RE: Padre Island National Seashore Funding Crisis
As camunity leaders concerned with the economy of the Coastal Bend area of
South Texas, and being knowledgable about the immediate, positive impact that
tourism can provide for our economy, I urge you and your organization to con-
sider and endorse the following resolution:
whereas the Padre Island National Seashore is the fourth most visited
attraction in Texas, and
Whereas notwithstanding its popularity, visitation has decreased 40%
since 1976, and
whereas current visitors frequently note their displeasure with the lack
of visitor facilities and services in the Park thereby contributing to the
decline, and
whereas services requested by the Park's visitors, such as a welcare
center, nature interpretations, restroams, picnic facilities, fresh water and
shade cannot be provided because of inadequate funds and personnel , and
whereas the health and safety of the Park's visitors is currently con-
promised by a lack of security and lifesaving personnel , and
Whereas the visitor industry has been targeted by Coastal Bend munici-
palities and the State of Texas as an industry to nuture in order to diversify
the economy and provide employment opportunities for residents of the region,

Now therefore be it resolved that the
does hereby request that Congressmen Solman Ortiz and Senators
Phil Gramm and Lloyd Bentsen intervene with the United States Department of the
Interior and its National Park Service to have those agencies provide Padre Island
National Seashore with $712,519 immediately to supplement the Park's 1989 budget;
and further that the Park be provided with $75,000 in capital funds in fiscal
year 1989 to begin planning for adequate maintenance and improvement in the
physical facilities at the Park; and further that Congressman Ortiz and Senators
Gramm and Bentsen assure the residents of the Coastal Bend Region of South
Texas that they will continue to be involved with the budget requests for the
Padre Island National Seashore to insure the Park continues to have adequate
operating and capital improvement funds in future fiscal years.
