CRIME CONTROL AND PREVENTION DISTRICT
WEDNESDAY,MARCH 19,2014

The meeting was called to order by Mike Staff in the absence of a Crime Control Board officer. A motion was made by
Mrs. Garcia and second by Mr. Lara to have Mr. Staff proctor this meeting of the Crime Control and Prevention Board.
Motion passed 510. A motion was made by Mr. Leeton and a second by Mr.Lara to approve the minutes of February 19,
2014 as printed. Motion carried 510.
Chief Simpson spoke regarding meeting with City Manager on the manpower study;preliminary results indicate an
additional 50 officers should be included to cover for routine calls for service and to establish full time members of the
Bomb Squad, S.W.A.T.Team and Dive Team. Chief Simpson will be approaching City Council with request to increase
the force over a 10-year period.
Captain Bowers gave the following crime report:
• Total index crimes are down nearly 4%
• Non-violent crimes are down over 4%
• Violent crimes are down 0.29%
• Rape numbers reflect an increase due to UCR reporting changes
Constance Sanchez gave the financial report for the 7 month period ended February 28,2014:
• Revenues are down 0.79%compared to budget,7.11%higher than this time last year.
• Expenditures are at 49.91%with 58.33%into the budget year.
• Anticipate revenues to exceed expenditures
Diana Naranjo gave the following report on Juvenile Assessment Center for the month of February:
• 16 curfew violations(10 male,6 female)
• 40 drug tests were performed; 16 yielded positive results,mostly for Marijuana
• Life skills training was provided for 195 participants,for a total of 429 participant hours
• 17 active cases,28 inactive
Sr. Officer William Hobbs reported on graffiti eradication for 2/19/2014—3/14/2014.
• Currently there are 309 active work orders for graffiti removal
• 304 new work orders have been generated this reporting period
• 3 graffiti-related arrests have been made and 1 citation issued
Capt. Gutierrez gave an update on new motorcycles purchased by Crime Control Board. He stated that the motorcycles
have been received and officers will be completing the standard 80 hour training this month.
Pat Eldridge gave the following update on one-time expenditures approved by the Crime Control and Prevention board:
• Ticket writers were approved by City Council yesterday
• Vehicle wrap for new marked units(3 1)are ordered
• Video camera enhancement(VSOM)upgrade in process
• Legal department will be consulted on issues surrounding implementation of body camera usage
Officers will be issued the new handgun beginning next week. Training will begin on new guns March 24".
Eddie Houlihan went over the revenue and expenditure year end estimate. Raymond Rivas presented the proposed FY2015
budget.
