CRIME CONTROL AND PREVENTION DISTRICT
WEDNESDAY, MARCH 20, 2013

The meeting was called to order by Cecil Johnson at 2:33 p.m. A motion was made by Mrs. Garcia and
seconded by Mr. Torres to approve the minutes as printed. Motion carried 8/0.
Assistant Chief of Police Michael Markle gave the following report on crime:
• Violent crimes have shown a decrease of 19%YTD.
• Property*crimes rates have shown an increase Near to date.
• Burglar*rates have increased year to date with a significant number involving stolen tools.
• Auto thefts are down for the Year.
Chief Markle also spoke about setting up initiatives for property*crimes, burglaries, and auto thefts.
Scott Leeton talked about surveillance cameras. Chief Markle explained that not all city*cameras record
and that there is a two-week retention period on recorded data.
Cmdr Houston reported the following figures regarding Spring Break 2013:
• 30 DWI arrests in 2 districts bringing the total number of DWI related arrests up to 229 YTD, a
13%increase from last Year.
• There were 48 arrests and 17 warrants
• Traffic patrol officers issued 1,000 citations
• 3 accidents were reported on the beach.
Pat Eldridge stated two bids had been submitted for the purchase of new motorcycles. These bids will be
reviewed and presented to City Council in May.
Cmdr Houston stated that all current academy*cadets are doing well.
Diana Naranjo with the Juvenile Assessment Center explained there has been a 50 percent increase in
youth brought in to the center for the period ending Februaiv 24, 2013 compared to the number from the
previous period ending Februaiv 12, 2013. According to Diana 30 drug tests were performed bringing the
year to date total to 259. Of those 30 tests 15 received negative results and the remaining 15 tested
positive for marijuana. The Life Skills Training prevention program has branched out to elementaiv
schools to address issues early*on. 142 elementaiv school students have participated in the program to
date, 274 hours have been spent in providing training to these elementaiv school students. The middle
school participants numbered 60 children and 166 training hours were provided to these students. Cliff
Maus has opened up a secondaiv site in partnership with Youth Odyssey to provide prevention activities
for youth to include team challenges and leadership development.
Senior Officer Steve Smith stated that since the last meeting 2 juvenile arrests have been made relating to
a single act of graffiti. Yea te date Since last months meeting graffiti totals are 49 acts to businesses, 43
to residential fences, 150 to street signs, and 29 to cable and utility boxes. There are currently 227
approved work orders for graffiti removal.
The legal advisor, Buck Brice, stated it is against State law for the District to give the funds to the Aids
Foundation for the purchase of protective gloves. Pat Eldridge stated the City will have to go through the
bid process and will advise the Board of progress. Motion made by Scott Leeton and second by David
Torres to spend up to $18,000 for the purchase and for the funds to come from reserve appropriation.
Motion carried 7/0.
Commander Houston gave brief overview of a project to replace the current handgun, Glock 40 c. Smith
and Wesson has offered a swap of weapons, but the swap will entail the purchase of new holsters at an
estimated cost of$55,000. As the proposal develops, the PD may be coming to the Board in the future to
request funds.
Pat Eldridge stated the FY2014 budget proposal was presented to the Board at the last meeting and did
the Board have anv additional questions. No questions or modifications
The Board will meet at 6pm next month for the budget public hearing then a regular meeting.
