Vallejo, NSD Program Manager Sylvia Ford Dalia Garcia, NSD Housing Administration Supervisor Ben Grande Judy Telge MEMBERS PRESENT Alynda Asher Daniel Suckley Alice Vaughn Raul Torres David Cantu Barry Lobell Jesus Leija Caroline Stahl Chairperson, Alice Vaughn called the meeting to order in the First Floor Council Conference Room, 1201 Leopard St., City Hall, roll call was taken with eight members present. Three members absent. First order of business was to approve the minutes of the October 13, 2004 meeting. With no corrections made to the minutes, Mr. Daniel Suckley made a motion to approve the minutes. Motion was seconded by Mr. Raul Torres. Motion passed unanimously. Mr. Vallejo reminded the committee that at the last meeting the election of a chairperson and vice chairperson were elected. Alice Vaughn will continue to be the chairperson, whereas Daniel Suckley will now hold the seat for vice chairperson. SCANNED 0 S The following loans were presented for review: Ballesteros, Paul & Mary-4302 Cambridge: The first loan application presented by Mr. Vallejo a Demolition and Replacement Loan. Mr. and Mrs. Ballesteros will be receiving a 3% Loan in the amount of$35,000, a Deferred Forgivable Loan of$15,000 and will provide owner's share of$9,625 because they elected to go from a 2 bedroom, to a 3 bedroom home. The Corporation will be in a first lien position. Mr. Vallejo informed the Committee that the Ballesteros' have an net income of $692.00. Credit history is fair. Mr. Vallejo informed the committee that staff had not received title opinions from the attorney and therefore presenting this case contingent on the title opinion indicating no problems. The Ballesteros' monthly payment to income ratio is within the 30%. Total debt income ratio is at 59% verses the 40% that is used. Appraised value after rehabilitation is $69,000. Recommend approval based on the Corporation being in the first lien position; 30% income ratio is OK and credit history is fair. A car payment will be paid off within the year which will increase the Ballesteros' income. Motion was made by Ms. Stahl to approve the loan as presented, motion seconded by Ms. Asher. Motion passed unanimously. A concern was brought up by some of the committee members that the Ballesteros'current home, looked good, and why the recommendation for demolishing it. Mr.Vallejo, noted to the committee that the home was determined to be substandard by the inspector i.e termite damage and major electrical problems. The motion was amended in having the option to have Mr. Vallejo consult with the City of Corpus Christi Legal Department the liabilities and costs to move the home outside the city limits in hopes a potential buyer can salvage the home and bring it up to code standards and put the house in the market for resale prior to demolition to use the home for a family in need. Motion passed unanimously. V Lee, John and Stella - 514 Claride: The second application presented by Mr.Vallejo a Demolition and Replacement Loan. Mr. and Mrs. Lee will be receiving a 3% Loan in the amount of $35,000, and a Deferred Forgivable Loan of$13,800. Mr. Vallejo informed the Committee that the Lee's have a net income of$1667.00. The Corporation will be in a first lien position. Credit history is rated bad to fair and fico score is at 622. Title is contingent upon title opinion coming back OK. Mr. and Mrs. Lee are within the 30% and 40% income ratio. Appraised value after rehabilitation is $50,000. Mr. Vallejo recommended approval based on income ratios being at 30% and 40%, the Corporation will be in the first lien position and the condition of the home. Motion was made by Ms.Asher to approve the loan as presented, motion seconded by Ms. Stahl. Motion passed unanimously. Rocha, Dominqa V. —4318 Elvira: The third application presented by Mr. Vallejo a Demolition and Replacement Loan. Ms. Rocha will be receiving a 3% Loan in the amount of$35,000, and a Deferred Forgivable Loan of$14,500. The Corporation will be in a first lien position. Mr. Vallejo informed the Committee that Ms. Rocha has a net income of$1453.00; rated her credit as bad to fair; fico score is 589 and the title is continent upon title opinion coming back OK. Ms. Rocha is within the 30% and 40% income ratio. Appraised value after rehabilitation is $52,000. Recommend approval based on the Corporation in the first lien position, income ratios and condition of the house. Motion was made by Mr. Cantu to approve the loan as presented, motion seconded by Mr. Suckley. Motion passed unanimously. Committee member Ms. Telge arrived at this time. With no further business, meeting was adjourned.
