the meeting. Belinda Cisneros
seconded. The meeting was adjourned at 6:22 p.m.
