CRIME CONTROL AND PREVENTION DISTRICT

The meeting was called to order by Susie Luna Saldana at 2:35 p.m. A motion was made by Mr. Johnson and
second by Mrs. Garcia to approve the minutes as printed. Motion carried, 9/0.
Chief Simpson talked about Crime Stoppers offering$250 for tips on under-age drinking as a focus on graduation
parties. Assistant Chief Markle gave the following report on crime:
• Homicides have increased by one since last reporting period
• There has been a 3.8%increase YTD on Index Crimes
Assistant Chief Markle also spoke about an audit process on business related robberies to verify the categorizing of
crimes. The Chief addressed questions posed by Mrs. Saldana regarding solutions to controlling the homeless
population in Corpus Christi. He spoke of modeling a program after San Antonio`s Haven for Hope, a transitional
program designed to break the cycle of homelessness.
Mr. Johnson made an inquiry regarding safety concerns for the upcoming Beach to Bay event. Assistant Chief J.V.
Garcia stated that various law enforcement agencies federal,state,local,and county including ATF,FBI,and DPS
will be working jointly to ensure public safety.
Pat Eldridge spoke regarding motorcycle bids. The selected bid was to CC Cycle Plaza for the Victory brand
motorcycles. Discussion ensued regarding whether Crime Control was getting the best value for their money on the
selected bid. Mike Barrera,Assistant Director of Financial Seivices was present to address questions regarding the
City s bidding process. The board decided to have a special called Crime Control meeting Monday,May 20, 2013
at 2:30 p.m.for discussion of possible action regarding ftznding for the motorcycles.
Constance Sanchez stated revenues are 11.23%higher and expenditures are 68%with 75%into the year.
Diana Naranjo with the Juvenile Justice Center explained there has been a decrease in the number of juveniles
brought in for curfew violations during the last reporting period. A total of 60 drug tests were performed in April.
41 of those tests yielded negative results,the remaining 19 tested positive for Marijuana. Diana spoke regarding
plans to institute summer meal program. Diana gave the following information regarding Life Skills Training for
April 2013:
• Total number of youth participants for 9 month reporting period is 4,210.
• Total number of participant hours for 9 month reporting period is 9,296.
Senior Officer Steve Smith explained that one felony arrest for graffiti was made since the previous meeting.
Currently there are 340 work orders in the system. There were 161 acts of graffiti to traffic signs,46 to residential
fences, and 36 to business structures.
Pat Eldridge explained that City Council will be holding a public hearing May 28t"regarding the FY 2014 budget.
Followed by the first reading to approve or reject the budget on June I It"and a second reading on June 25ri' Pat
also gave an update on protective gloves. Bids were received with the lowest bid at$42 a pair.
Pat also spoke regarding the purchase of weapon holsters within the next 30 days at a cost of up to$50,000. A
motion was made by Mr.Hicks and second by Mr. Johnson to approve the purchase of weapon holsters not to
exceed$50,000. Motion carried 9/0.
