The meeting was called to order by Susie Luna Saldana at 2:39 p.m. A motion was made by Mr.
Staff and second by Mr. Molina to approve the minutes of February 16, 2011 as printed. Motion
carried, 5/0 with Mr. Corrigan abstaining.
Chief J.V. Garcia explained to the board that there was a strong police presence throughout
spring break. There were 31 arrests, 230 citations, 2 impounds and 1 assault. Chief Garcia also
spoke about the planning process of the Buccaneer Day Parade. He explained the goals that
Chief Riggs has for 2011 which will include the establishment of a Fusion Center.
Lt. Gray spoke about drive by shootings and explained that they have had 50 in 2009, 38 in 2010
and 5 year to date. Data collected is from our internal crime analysts housed in the fusion center.
A year to date comparison will be distributed via email to all board members.
Eddie Houlihan explained the financials to the board. Revenues are up 12.18%, expenditures are
at 51.4%, and we are 58.33% into the fiscal year.
No representative from the Juvenile Assessment Center was present to report to the board.
Detective Ramiro Torres explained that they have had 129 graffiti cleanup work orders from
March 2011 to present. Detective Torres also explained that the last 2 weeks have been a
success with 2 juveniles arrested at Trojan and West Point. There were 10 victims with
$2,100.00 of damage.
The staff reviewed the proposed FY 12 budget and explained that Crime Control will continue to
fund 50 officers, sales tax increase by 2%, 10% increase in fuel and no longer fund the graffiti
coordinator's position. Next month's Crime Control meeting will open up with a public hearing
at 6 p.m. then the board will adopt the budget right after.
Mike Staff had a question regarding phones for DPO's as well as the vision/dental insurance.
City staff to put these topics on next month's agenda.
The Commission on Children and Youth is requesting $34,000 for the Data Collection Project.
This study provides demographic and statistical information on the risk factors that can impact
the health and well being of our community's youth and families. After a brief discussion, the
board has decided to table this item until the May 18 meeting as no representative was present to
make the request.
