Roll II: Mrs. Melissa DeLeon called roll reflecting seven (7) members present. Approval i t : A motion was made to approve the minutes for April 27, 2016 by board member Mr. Barry Lobell and seconded by board member Ms. Maria Clarissa Lopez-Briseno. Chairwoman Alice Vaughn moved to accept the minutes as written. Motion carried. 4 Single Family Loan Requests: Sylvia West- Ms. Kelly Fry presented a loan application for Sylvia West, 2130 Frederick, under the Demo Replacement Loan Program for $75,422.00. They will have an 840 sq. ft., 2 bedrooms, 1 bath home constructed. Ms. Lopez will be receiving a 0% loan in the amount of$27,000.00 because she is disabled, with a minimum deferred loan of $18,000.00 and a $19,950.00 Deferred Forgivable loan. Also, included is a $7,000.00 Relocation Grant and a Demolition Grant in the amount of$3,472.00. Ms. Fry states that Ms. West has favorable credit with no outstanding liabilities and is able to take on a monthly payment of$187.00. Ms. Fry is recommending final approval by the Loan Review Committee. A motion was made by board member Mr. Barry Lobell to approve the loan as presented, and seconded by board member Mr. David Cantu. Chairwoman Alice Vaughn states it's been moved and seconded that this loan has been approved as presented. Mr. & Mrs. Soto- Ms. Kelly Fry presented a loan application for Carlos Lewis Soto & Maria Elena Soto, 2518 Montgomery, under the Demo Replacement Loan Program for $79,139.00. They will have an 840 sq. ft., 2 bedrooms, 1 bath home constructed. They are both disabled. They will be receiving a 0% loan in the amount of$27,000.00, with a minimum deferred loan of$18,000 and a $20,149.00 Deferred Forgivable loan. Also included is a $7,000.00 Relocation Grant and a Demolition Grant in the amount of$6,990.00. Ms. Fry states that a nontraditional credit check of their insurance payments and utility payments were done to verify if their payment history was in good standing. From that review, there was no history of late payments. A payment plan was structured for $187.00 and Ms. Fry is recommending final approval from the Loan Review Committee. A motion was made by board member Ms. Maria Clarissa Lopez-Briseno to approve the loan as presented, and seconded by board member Mr. David Cantu. Chairwoman Alice Vaughn states it's been moved and seconded that this loan has been approved as presented 5 Mr. Robert Benavides and Maria Garcia Lova- Ms. Kelly Fry presented a loan application for West, 4625 Odem St., under the Demo Replacement Loan Program for$72,615.00. They will have an 840 sq. ft., 2 bedrooms, 1 bath home constructed. Ms. Lopez will be receiving a 0% loan in the amount of $27,000.00 with a minimum deferred loan of$18,000.00 and a $14,545.00 Deferred Forgivable loan. Also, included is a $7,000.00 Relocation Grant and a Demolition Grant in the amount of$6,070.00. Ms. Fry states that they have a few medical collection accounts, but are not counted against them, since the low amounts of the collections. A nontraditional credit check on their utility payments and cell phone payments was used to qualify them. Their payments were completed on time. They will have a monthly payment of$200.00. Ms. Fry is recommending final approval by the Loan Review Committee. A motion was made by board member Mr. David Cantu approve the loan as presented, and seconded by board member Ms. Maria Clarissa Lopez-Briseno. Chairwoman Alice Vaughn states it's been moved and seconded that this loan has been approved as presented. HCD Refinance Presentation: Ms. Kelly Fry addressed the Housing & Community Development (HCD) procedure for refinancing on the delinquent loans. In the past, the Loan Review Committee questioned the process of how HCD was addressing the delinquent accounts. Ms. Kelly states that what they have discovered after reaching out to several of the home owners that are a120 days delinquent on their account, the original owner has passed away and the children or family member are residing in the home. They are encouraging them to refinance into their name. They will verify the title and make sure a will is in place. If there is a will they will make sure that it has been probated and make sure that the ownership has been taken care of and then have the new owner come in and get the loan refinanced. HCD will offer 5, 10,, and 15 year loan. If they are over 62 years of age, disabled or a Veteran, they will have a zero percent interest; otherwise the refinance will be done at market rate. So far, HCD has refinanced 8 accounts in the last 3 months. The refinance process should take 45 days if they have all of title and legal documents in place. If residents need help with their title issues, HCD has been working with Legal Aid and they are happy to take on the clients. At this time HCD is not focusing on foreclosures. Leslie Marin asked about how many delinquent accounts are outstanding. n 5 Kelly Fry stated on the last report there was thirty-eight (36) delinquent accounts out of over one hundred and twenty (120) accounts. Barry Lobell asked if this procedure has been done in the past or is this something we started more recently. Kelly Fry responded it has been done in the past, but it was more targeted to family members who came into our department, but now the Loan Processors are reaching out to them. Family members usually do not know what to do and are not aware that there is a balance owed. The Loan Processors are trying to educate them. If there are individuals that are staying in the home and do not want to refinance, the Loan Processors will encourage them to sell, so that Housing & Community Development can recoup the Federal funds that are owed to Housing Urban Development (HUD). Barry Lobell stated this was good and that this is what they were hoping to see. Kelly Fry stated she will bring in a current delinquent report. David Cantu asked if we have encountered anyone not wanting to work with us, stating it was their parent's debt and not their debt. Kelly Fry replied not yet, that so far people have been surprised not knowing there was a debt outstanding and that they are mainly concerned with the payment plan. The department is willing to work with them to structure the payment to their budget since most of them receive low income as well. Homeowner's insurance is required and that is confirmed before completing the refinance procedure. David Cantu responded good job. Monique Espinosa asked how many of our existing homeowners are going to be affected by the Harbor Bridge Project. Kelly Fry answered so far we have three (3) that live in the Hillcrest neighborhood that applied for the Minor Home Repair Grant such as plumbing and roof. Those projects can proceed if the applicant decides to stay in the home. Barry Lobell commented this was the first time they asked about the delinquent accounts and saw some progress. Ending again that this was good. Rudy Bentancourt ended the meeting by thanking everyone for coming and that we will get them some numbers on delinquent accounts. ADJOURN: A motion to adjourn was made by David Cantu and seconded by Barry Lobell. Motion passed unanimously.
