Chairman Seal called the meeting to order at 3:00 p.m. velcaning new board
member Barbara Sheppard (Area Council Chairman).
,OPFfdNAI CF MIN JTFS: The minutes of the meeting of December 7, 1988 Mere unan-
imously approved as nailed.
f1-AIRvDN'S REPORT: Chairmen Seal reported that the officers of the board had
net an January 11, and had discussed and decided to support the Veterans Band
with a contribution towards their trip to Washington, D.C. to perform in the
Inaugural Parade. Chairman Seal also infonred the board that officers had
decided to form a contributions committee. Jack Bell agreed to accept the
appointment of Contributions Cammittee Chairman. Others serving on this comm-
ittee are: Roy Hinojosa, Ed Garza and Ricardo Sanchez.
At this point Communications Nenager Judy Everett-Ramos briefed the board
on the Veterans Band trip to Washington, D.C.
NPR STING m.MIITTEF REPORT: Nbrketing Committee Chairmen Nick Reyna reported
that three subcommittees are being formed and the chairpersons of each are as
listed: Lynda Goodwin, Conventions; Carole Snyder, Tour & Travel ; Cathy
Harrison, Special Events. These subcarmittees are being established to give
visitor industry partners the opportunity to offer their input regarding Bureau
marketing efforts. The Nbrketing Committee has been reviewing cooperative ad-
vertising opportunities, as yell as gearing up to begin putting together the
1989-90 Nhrketing Plan.
,REA CCLN'IL REPORT: Area Council Chairman Barbara Sheppard updated the board
on the first m=eting of the Area Council held January 18th. Sheppard briefed
board on meke-up of group, noting area communities represented. Sheppard also
reported that Area Council had agreed to ask hate charters of commerce to draft
resolutions supporting the National Seashore' s immediate needs for operating
capital .

At this point a discussion was opened by Chairmen Seal regarding the differences
between the Coastal Bend Regional Tourism Council and the Area Council . Presi-
dent Rob Earley explained that the Coastal Bend Regional Tourism Council is an
independent group made up of representatives from area chambers of commerce
who are interested in promoting the Corpus Christi Bay area based on a regional
concept, and to strengthen the relationship in the visitor industry between
Corpus Christi and the surrounding area. Earley further explained that the
Area Council is made up of eight appointees from the surrounding area which is
a formal committee answering to the board. (LENGTHY DISO./SSICN ENSUED)
RV RESRT C].MITTEE REPORT: Chairman Seal informed the board that the mission
of the RV Resort Committee is to attract investors to Corpus Christi to build
a RV Resort. Committee must convince the City to allow investors to lease or
buy twenty available acres located on Corpus Christi Beach. Visitor Infomna-
tion Centers Manager Jo Kerner outlined facilities needed on site to ensure a
successful RV Resort. (LENGTI-Y DISUSSICN ENSUED)
PERSCNND CENMITTEE RERRT: Committee Chairman Al Jones reported that the
Personnel Committee had net in early January to discuss entering into employ-
ment contract between Rob Earley and Board. Personnel Committee gave Rob Earley
a unanimous vote of confidence and expressed that he is doing a tremendous job.
However, the committee members felt that the board should have more time to get
to know President Earley better in the administrative capacity before entering
into a contractual agreement. Committee Chairman Jones stated that goals and
measurements should be established for critiquing purposes as well as to see
progress made after one year.
1989 VISITIR IMIISTRY IFGJSIATIVE ISSIFS,: President Earley briefed board on
1989 visitor industry legislative issues, asking that they be endorsed by board-
members so that congressional support may be gained. Board of Directors unan-
imously voted to support the following legislative issues:
1. ) Use of Hotel/Nbtel Tax: To limit the use of the municipal portion of hotel
occupancy taxes to tourism promotion and convention center construction/
operations. House Bill not out of legislature at this tine.
2. ) Amendment to House Bill #141 allowing for casino gambling on one day
cruises frau Texas ports beyond the 12 mile limit , not touching any foreign
ports.
President Earley briefed board on the upcoming Texas Tourism Awareness Day,
to be held in Austin on February 15th. This program is for the sale purpose
of allowing Texas visitor industry leaders the opportunity to enlighten legis-
lators about their destinations and needs pertaining to Tourism. Earley en-
couraged boardmembers to attend this program if possible.
FINAN'1Pl RFFCRT: Secretary/Treasurer Ruth Stark gave financial report for
the month of December 1988. Stark explained that information outlined in the
report reflects monthly budget as well as actual expenditures for all depart-
ments of the Bureau.

PRESIDENT'S REST: President Earley updated board on convention division
activities, noting that thirteen meetings have been booked since the last board
meeting. Earley listed names of larger groups booked. Earley gave projections
pertaining to roan nights, delegates, etc.
Earley reported that guest registrations at the two visitor inforu tion centers
for the month of December '88 totaled 5,600. Earley also reported that the
Nueces River Park Visitor Information Center held a press conference as the
the 100,000th visitor to be assisted since the opening of both centers passed
through earlier this month.
Earley briefed board on visitor development division activity, noting that
Visitor Development Manager Nbrtha Espinoza had attended the National Tour
Association meeting during the month of December held in Kansas City, Missouri .
Earley cited number of phone and written visitor inquiries for the month of
December. Earley also briefed board on number of columnar inches of free pub-
licity Bureau had received throughout various publications far the past month.
Earley updated board on Bureau staff involve-rent in local Winterfest to be held
February 10-12th. Earley noted that this would be the first year the Winter
Texan Festival would have a "Texas Size Pot Luck Supper", bowling and golfing
tournaments, ballroom dancing and square dancing.
Earley also gave update on Fiesta de Corpus Christi to be held June 22-24,
noting that all proceeds would go to Hispanic Chamber of Commerce.
Earley reported that the Bureau is taking applications for volunteer program,
"Sparklers" to be headed up by Visitor Centers Manager Jo Kemmer.
Bill Pettus circulated copies of Bureau ads currently running.
