The meeting was called to order by Michael Staff at 2:35 p.m. A motion was made by Mr.Leeton and second by
Mr. Lara to approve the minutes of October 15,2014 as printed; motion carried 7/0.
Chief Simpson gave an update on the Holiday Crime Initiative that will start Thanksgiving day. More officers will
be at shopping areas and on foot along with directing traffic and extra DWI enforcement..
Captain Bowers gave the following report:
• Violent crime statistics are up 3.37%and non-violent crime is down 4.51%
• Total index crimes for the year are down 3.61%.
There was no City Auditor Report at this time.
Alma Casas gave the financial report for the 1 st month of the new budget year.
• 2.62%of the total budget was expended.
• Annual revenue estimate collected is at 8.77%for the 1 month ended October 31",2014.
Stacie Talbert gave an update for the month of October for the Juvenile Assessment Center:
• 8 curfew violations(5 males,3 females)3 occurred during the day and 5 at night.
• Drug tests performed in October were 26 males and 14 females for a total of 40 with 16 ending up positive
for drug use.
Officer Torres stated graffiti work orders completed were 88 and 4 are pending approval of owners. There has been
a recent trend where vandals are getting permission from business owners to put up graffiti. We might be able to
issue citations to some of those businesses. The graffiti removal team is trying to get spray paint to cover graffiti on
dumpsters. Graffiti numbers are going down.
Action Item:consideration of one time expenditures. See next page for approved expenditures.
Action item: Consideration of funding for an expanded psychological services contract: A motion was made by
Ms. Garcia and second by Mr.Johnson to table this item;motion carried 7/0.
There was no public comment.
Action Item: Consideration of skipping the December meeting: A motion was made by Stela Garcia to skip the
December meeting but there was no second;motion failed-the December meeting was not cancelled. It is scheduled
for December 17',2014.
A motion was made by Cecil Johnson and second by Stela Garcia to adjourn at 5:06p.m.;motion carried 7/0.
