CRIME CONTROL AND PREVENTION DISTRICT

The meeting was called to order by Susie Luna Saldana at 2:31 p.m. A motion was made by Mr. Staff and second
by Mrs. Garcia to approve the minutes as printed. Motion carried, 8/0.
Report from the Chief:
• Assistant Chief Markle stated for CY2012: 14 of the 16 homicides were solved. 35,000 cases for the
Criminal hrvestigation Division, 2500 for the Narcotics division and 112 for the Organized Crime Unit.
• Chief Simpson stated department will continue enforcement in hot spots as well as traffic infractions.
• Operation Proud Partnership will next be in Flour Bluff
• Purchasing department advised staff that an RFP will be issued for motorcycles
• Rifle cases lights have been ordered. Lights have been received.
• Cmdr. Houston advised that the chief authorized a Rill time recruiter to get applicants hired into the
academy. The new class will begin on January 21'r. A neAv academy will commence in August Avith 25
more cadets. On February 18t"the 71'r Academy will begin with 12 females and 13 males. The recruiting
department of CCPD will be hiring year round.
Constance Sanchez gave the financial report:
• Revenue estimate for the 4 months ended November 30,2012 were$2,185,367.47.
• Sales Tax for 4 months ended November 30,2012 were$2,180,861.65
• Expenditures in line at 26.02%. We are 33.33%into the Fiscal Year.
Diana Naranjo with the Juvenile Assessment Center explained that 20 curfew violations were issued in Nov and 22
in Dec. Mrs. Naranjo also explained that Hamlin middle school saw a decrease in 01'and 7t" graders that were sent
to the office all due to the life skills training that the Juvenile assessment center provided.
Senior officer Steve Smith reported 35 arrests in 2012, 20 were juveniles and 15 were adults. Graffiti task force had
18 felony arrests and 17 misdemeanor arrests.
Tracey Cantu with the Code Enforcement department requested funds for lumber and tactical gloves. Mrs. Garcia
asked which department would pick up with the costs for 2013-2014, and it was explained that the General Fund
would help with the costs. Mr. Staff advised that he knew of a program that could help with the cost of the gloves.
Mr. Staff explained that it would cost 45.00 per set and it was tax free as well as free shipping. Mrs. Cantu advised
the board that lumber was last purchased in 2010 or 2011 and they are in desperate need of plywood. A motion was
made by Mr. Lara and second by Mr. Hicks to approve a onetime expenditure not to exceed$4000 for the purchase
of lumber for Code Enforcement. Motion carried, 8/0.
Constance Sanchez explained an agreement with MuniSeivices LLC to conduct an audit of sales tax. After a brief
discussion,a motion was made by Mr. Staff and second by Mrs. Garcia to approve the agreement with
MuniSeivices. Motion carried, 8/0.
Pat Eldridge provided the board with a 2012 animal report as well as a budget adoption schedule.

• Presentation from a non-profit organization for the purchase of needle resistant search gloves
• Dr. Rhodes update
• Election of officers
Public Comments: Tracey Cantu thanked the board for supplying the code enforcement officers with supplies that
were needed.
