HomeMy WebLinkAboutMinutes Crime Control And Prevention District - 02/17/2010 MINUTES CRIME CONTROL AND PREVENTION DISTRICT RECEIVED WEDNESDAY,FEBRUARY 17,2010 CITY HALL,1201 Leopard,6TH FLOOR CONFERENCE ROOM APR 3 0 2010 Members Present Estela Garcia Reagan Sahadi CITY SECRETARY'S OFFICE Gail Gleimer Loeb Susie Luna Saldana Cecil Johnson David Sauceda Jesse Molina Chairwoman Susie Luna Saldana called the meeting to order at 2:35 p.m. A motion was made by Mrs. Garcia and second by Mr.Johnson to approve the minutes as printed. Motion carried,7/0. The Chief of Police reviewed the Compstat program and explained that it will begin in March. The Chief also explained that a recent roundup had 5 arrests with felony charges. Jesse Molina asked if we review gang affiliates in the jail.Chief Riggs stated they work closely with Sheriff Kaelin on such issues. Constance Sanchez reported revenues collected are 42.76%when they should be at 50%. Expenditures are @ 39%. Mrs. Luna Saldana asked where the School Crossing Guards were budgeted and does the City budget cuts affect them. She would like to see how their hours were cut because she thought the city council was not going to cut essential positions. Daniel Vargas with the Juvenile Assessment Center stated that 24 day and 71 night violators have been processed since August. He explained that they are doing cross training of case managers and that they should have a new U.A.case manager hired by early March. He will bring a powerpoint on a new prevention program next month. He would like to begin a summer educational program to cover day and night curfew as well as graffiti. He also explained that there had been no materials purchased under a previous proposal. Mrs. Gleimer Loeb asked if they were in touch with the Municipal Court Judges and Mr.Vargas stated that yes they were. Stacy Talbert stated that final terms for the Wilson Building new space lease would probably go to City Council in March. Mrs. Gleimer Loeb asked if the offenders could go to the Juvenile Justice Center for UA if we aren't ready. Commander Schauer stated the second graffiti track has made a big difference in graffiti in city. Imelda Benavides, Crime Prevention Advisor, talked about an art work project where kids paint/draw about gang awareness, etc. and are stamped with"You are a Super Star"with CCPD and CCD Stamp. Mrs.Garcia said it is a positive initiative that kids need to respect officers and this project will help. Mrs. Garcia read the increased sales tax resolution to be adopted by the board. A motion was made by Mr. Johnson and second by Mr. Sauceda to approve resolution,in accordance with Senate Bill 575 (Section 321.1055 Tax Code) to impose local sales and use tax on the residential use of gas and electricity throughout the Crime Control and Prevention District; providing for the reporting to the State Comptroller Office; and providing for publication. Motion carried,7/0. Eddie Houlihan reviewed the budget as distributed. Revenue is expected to do an upward turn in April. Additional sales tax is expected by October 2010. Raymond Rivas stated that the proposed 10 budget is 270,000 under what had been budgeted and a 3% increase in sales tax for 2011. Ms. Eldridge reminded the board that last year they stated they would only fund the Graffiti program for one year and then the General Fund will have to take it over. Susie Luna Saldana asked the police department to come back with some recommendations as to how to fund the Nogr rn position of Graffiti Coordinator. Mr. Johnson stated that the program is a great economic incentive program. Chief Riggs stated that if the program is cut,he will have to fund money to do it and other programs may suffer. Mrs. Gleimer Loeb explained that she does not want to cut the program or any programs for Police. She explained that she is willing to let the crime control district step in and cover program this 2011 year. Mrs. Luna Saldana wants to see where we can reduce to cover the program. Mr. Sahadi stated if we have the money then we should pay. The meeting was adjourned at 3:50 p.m. SCANNED
