CRIME CONTROL AND PREVENTION DISTRICT

The meeting was called to order by Susie Luna Saldana at 2:30 p.m. A motion was made by Mr. Maldonado and
second by Mr. Johnson to approve the minutes as printed. Motion carried, 9/0.
Constance Sanchez gave the following information about the financial report:
• Revenue estimate for the 6 months ended Januaiv 31,2013 were$3,356,925.55.
• Analysis of Revenues-Sales Tax ended Januaiv 31, 2013 was$3,350,950.24.
Diana Naranjo with the Juvenile Assessment Center explained that there has been a significant increase in curfew
violations. 37 drug testings were performed, 26 were negative and the rest that were positive were mostly marijuana
and 1 for amphetamines. The Life Skills Training prevention program has had 2,279 youth that have participated,
to date 6,318 hours have been spent in providing training to mostly middle school students. hi February, the
program will branch out into the elementary schools to talk about bullying. Cliff Maus opened up a secondary site
which will host a spring break camp.
Report from Chief Simpson:
• Battle against crime-4%reduction from last year.
• Invited area Chief s to attend compstat on Feb 27 to discuss police pursuits and share information
• Cadet hrternship Program-talked an applicant away from Dallas PD,and was able to hire them.
• Police Academy - CCPD will be asking for help, and is still short staffed. Staff is currently working
on a 3-5 year plan. Last year CCPD lost 604 years and 9 months of experience through retirements.
Planning to start another academy in August.
• Motorcycles-Final reading for the 6 bikes will be on April 30,2013.
Captain Bowers talked about how the violent crimes have shown a decrease of 22%YTD Murders year to date are
5 compared to 3 last year.
Senior Officer Steve Smith explained that 7 graffiti arrests were made, 3 of which were adult repeat offenders. There
are currently 246 work orders in the system.
Meredith with the Coastal Bend Wellness Foundation presented the Board with a proposal to purchase Alpha Gloves
made by Turtle Skin at a cost of$58.03/pair. She stated CCPD averages 5 needle sticks a year. The front of the
glove is blade resistant and the inside is needle resistant. Hepatitis C is a huge problem in Corpus Christi. Meredith
explained 178 gloves have been purchased so far with 298 more pairs for CCPD and Code Enforcement for a total
of$17,29294. The board would like to include the 3 prisoner transport officers to receive the gloves. Would like
to put this item as an action item for next month`s meeting,
Crime Control board will adopt the budget on April 17t"at 6 p.m with regular meeting to follow.
Raymond Rivas, Eddie Houlihan, and Pat Eldridge reviewed the proposed FY2014 budget. Budget does include
three additional FTE's. Commander Frese spoke to the board about adding 2 additional crime prevention advisor
positions. Assistant Chief Mark Schauer explained to the board that he would like to hire a VIPS 1 olunteer ill
Police Service coordinator. The coordinator would identify-where CCPD could use volunteers, and would mirror the
program of the Texas State Aquarium. The JAC also requested additional books for the Life Skills Training.

• Protect the Protector Gloves program
The meeting was adjourned at 4:15 p.m.
