The public hearing was opened at 6:00 p.m. by Susie Luna Saldana. There were no public comments. A motion was
made and second to close the public hearing at 6:01 p.m. Motion carried 8/0.

The regular meeting was called to order by Susie Luna Saldana at 6:01 p.m. A motion was made by Mr. Staff and second
by Mrs. Garcia to approve the minutes as printed. Motion carried 8/0.
Assistant Chief of Police Markle gave the following report on crime.
• Violent crimes are down 15.75% YTD.
• Property crime has shown an increase of 7.32% YTD.
Chief Markle remarked on the camera initiative, stating that the cameras located throughout the city are maintained by 3
different departments. The goal of the initiative is to unite these three departments and install uniform software improving
access, memory, and picture quality. He stated that the changes could be put in place within the next couple of months.
Chief Markle responded to questions regarding the safety preparations put in place by the CCPD for the upcoming
Buccaneer Days events. He explained that everything is in order ensure public safety.
Constance Sanchez introduced Susan Thorpe, Assistant City Manager. Constance gave the following financial report:
Revenues are $258,131 or 11.6% higher than this time last year and expenditures are 59% with 66.67% into the year.
Diana Naranjo with the Juvenile Justice Center explained that 24 youth were brought in to the center in March 2013,
compared to 22 for the month of March 2012. 55 drug tests were performed with 35 of those test performed yielding
negative results, 19 produced positive results—mostly for marijuana, the remaining test specimen was damaged in
transport and is being tested at this time.
Diana gave the following information regarding Life Skills Training March 2013:
• Elementary school participants numbered 142.
• Total number of participant hours for elementary students was 254.
• There were a total of 60 middle school participants.
• Middle school students received 102 hours of training.
Senior Officer Steve Smith explained that there have been 7 graffiti related arrests made since the last meeting. Four of
those arrests involved juveniles and three adults. Currently there are 333 active work orders in the system. There were
97 acts of graffiti to businesses/structures, 67 to residential fences, and approximately 150 to street signs during this
reporting period.
No questions were asked regarding the adoption of the FY 2013/2014 proposed budget. A motion was made by Mrs.
Garcia and second by Mr. Torres to approve the FY 2013/2014 proposed budget. Motion carried 8/0.
Pat Eldridge explained that City Council would be holding a public hearing May 28th regarding the FY 2014 budget.
Followed by the first reading to approve or reject the budget on June 11th and a second reading on June 25th

• New motorcycles
• Holsters
The meeting adjourned at 6:25 p.m.
