HomeMy WebLinkAboutMinutes Crime Control And Prevention District - 03/21/2012MINUTES CRIME CONTROL AND PREVENTION DISTRICT WEDNESDAY, MARCH 21, 2012 CITY HALL, 6 TH FLOOR CONFERENCE ROOM Members Present Jemmy Dorsev Susie Luna Saldana Estela Garcia Michael Staff Randv Hicks David Torres Randv Maldonado The meeting was called to order at 2:38 p.m. by Susie Luna Saldana. A motion was made by Mr. Hicks and second by Mr. Staff to approve the minutes of February 22, 2012 as printed. Motion carried, 7/0. Report from the Chief of Police: • Met with Command Staff • Will present a reorganization plan Mrs. Saldana asked Chief Simpson about Community policing, Chief Simpson explained that community policing consists of knowing the people you seine. Mrs. Garcia asked about Graffiti and Chief Simpson responded and explained that he would like to hold the parents accountable for their children`s actions. Chief Simpson explained that Graffiti impedes tourism and the department remains focused on getting graffiti wiped out. Mr. Staff asked Chief Simpson about comments he heard regarding using portions of the Crime Control sales tax for street repairs. Constance Sanchez stated it is only a comment by the committee and the tax cannot be used for anything other than what the voters approved which is for the establislnnent of a Crime Control and Prevention District. Constance Sanchez gave the financial report: • Sales Tax for 7 months ending 2 -29 -12 is $3,422,081.54, 12.28% over budget • Expenditures for 7 months ending 2 -29 -12 is $2,841,622.28, 54.4% of budget, being 58% into the FY. Diana Naranjo with the Juvenile Assessment Center presented the board with a monthly report on curfew violation occurrences and intakes FY 2011 -2012. Mrs. Naranjo explained that 16 youth violated curfew at night with Thursday night being the busiest. 40 court referred youth were sent to receive urinalysis testing, most tests came back negative. The cost for chug testing is $18.00 per test. Senior Officer Steve Smith explained that the 78415 zip code calmed down with graffiti during spring break. • Work order requests: January -349, February 405 and in March 146 • A total of 32 arrests were made in 2011, as of 2012 Januaiv had 9. February had 9 and March had22. Mr. Smith explained that he has been in touch with CCISD Chief of Police and is scheduling meetings with his officers. CCISD officers are an excellent source of information to CCPD. Mike Staff explained to the board that work crews removed the graffiti that was done at the J.D. Bock park within 6 hours of being notified. Mr. Staff was very proud of city crews for responding quickly to this matter. Mr. Smith explained that it is his mission to clean graffiti immediately and to enlist the communities support in this matter. Mr. Staff explained that the discussion regarding a resolution of support for the District Judges and assigmnent of graffiti cases is in the works. Mr. Staff and Trisha Dang (Police Legal Advisor) are working on a resolution. On May 18, 2011, Dr. Phil Rhoades asked for grant finding for a data project from the Crime Control board, and the board agreed to pay $10,000 if Dr. Rhoades could match. Stacie Talbert advised that $19, 610 has been raised. Ms. Eldridge advised that final approval of the funding will be an action item on next month's board agenda. The FY2013 budget was reviewed with one change. The sales tax estimates were initially projected at 3.5 %, but staff is recommending the number be revised to 6% to mirror the City's budget proposal. Items to be placed on next month's agenda: • Action item to approve $10,000 payable to the Commission on Children and Youth for the grant request • Presentation by Code Enforcement • Public Hearing and 2012 -2013 budget adoption -April 18, 2012 at 6:00 p.m. No public comment.
