A. President Bart Braselton to call the meeting to order.
President Braselton called the meeting to order.
B. Call Roll
President Braselton verified that a quorum of the board was present to
conduct the meeting.
(Ms.Opel arrived at 3:08 p.m.)
Present: 5- Bart Braselton, Gabriel Guerra, R. Bryan Gulley, Chris Hamilton and
Debbie Lindsey-Opel
C. MINUTES
1. Approval of Regular Meeting of November 17, 2014.
President Braselton called for approval of the minutes.Mr.Guerra made a
motion to approve the minutes,seconded by Dr.Gulley and passed
unanimously.
D. CLOSED SESSION ITEMS: (ITEMS 2 -3)
President Braselton referred to the day's executive sessions.The Board went
into executive session. Assistant Secretary Huerta announced that Mr.
Hamilton recused himself from the discussion on Item 2.
2. Closed session pursuant to Section 551.087 of the Texas Government
Code to discuss confidential commercial or financial information
pertaining to a business prospect that the Corporation seeks to have
locate, stay, or expand within the City limits and with which the
Corporation is conducting economic development negotiations and to
deliberate possible offers of financial or other incentives to said
business prospect with no discussion or action in open session.
This E-Session Item was discussed in executive session
3. Closed session pursuant to Section 551.087 of the Texas Government
Code to deliberate possible offers of financial or other incentives to
Del Mar College with no discussion or action in open session.

E. AGENDA ITEMS: (ITEMS 4-8)
4. Motion to accept Financial Report.
President Braselton referred to Item 4.Director of Financial Services
Constance Sanchez presented the sales tax report;the cash flow statements;
the commitment reports;and the pro forma report for the economic
development fund.
5. 2015 Meeting Dates
Discussion with possible action regarding the regular 2015 meeting
dates.
President Braselton referred to Item 5.Assistant City Manager Margie Rose
stated that the purpose of this item is to approve the regular meeting dates for
2015.Mr.Hamilton made a motion to approve Item 5,seconded by Ms.Opel
and passed.
6. Approving Construction Contract for Miradores Improvements
Motion recommending approval of construction contract with Barcom
Commercial, Inc. in the amount of$174,969.56 for improvements to
the eight miradores located on the Seawall.
President Braselton referred to Item 6.Grace Gonzalez with Capital programs
stated that the purpose of this item is to request approval of an appropriation
of$174,969.56 for a Job Order Contract for the improvements to the eight
miradores located on the Seawall. Board members asked question regarding
whether this project was part of a bidding process;the pricing comparison;the
documentation that is reviewed other than the proposal presented by the
contractor;the process that job order contracts are negotiated;reimbursement
costs;and plans for ongoing maintenance.Mr.Guerra made a motion to
approve Item 6,seconded by Dr.Gulley and passed.
7. Economic Impact of Home Building
Discussion with possible action regarding the economic impact of
home building in the City of Corpus Christi, Texas.
President Braselton referred to Item 7.President Braselton stated that this item
for the board was placed on the agenda to provide the Board a study to review
on the economic impact of home building in the City of Corpus Christii.
8. Amending the 2006 Affordable Housing Goals and Strategies
Discussion and possible action to amend the 2006 Type A Affordable
Housing Goals and Strategies.
President Braselton referred to Item 8.Director of Housing and Community

Development Eddie Ortega stated that the purpose of this item is to amend the
2006 Type A Affordable Housing Goals and Strategies.Mr.Ortega stated that
the amendment will acknowledge and allow for the support of rental housing
projects as an affordable housing strategy for the citizens of Corpus Christi.
The proposed 2014 revisions are consistent with U.S.Department of Housing
and Urban Development(HUD)regulations and reflect current economic
conditions.Board members spoke regarding the following topics:the request
from Corpus Christi Housing Authority;historical data on the HOME funds
received from HUD;a discussion on funding rental property which could create
an additional supply of affordable housing and an economic impact;whether
staff has received any requests from private entities to fund rental properties;
the balance in the affordable housing program;examples of tax credit projects;
the purpose of the model block program;and the difference between the
financial report and the monthly update.In order to respond to questions
regarding the available balances in each affordable housing program,Mr.
Ortega referred to Item 11 and presented the update on the Housing and
Community Development Monthly Report.Ms.Opel made a motion to approve
Item 8 as presented,seconded by Dr.Gulley and passed(Hamilton and
Braselton voting"No".)
F. PRESENTATION ITEMS: (ITEMS 9 -12)
9. Update-McGee Beach Nourishment
President Braselton referred to Item 9.Grace Gonzalez with Capital Programs
stated that the Type A Board requested a discussion of the McGee Beach
Nourishment Project with clarification as to the date the Board voted to
appropriate and authorize support of the project.Ms.Gonzalez said that
documents indicate that the Board authorized the execution at the July 21,
2014 board meeting and the City Council approved a Coastal Erosion Planning
and Response Act Project Cooperation Agreement with the Texas General
Land Office on November 18,2014 for design of the beach nourishment
project.The GLO has began the procurement process to contract with design
consultant,HDR.Board members spoke regarding the capital budget process;
the scope of work; the original spreadsheet presented to the Board and the
beach score.
10. Update-Capital Programs Monthly Project Report
President Braselton referred to Item 10.Grace Gonzalez with Capital Programs
presented the Capital Programs Monthly Project updates for the Salt Flats
Levee project/FEMA mapping;the Barge Dock Project;American Bank Center
and Selena Loading Dock;and the Miradores Project.Board members asked
questions regarding board representative at the Local Levee Partnership Team
(LLPT)conference call meetings for the Salt Flats Levee project/FEMA
mapping;the geotechnical analysis on the barge dock;the plans for
monitoring the loading dock project;and the supporting documentation on the
Miradores project.
11. Update - Housing and Community Development Monthly Report
President Braselton referred to Item 11.Director of Housing and Community
Development Eddie Ortega presented this update under the discussion on Item

8.Mr.Ortega responded to a question regarding foreclosure activities.
12. Update -Type A Projects
President Braselton referred to Item 12.Mike Culbertson,Corpus Christi
Regional Economic Corporation,presented the small business programs and
major business incentives monthly report.

I. IDENTIFY FUTURE AGENDA ITEMS
President Braselton referred to identifying future agenda items.The following
items were requested to be placed on a future agenda:an update on the
McGee Beach Nourishment;the Miradores maintenance;and marketing and
outreach for Type A Board.
