A motion was made by Scott Leeton and seconded by Judy Loverde to approve the amended minutes from July 20, 2016.A motion was made by Scott Leeton and seconded by Joan Veith to approve the minutes from August 5,2016. Report from the Chief of Police The Crime Control budget will be presented to City Council for adoption next week. There will be 5 promotions at 10:00 AM Friday,August 29 at the Police Department,two Captains and 2 Lieutenants.The parking lot project should be encumbered this fiscal year. There is no City Auditors report Financial Report • $4,948,119.89 or 65.82%of the budget revenue have been received • $5,310,356.88 or 59.78%of the budget expenditures have been expended • $3,204,244.88 is the unencumbered balance Crime Report Crime is trending up from the same period last year primarily property crime. Burglaries are dominated by burglary from garages. Once school starts, there should be a decrease in these numbers. The Police Dept is beginning to get more aggressive and pro-active with pawn shop details with inspections every pawn and retail shop. Juvenile Assessment Report The Juvenile Program is gearing up for the start of the new school year.There are currently 35 students enrolled and expecting an enrollment of 50 students after school starts. They are partnering with Del Mar to try and get kids their GED.There are 11 students who are enrolled in Case Management.The numbers are expected to increase soon. Graffiti Education The number of Graffiti cases is down.There are 100 less work orders due to the two individuals who were incarcerated. Crime Prevention Advisory Report Quotes for internet and radio ads were presented. There are 58,000 people who are registered voters so it would cost $320.00 to run the internet ads on desktops,tablets and phones. Operation Safe Return distributed school supplies to 2,000—4,000 children. Operation Safe return had 7,000-8,000 people attended. Action Items Chief Markle presented a list of equipment items to be purchased in this fiscal year,patrol rifles and body armor. A motion was made by Scott Leeton and seconded by Judy Loverde to approve the equipment.The motioned carried 7/0. A motion was made by Judy Loverde and seconded by Scott Leeton to set aside a budget of$4,000 to be used on ads. The motion carried 7/0.
