HomeMy WebLinkAboutMinutes Crime Control And Prevention District - 04/18/2012MINUTES CRIME CONTROL AND PREVENTION DISTRICT WEDNESDAY, APRIL 18, 2012 CITY HALL, 6 T " FLOOR CONFERENCE ROOM Members Present Estela Garcia Susie Luna Saldana Randy Hicks Michael Staff Cecil Johnson David Torres Randy Maldonado The public hearing was opened at 6:00 p.m. by Susie Luna Saldana. There were no public comments. A motion was made by Mr. Johnson and second by Mr. Torres to close the public hearing at 6:01 p.m. Motion carried, 7/0. The regular meeting was called to order at 6:01 p.m. by Susie Luna Saldana. A motion was made by Mr. Staff and second by Mrs. Garcia to approve the minutes as printed. Motion carried, 7/0. No questions were asked regarding the adoption of the FY 2013 proposed budget. Pat Eldridge explained that the extra sales tax was included in the budget book. A motion was made by Mrs. Garcia and second by Mr. Johnson to approve the FY 2013 proposed budget. Motion carried, 7/0. Report from Chief Simpson: • Compstat- progressing well, Phase I has gone very well. Compstat serves as a measure of crime reduction around the city. • Summer Crime Initiative - To focus on Juvenile crimes, open drug sales, graffiti and prostitution. Also a major portion of the initiative is community education informing the public of crime in their neighborhoods. • Restructuring of the Police department - An additional assistant chief will be appointed to oversee the hiring process and other human resources issues. Chief explained that the department is currently 32 police officers under authorized strength. He further spoke on the federal action pending regarding the hiring of women. a) Mrs. Garcia would like the Crime Control board to be included in email notices regarding the summer crime initiative. b) Mrs. Garcia asked why the department was 32 officers short and Chief explained that they have not hired since November of 2010, some officers were terminated and others retired. 18 police trainees will graduate in May and a new academy will commence January 2013 with 15 trainees. c) Mrs. Garcia asked about the patrol rifles that the Crime Control bought, Pat Eldridge explained that they have been ordered but have not arrived. d) Mr. Torres expressed an interest in push cards in water bills. The push cards would inform the community about crimereports.com. Pat Eldridge will get information on the push cards and report back to the board. e) Mr. Johnson wanted to know who would monitor the email that would be sent out to people giving them information on their neighborhood. Chief Simpson explained that a person from the PIO office or the Uniform division will monitor it daily. f) Mr. Hicks asked if the Crime Control Board could receive a copy of the Compstat reports via email. Chief Simpson said a condensed version will be sent. g) Mr. Hicks asked if the hiring standards will be changing, Chief Simpson replied that he will not lower the standards. Constance Sanchez gave the financial report: • Sales Tax for 8 months ended March 31, 2012 is $3,923,911.39, 13.31% more than what was budgeted. • Appropriations and expenditures for the 8 months ended March 31, 2012, $3,479,334.90, 65.39 %. Diana Naranjo gave an update on the Juvenile Assessment Center and passed out the monthly report. Graffiti report -Lt. Mike Alanis was just recently assigned as the Lt. overseeing the graffiti division. Lt. Alanis reported that there was no new information to be presented. Pat Eldridge explained that a presentation on the proposed FY2013 budget will be made to council on May 8, 2012, the City Council will hold a public hearing on June 12, with first and second reading ordinances on June 19 and 26. Tracey Cantu with Code Enforcement provided up to date statistics as well as a list of items she was requesting from the Crime Control board. She understands the budget has already been developed. PALS -CCY Data collection process - Mrs. Garcia would like to see proof that PALS has collected $10,000. Pat Eldridge advised that Stacey Talbert will be sending her a copy of the donated amounts and Pat will forward to Board Members. A motion was made by Mr. Hicks and second by Mr. Johnson to approve payment of $10,000 to PALS provided they submit proof of the matching funds. Motion carried, 6/0. Items to be placed on next agenda - May 16, 2012: • Nueces County Gang prosecutors • Information on Utility billing Introduced new Police legal advisor Elizabeth Hundley No public comments.
