The Board of Directors of the Corpus Christi Aquifer Storage and Recovery
Conservation District met in special session on Friday, August 14, 2015, in the Legal
Conference Room, 5t' floor, City Hall, 1201 Leopard Street, Corpus Christi, Texas, with
the following in attendance:

(1) Call Meeting to Order: The meeting was called to order by Board Chair Margie
Rose at 1:30 p.m. Roll was called. A quorum was present.
(2) Discussion and possible action regarding the contract with HDR to do the
aquifer characterization for future ASR development: It was reported by Brent
Clayton that the aquifer characterization is part of the 5-year plan and is the next step
before looking at data. Study areas will include O.N. Stevens, Greenwood VW TP and
Corpus Christi International Airport. Then there will be drilling and sampling of water.
Lateral movement of the water can also be studied. A copy of the Contract is attached.
Motion was made by Board Member Tagliabue and seconded by Board Member
Segundo to accept the Contract with HDR.
Ayes: Board members Rose, Segundo, Tagliabue and McGinn
Nays: None
(3) There was no Public Comment.
(4) The meeting was adjourned at 1:45 p.m. by a Motion by Board Member Tom
Tagliabue and seconded by Board member Fred Segundo.

Maass accept this letter as .HDR Engineering's (HDR) 'proposal to perform the
professional .services desired in developing a report for the CCASRCD- Aquifer
Chairacterizatidn project.
Repor>~,LDescrlption.and Task List:
The report will "suminadw the results of an aquifer characterization study of
groundwater bearing formations located beneath three CCASRCD study areas: O.N.
Stevens, Greenwood WWTP, and Corpus Christi International Airports The study will
summarize da, associated with"groundwater quantity, storage estimates, and water
quality to assist in determining ASR feasibility 16 accordance with CCASRCD goals and
Objectives.
Scope of Services:
Report. HDR will provide a study and report summarizing CCASRCD- Aquifer
Characterization project findings. Services to be included in the developing the
tapott Include:
1. Gather readily available data on the Gulf Coast Aquifer system from wells
and boreholes located nearthree study areas, O.N. Steens„ Greenwood
WWW, and Corpus Christi International Airport. The Corpus Christi
Intemational Airport studyarea'will include an area of 7p to 3 rides north of
the Airport nearthe City's proposed reuse lime to Valero. Data will be
obtained from: TWDB,��BRACS, and Drillers databases;TRRC well logs;and

three study areas to a maximum depth of 3,200 feetto Identify:

4. Attend and pa&ipate in`up to 3 meetings with GMA 16 to support

a. "Board member." A member of any board, commission, or committee appointed by the
City Council of the City of Corpus Christi,Texas.

b. "Economic benefit". An action that is likely to affect an economic interest if it is likely to
have an effect on that interest that is distinguishable from its effect on members of the public
in general or a substantial segment thereof.
c. "Employee," Any person employed by the City of Corpus Christi,Texas either on a full or
part-time basis;but not as an independent contractor.
d. "Firm." Any entity operated for economic gain, whether professional, industrial or
commercial,and whether established to produce or deal with a product or service, including
but not limited to, entities operated in the form of sole proprietorship, as self-employed
person,partnership,corporation,joint stock company,joint venture,receivership or trust, and
entities which for purposes of taxation are treated as non-profit organizations.
