A motion was made by Mr. Staff and second by Mr. Leeton to approve the minutes as printed. Motion carried, 510. Captain Bowers reported that the UCR crime rate for violent crimes is down 6.5%and property crimes are up 4% from this time last year. Eddie Houlihan gave the financial report and stated the following: • Analysis of revenues for 11 months ending June 30,2013-$6,073,082.80,up 5.06%. • Revenues for this reporting period up 10.20%compared to previous year actual. Diana Naranjo with the Juvenile Assessment Center explained that there were 13 intakes for curfew violations for the month of June. There were 20 drug tests performed. Five of those tests yielded positive results,mostly for marijuana. There were a total of 28 youth participants in Life Skills Training and 39 hours of training provided. Senior Officer Steve Smith reported that there has been 1 graffiti-related arrest during this reporting period. Currently there are 284 active work orders in the system. A motion was made by Mr. Leeton Staff and a second by Mr. Staff Hicks to forgo the budget presentation. Motion carried, 510. Cmdf. Houston gave the following update on traffic and ticket writers: • 618 DWI arrests have been made year to date,DWI's are up 20%from this time last year • 40%of all traffic citations were issued by automated ticket writers • On schedule to begin alternate response methods for minor accidents,alarms with no valid permits,and barking dog complaints,etc. in the next 30-60 days. Cmdr. Houston explained that the alternate response method would utilize the Telephone Reporting Unit more, require that drivers involved in minor vehicle accidents file reports directly with DPS,and have citizens contact Animal Control for information on filing barking dog complaints. Mr. Staff inquired on whether the Red Light Camera program has reduced traffic accidents. Cmdr.Houston stated that there has been a decrease in some locations while in other locations the accident rate has remained the same. He mentioned that the department is waiting on results of a traffic survey to identify more problematic areas before moving cameras. Mr. Staff asked about the high turnover rate for officers and whether an internal study was being performed regarding this. Cmdr.Houston mentioned that exit inteiviews are being conducted. He stated that the department animal attrition average is 18 officers. Pat Eldridge gave the following updates: • The purchase order should be issued today for motorcycles, delivery in approximately 10 weeks. • Turtleskin gloves will be shipped on July 20ri' • The purchase order was issued yesterday for the special holsters. • Next Tuesday the seivice weapons will go before City Council.
