The public hearing was called to order by Susie Luna Saldana at 6:02 p.m.
There were no public comments.
A motion was made by Mr.Johnson and second by Mr. Sauceda to close the public hearing. Motion
carried, 7/0.
The regular board meeting was called to order by Susie Luna Saldana at 6:03 p.m.
A motion was made by Mr. Sauceda and second by Mrs. Gleimer Loeb to approve the minutes of the
previous meeting. Motion carried,6/0,with Mike Staff abstaining.
Constance Sanchez reviewed financials,the revenues are down 13.93%with expenditures at 57%being
66.6%into the fiscal year. Monthly revenues reflect$52,552.00 that came back to us by the auditor.
Daniel Vargas gave a report on the Juvenile Assessment Center. They are conducting cross training with
Municipal court for the transition from Parks and Recreation to Municipal court. Construction at the new
location in the Wilson Building will be completed by April 30'". The annual report was reviewed. The
new prevention program is still being modified and they hope to have it presented at the next meeting.
Commander Schauer reported on a large graffiti incident in Flour Bluff that resulted in one juvenile
arrest. Cecil Johnson commented that he has seen the graffiti trucks a lot in the past 60 days. Board said
to tell them that they are doing a great job.
Chief Riggs reported on a new website that will be available for the public to review and report crimes in
their area. He also explained that he is always trying to look for more ways to improve technology to
help the department work smarter and more efficient. Chief stated more officers will be put on bike
patrol for special events.
A motion was made by Mr. Johnson and second by Mrs. Gleimer Loeb to adopt the FY 2011 budget.
Motion carried, 7/0.
Pat Eldridge reviewed the Crime Control Calendar.
Pat Eldridge stated that the Quarterly and budget presentation will be on May 18th,
Chief Cavazos from CCISD reviewed the jurisdiction of CCISD;it is any area that pays school district
taxes in the City. Mr. Cavazos explained that he requires his officers to make reports on any incident,
then it is submitted to JJC and to CCPD. Mrs. Luna Saldana asked who would respond to an incident and
Chief Riggs stated they would be available if called. Most of the time CCISD police respond. Chief
Riggs stated we work well with CCISD sharing criminal intelligence,etc. Chief Cavazos has an informal
agreement with CCPD that says if an incident occurs on campus it is CCISD,if major then CCPD would
be called. SCANNED
Mr.Molina asked if there was anything the board can do to assist the JET team with the drive by's. Lt.
Bowers reported they are behind in technology and in need of laptops that are not city identified to
investigate facebook pages. Mr.Johnson asked if there was a venue for citizens to report cyber postings,
Lt. Bowers stated"no"unless through crime stoppers. Lt. Bowers explained that they still need data entry
into the gang database,Mrs. Saldana asked why we couldn't hire minimum wage employee to do the data
entry. Chief Riggs says we are in a hiring freeze,but looking into volunteers to use in other areas.
Daniel Vargas reported they are going paperless, scanning all files.
Randy Maldonado asked if we have ever had cash for guns program. Lt. Bowers stated he was not sure,
but the Save Our Streets program took 91 guns off the street. Mrs. Luna Saldana asked how much the
computer would cost for the next meeting.
Mr. Sauceda asked if the Chief was going to ask for any equipment from the Board.Ms. Eldridge stated
we would begin in October to review the 10 year plan and discuss future budget issues. Chief Riggs stated
he was being a good steward of funds and not asking for any funds at this time.
