The Committee approved to continue with Mr. Staff as chairman of the Board for this meeting. The meeting was called to order by Mr. Staff at 2:37 p.m. A motion was made by Mr.Hicks and second by Mr. Olivares to approve the minutes of December 17,2014 as printed;motion carried 7/0. Operation Proud Partnership was presented by Assistant City Manager Susan Thorpe. Captain Bowers gave the following report: • Violent crime statistics are up 7.14%and non-violent crime is down 19.11% • It takes 1.7 minutes from the time the caller calls till the time the call gets dispatched. • Our overall response time is 6 minutes compared to a national average of 8 minutes. The average amount of minutes from the time a call comes in to the time it gets dispatched for priority calls and emergency runs is 3.8 minutes. It is 4.83 minutes from the time it gets dispatched to the time officers arrive. The average response time for report calls is about 36 minutes;the busier time after 6 p.m.it is about 40 minutes. Our goal is 8.22 minutes for our emergency response time. There was no City Auditor Report. Constance Sanchez gave the financial report for the 3 months ending December 31,2014. • 11.28%of the total budget was expended. • Annual revenue estimate collected is at 24.21%for the 3 month ended December 31,2014 Superintendent David Prado for the Juvenile Assessment Center gave an update for the month of December 2014. • 9 curfew violations(5 males,4 females),all but 1 occurred at night. • The number of drug tests performed in December 2015 is 29 youths,20 males and 9 females. Ten out of those tests resulted positive.The majority of the results were marijuana, 1 for amphetamines and 1 for benzodiazepines. Sr. Ofcr.Torres advised the number of graffiti work orders are slowly going up compared to previous months. It is unknown why this trend changes periodically. There was one juvenile cited and no arrests made. Items to place on agenda: • Ms. Luna-Saldana wants to see something pertaining to gangs next month. • Election of Officers. • Request for a tour of NCJJC and the Police Department. • Research Executive Session. There was no public comment. A motion was made by Mr. Leeton and second by Ms. Luna-Saldana to adjourn at 4:13 p.m.;motion carried 8/0.
